Job Title: Technical Lead, M&E/Operations Research
Overall Responsibilities
The  Technical Lead (TL) for Monitoring & Evaluation for the PLAN-Health project will focus on building the capacity of Nigerian civil society organizations (CSOs) and government agencies at the state and local level to take ownership and responsibility for HIV/AIDS prevention, care and treatment. The goal of the project is to apply lessons learned from capacity building to better foster sustainable changes in the Nigerian Health System.

Specific Responsibilities

  •     Guide the implementation of the monitoring and evaluation framework.  A priority activity for this position is a fifth year re-evaluation of the results framework into measurable results with their corresponding outcomes and outputs.  The TL will guide the process of assessing and (re)designing instruments for collecting monitoring and evaluation data and working with the project team to analyze and share the data.
  •     Document the achievements and accomplishments of the implementation plan indicators against set performance targets, including mid-term milestones/ benchmarks, annual and expected end-of-project results targets.    
  •     Provide technical M&E inputs to the technical teams  to assist in developing program goals and objectives as well as M&E tools and strategies.  S/he provides monitoring data to strategically inform the decisions on project performance and future direction to the project.
  •     Work with the Monitoring and Evaluation Advisor in the Center for Leadership and Management at MSH/HQ in the design and implementation of complex studies of the impact of organizational and health systems strengthening activities.
  •     Document best practices and success stories; prepare documentation for potential program users and public relations purposes; and submits timely, high quality quarterly reports to USAID.
  •     Assists project staff in the preparation and submission of journal and conference abstracts that contribute to knowledge on health systems strengthening.
  •     Work with the Plan Health management team to prepare the semi-annual monitoring and evaluation exercise; review progress against current and past plans, identify lessons learned, make adjustments and move successfully toward closeout.  The TL particularly attends to final year results.
  •     Capture, develop, share, and effectively use organisational knowledge by using a multi-disciplined approach to achieving organisational objectives.
  •     Monitor team reports to determine if the information is substanitive and relevant to the goal of PLAN Health.
Qualifications
  •     Master’s degree or higher in health system research, program evaluation, statistics, or related field relevant to monitoring and evaluation.
  •     A minimum of 5 years senior-level experience in monitoring and evaluation of large internationally funded health programs, including the use of data to inform decision-making, planning, resource allocation, and other strategic initiatives.  Preference given to candidates with USG experience and experience in HIV/AIDS and/or capacity building of civil society organizations.
  •     Proficiency in evaluation design and development of indicators. Good working knowledge of statistics. Ability to obtain, analyze and interpret data and present findings in oral and written form.
  •     Experience in quantitative measurement of program impact; experience in communications-based training.
  •     Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.
  •     Experience/expertise in e-health programs/activities and knowledge management.
  •     Willingness to travel within Nigeria as required.

Job Title: Human Resources Assistant
Overall Responsibilities
  • The objective of the HR Assistant position is to assist HR Partner, West Africa with interviews and hiring actions, ensuring completion of employee’s documentation and administration, complete administrative tasks related to all aspects of HR sections in the region.
  • She/he will be required to assist in preparing job advertisement and general correspondence, arrange and coordinate logistics support for selection and interview process and maintain personnel files for all West Africa field offices.
  • The HR Assistant will serve as the liaison between the field offices and head office for HR related activities.
  • He/she will perform any other duties that may be assigned by the HR Partner.
Specific Responsibilities
  •     Assist with staff recruitment by sending invitations, scheduling interviews doing reference check, informs job applicants of their acceptance or rejection for employment
  •     Maintain personnel records tracking employment history, Confirmation, promotions, transfers, salaries, and training
  •     Administering payroll system and maintaining staff related records
  •     Planning and coordinating training occasionally, including induction programs for new hires
  •     Process of staff benefits such as health insurance and life/Accident insurance Plan
  •     The HR Assistant will serve as the liaison between the state office and head office for HR related activities
  •     Conduct terror check for new hire
  •     Collect approved leave form and updates the tracking sheet
  •     Draft correspondence for and on behalf of MSH staff
  •     Issuing of letter of employment and confirmation to newly employed staffs, Verification of certificates and follow-up on response from former employer and Conducting referees check of new staffs and ensure that all documents in respect of new employees are received in good time to facilitate prompt confirmation of appointment
  •     Updating the HR online databases
  •     Prepare monthly HR reports
  •     And any other duties that may be assign from time to time
Qualifications
  •     Good organizational and interpersonal skills
  •     Ability to understand comprehensive information.
  •     Basic numeracy and IT skills required for operating various systems.
  •     Ability to interpret, analyzes, and explains the official framework employment regulation.
  •     Integrity and friendly approachability.
  •     Demonstrated excellent computer skills in Word, Excel, and PowerPoint. Ability to work independently with initiative to manage high volume and sensitive work flow, knowledge of USAID employment regulations
  •     Fluency in oral and written English required
  •     Willingness to travel within Nigeria as required
  •     Able to manage multiple tasks efficiently and must work well under deadlines
  •     2-3 years working experience in this field.
  •     Good negotiating and influencing skills in implementing personnel policies.
  •     Ability to research, evaluate and analyze new recruitment techniques, methods, and procedures.
  •     Able to work alone on a broad variety of projects.
  •     Degree or HND in business management, human resources management, psychology, or social administration from an accredited institution.
  •     Strong interpersonal, verbal and written communications, teamwork and collaborating abilities
  •     Experience using standard editing/proofreading marks and graphic layout designing.
