Sustainable Healthcare International (SHI) Foundation has been a partner with the National Malaria Elimination Programme (NMEP) for over five years sharing in its vision for a malaria-free Nigeria and its goals to reduce the malaria burden to pre-elimination levels and bringing malaria-related
mortality to zero. SHI is currently a Sub-Recipient to the Global Fund Malaria New Funding Model for core Programme implementation and Social Mobilization activities in the High Burden (HB) Northern States of Nigeria.

Job Title: State Technical Officer (STO)

Overview

  • The SPO is will be responsible for social, advocacy and communication for the Global Fund project, working in close collaboration with State Malaria Elimination Program (SMEP), LGA health service providers, Community Resource persons and other projects team members.
  • The Technical Officer shall undertake the following responsibilities
Duties and Responsibilities
  • Implement and monitor all aspects of the malaria ACSM Strategy in assigned state;
  • In collaboration with the CORE group, deliver and document ACSM trainings at the state, LGA and community levels;
  • Monitor community level implementers to ensure quality and effective delivery;
  • Develop and use state-specific indicators for monitoring program performance;
  • Work with local partners to develop their project monitoring and evaluation plans and support the correct implementation and use of routine ACSM tools and materials;
  • Conduct monthly routine monitoring visits to communities and provide supportive supervision;
  • Ensure that the quality of program/project Monitoring and Enhanced Evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality;
  • Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the grant;
  • Document lessons learned and best practices in monitoring and evaluation, according to standard guidelines;
  • Represent SHI and make presentations at professional meetings and conferences related to core ACSM programme and M&E research;
  • Remain informed of current issues regarding Monitoring and Evaluation of programs in the malaria field by review of current literature; is alert to any implication of such research for project and program activities;
  • Map civil society partners and network, and build capacity of partners to engage in Malaria control and advocacy and communications;
  • Coordinate Advocacy visits at all levels in the assigned state;
  • Manage and facilitate regular communications with NMEP and SHI, advocacy and communication implementing partners, and SMEP, LGA health departments to ensure effective coordination of activities;
  • Develop and manage state-specific project plans;
  • Oversee the process of implementing the project activities;
  • Participate in financial management of the project activities;
  • Oversee and supervise the daily work of field officers;
  • Participate in developing abstracts and presentations related to advocacy and communications work;
  • Developing state-specific advocacy plans and/or promoting issue areas to various stakeholders
  • Participate in related activities of other projects under program.
  • Manage the state office's reporting cycle to ensure that targets are met and complete reports sent to the national office on a periodic basis, or when required;
  • Perform other duties as assigned.
General Requirements
  • Candidates must have a Medical Degree or Bachelor's Degree in Health Sciences or other related discipline and a post graduate qualification in Public health or other related discipline.
  • S/he must have a minimum of three years' work experience in Public Health; particularly in Malaria programs or any other programs in the other disease areas.
  • Five (5) years minimum experience is required for candidates without a post graduate degree

  • Skilled at handling multiple, complex tasks with the ability to prioritize.
  • Good interpersonal skills and ability to work effectively in a team.
  • Proven presentation skills and ability to write detailed and coherent reports.
  • Ability to utilize office application programs such as Microsoft Word, Excel, PowerPoint, and Outlook, program software e.g DHIS and statistical packages like SPSS, epilnfo, etc
  • Excellent written and oral communications in English.
  • Open to, and tolerant of, other cultures and religion
  • Ability to work well within a group and, also, unsupervised as required
  • Local knowledge, language and residency in the state is mandatory
  • Demonstrated success in capacity-building anLl training of diverse groups.
  • Proven ability to maintain schedules for deliverables and track budgets.
  • Ability to coordinate with partners from all levels of government and the private sector.
  • Ability to guide and motivate staff in the field.
