Sustainable Healthcare International (SHI) Foundation has been a partner with the National Malaria Elimination Programme (NMEP) for over five years sharing in its vision for a malaria-free Nigeria and its goals to reduce the malaria burden to pre-elimination levels and bringing malaria-related
mortality to zero. SHI is currently a Sub-Recipient to the Global Fund Malaria New Funding Model for core Programme implementation and Social Mobilization activities in the High Burden (HB) Northern States of Nigeria.

Job Title: Monitoring and Evaluation Officer (M&E)

Overview

  • The State M&E Officer will support the M&E Manager in all data collection, analysis and learning activities to help ensure accountability and efficiency from start to finish for the NFM project.
Duties and Responsibilities
  • Provide leadership to the state office and field level M&E program and provide overall guidance on program/ project monitoring and evaluation;
  • Coordinate regular data quality assessments, undertaken in a participatory manner, with facility staff and ensure the completeness, consistency and validity of routine data.
  • Ensure that the quality of program/project Monitoring and Enhanced Evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality;
  • Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served;
  • Remain informed of current issues regarding Monitoring and Evaluation of programs in the malaria field by review of current literature; is alert to any implication of such research for project and program activities
  • Help ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all Global Health program interventions;
  • Provide technical assistance to M&E officers of SMEP, LGA, and MFPs in integrating malaria data into the national DH1S 2 platform.
  • Manage the state office's reporting cycle to ensure high quality and complete datasets are sent to the national office on a periodic basis, or when required.
  • Work with local partners to develop their project monitoring and evaluation plans and support the correct implementation and use of routine data collection tools.
  • Conduct monthly routine monitoring visits to project sites and provide supportive supervision.
  • On a monthly basis, ensure that high quality analyzed facility-level data is disseminated to relevant staff at facilities and decision-makers. Ensure that data is used to highlight important programmatic gaps and coordinate with facility management and other departments in addressing these gaps;
  • Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs;
  • Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the grant;
  • Participate in project assessments, evaluations and design teams
  • Document lessons learned and best practices in monitoring and evaluation, according to standard guidelines;
  • Represent SHI and makes presentations at professional meetings and conferences related to Monitoring and Evaluation research;
General Requirements
  • Candidates must have a Medical Degree or Bachelor's Degree in Health Sciences or other related discipline and a post graduate qualification in Public health or other related discipline.
  • S/he must have a minimum of three years' work experience in Public Health; particularly in Malaria programs or any other programs in the other disease areas.
  • Five (5) years minimum experience is required for candidates without a post graduate degree

  • Ability to utilize office application programs such as Microsoft Word, Excel, PowerPoint, and Outlook, program software e.g DHIS and statistical packages like SPSS, epilnfo, etc
  • Excellent written and oral communications in English.
  • Ability to work well within a group and, also, unsupervised as required
  • Local knowledge, language and residency in the state is mandatory
  • Demonstrated success in capacity-building anLl training of diverse groups.
  • Proven ability to maintain schedules for deliverables and track budgets.
  • Ability to coordinate with partners from all levels of government and the private sector.
  • Ability to guide and motivate staff in the field.
  • Demonstrated ability to work collaboratively across technical disciplines and to function efficiently and effectively in team and cross-cultural environments.
