Job Title: Honourary Ambassadorial positions
JOB PURPOSE:
To provide HR advice and support to the Country Programme Office on the full range of employment issues.  To interpret corporate strategy, contribute to the development of the national HR strategy and the design and implementation of operational plans to enhance the organisation’s performance through its people.

BUDGET RESPONSIBILITY: delegated - Staff Development / Recruitment Budget
DIMENSIONS:
Support the Finance Support Manager (FSM) in ensuring appropriate management of business related resources
Providing professional advice to senior managers on specific areas of work such as recruitments, appraisals and other relevant HR related issues.
Ensure that Oxfam work place standards are maintained to a high standard and consistence
Implement best practice - legal responsibility – employment law, tax laws, etc.  Influences in specific areas
Organise learning & development opportunities for staff to achieve corporate goals
Working with Staff Representatives for the organisation
Develops solutions to diverse and complex problems within organisational policy.
Interprets and applies operational policies for OI office. Flexibility to anticipate and resolve challenges within corporate or and legal matters
Engage and represent Oxfam in Nigeria on relevant Oxfam and External HR Environment
Contribute to and influence operational planning.

KEY RESPONSIBILITIES:
· Advise and support managers and staff on all aspects of Oxfam HR Policies and Procedures and the local Employment Law.
· Coach and support managers to performance manage their staff, ensuring that assessment of performance is objective and that poor performance is addressed appropriately..
· Ensure that the Performance Management is done on a timely and efficient manner.
· Ensure that absence (including annual leave, TOIL and sick leave) is proactively managed.
· Ensure that the medical expenses policy is cost effective and meets staff and organisational needs, and that expenses are managed effectively.
· Manage appropriately all legal cases relating to Human Resources.
· Ensure timely visa applications for national and international visits
· Overall responsibility of the Nigeria office administration
· Ensure that applicable HR systems of both Oxfam Novib and Oxfam GB are regularly updated and appropriate reporting schedules followed  
· Develop and implement Oxfam’s staff development strategy and support succession planning.
· Provide HR support to the region as needed.
· Performance manage the role reporting to this post to ensure that staff reach their potential and provide effective services to Oxfam
· To manage employee data, keeping it up to date and producing the required reports. To maintain the personal files for staff.
· Work with managers and the Staff Association to reach negotiated solutions to staff issues (including pay and benefits negotiations), ensuring that staff receive a fair deal that enables effective recruitment and retention while ensuring that the organisation gets good value for donor’s money.
· Support management decisions with appropriate HR solutions in disciplinary and performance improvement procedures.
· Ensure effective management of all national and international recruitment processes for the country programme.
· To arrange and monitor induction for all new staff ensuring that meetings are arranged, objectives met and that feedback is obtained
· Maintain good and effective relations with external bodies, especially with the Ministry of Labour.
· Responsible for the updating and execution of the Health and Safety plan for Nigeria.


SKILLS AND COMPETENCE:
· At least five years experience in a Human Resources or Personnel background. Management experience may be an acceptable substitute. Professional qualifications in Human Resources will be an advantage.
· Experience of resolving complicated HR problems in a professional and flexible way, and developing appropriate solutions that meet the needs of both individuals and the organisation.
· Experience of working with Government Departments especially the Labour Office and Immigration will be an advantage.
· Skill in influencing others, including senior managers and International staff in a rapidly changing environment.
· Good communication skills in English, both written and verbal.
· Basic computer literacy, including in particular experience of word processing and spreadsheets (preferably Word and Excel).
· Ability to work as part of a team and also to work independently
· Knowledge of organisational behaviour and ability to learn and fit in with Oxfam’s organisational culture. Also knowledge of management concepts and theory, and experience of applying that knowledge to a dynamic and changing situation.
· Sensitivity to gender and diversity issues in HR policies and practice.
· Ability to maintain individual and organisational confidentiality at all times.
