Applications are hereby invited from suitably qualified candidates to fill the following vacancies:
1.) General Manager

Roles and Responsibilities
General Manager Shall

  • Exercise the power and functions of the State Agency (SA)as provided for in the Project Implementation Manual (PIM);
  • Be in charge of General Administration of the CSDA:
  • Represent the SA in all its dealing with third parties at the level of the Management;
  • Conduct dialogue with Donors and those capable of providing complimentary technical and administrative skills and financial resources;
  • Delegates authority to the staff of the Agency to the extent necessary for the efficient performance of the activities of CSOA;
  • Ensure regular reporting and adherence to the Agency reporting relationship with the Project Financial Management Unit (PFMU)of the State;
  • Manage State Agency Personnel;
  • Be the Accounting Officer of the SA, give provisional approval for the proposal of CDPs recommended by the SA Management Committee;
  • Authorize expenditure in accordance with the Annual Budget and work Programme of the SA as approved by SOD:
  • Give approval for proposal of COPs recommended by the SA management committee;
  • Perform such other duties as may be required for effective functioning of the SA.

Qualifications and Experience
  • A University degree in Social Sciences, Natural Sciences, Engineering and or any other relevant degree with at least fifteen years(15) post qualification experience in the private or public sector, five of which must be at management level.
  • An experience in the management of rural development projects shall be an advantage.
  • Applicant must be computer literate.

2.) Secretary to the MD

Roles and Responsibilities
The secretary to the general manager shalt he responsible for;
  • Supporting the General Manager as a Personnel Assistant/Confidential Secretary;
  • Providing secretarial assistance. e.g prepare all letters, memoranda and any requisite document for the General Manager
  • Organizing itineraries, meeting, and related schedules;
  • Maintaining adequate filling system for all mails and correspondence of the General Manager;
  • Assist the General Manager in covering Board meetings.

Qualifications and Experience
  • A Degree/HND in secretarial Administration, computer skills presentation, intemet and Microsoft office packages. She/he must have at least 7 years secretary experience.
3.) Project Officer - Procurement

Roles and Responsibilities
Project Officer-Procurement shall handle the following:

  • Be responsible for procurement at the agency including procurement planning, design implementation, management and training.
  • Ensure appropriate sanctions are applied on defaulting contractors; Provide training on procurement and community contracting to operations officers; Provide assistance tG financial officers on contractual disbursement Ensure that CPMCs adhere to procurement and guidelines;
  • Prepare and submit procurement status report on a quarterly basis as part of financial monitoring report;
  • Prepare evaluations reports for all evaluation of goods and services;
  • Maintain comprehensive procurement unit cost database to be used in preparing a project cost document and provide up to date information art all procurement at the SA:
  • Be responsible for the preparation of bid documents (inclusive technical specifications) for the acquisition of good/services;
  • Serve as secretary of all evaluation and selection of consultants supplier within agreed processes;
  • Effectively manage all contracts and ensure that deliveries (quality/quantity-time) are in line with contract provisions;
  • Ensure that procurement plans are implemented as schedule and; Any other duties as may be assigned by the General Manager.

Qualifications and experience
  • At least a first degree in business Administration, Engineering, Architecture, Marketing, Purchasing, and Supply or related field, with at least five (5) years post qualifications experience, part of which must relate to procurement in a foreign funded agency or State Government Due Process Office.
  • Computer literacy is compulsory and experience in community contracting is an added advantage.
