The Norwegian Refugee Council (NRC) Job Vacancies in Nigeria
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian
organization with 60 years of experience in helping to create a safer
and more dignified life for refugees and internally displaced people.
NRC advocates for the rights of displaced populations and offers
assistance within the shelter, emergency food security, and water,
sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and
competent employees involved in projects across four continents. In
addition, NRC runs one of the world’s largest standby rosters, NORCAP,
with 650 professionals, ready to be deployed on 72 hours’ notice when a
crisis occurs.
In light of the displacement in the north eastern part of Nigeria, NRC
is about to start up an emergency response programme in Nigeria to
respond to the humanitarian needs.
In the coming months, the main focus for NRC would be conflict affected
populations including IDPs, returnees and the local communities in Borno
State. NRC will initially be starting activities in the area of food
security, water and sanitation and shelter sectors. NRC is therefore
seeking a Logistics Officer for the NRC Field Office in Maiduguri,
Nigeria for 2015.
We are recruiting to fill the position of:
Job Title: Logistics Officer
Location: Maiduguri, Borno State
Reports to: The Logistics Coordinator.
Tasks and Responsibilities
- Implement and train staff in NRC’s logistics policies and procedures
- Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
- Provide anti-corruption, transparency and cost efficiency focus
in all processes (e.g. in procurement, vehicle management, asset
management, warehousing)
- Supervision, training and development of logistics team
- Ensure safe and efficient transport of staff and materials/goods
- Ensure sustainable stocks/assets management system is in place according to NRC requirements
- Ensure all NRC assets/premises are in good conditions and monitor maintenance/repairs if required.
- Prepare, check and share plans, records and reports as required (e.g. status reports, inventory lists)
- Implement a filing system/archives according to procedures
Qualifications
- Minimum 3 years’ experience from working with Logistics in a humanitarian/recovery context
- Relevant university degree, or other relevant educational background combined with relevant professional experience.
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile

- High-level competency in computer skills (Microsoft Office applications)

Job Title: Security Officer
Location: Maiduguri
Reports to: Area Manager
Tasks and Responsibilities
- Implement NRC's safety and security policies at office level
- Conduct regular security and risk assessments to identify safety and security needs
- Train staff in safety and security and provide regular briefings and updates
- Immediately report all breaches of safety and security
procedures and all threats to NRC staff, beneficiaries, activities or
assets
- Facilitate staff evacuation in emergency situations
- Supervise, train and develop eventual security staff at office level
- Liaise with UN agencies, NGOs and other external actors to gain security information
- Ensure vehicle and staff movements are monitored according to
procedures and that necessary safety and security equipment are
available and in good condition
- Prepare security updates and reports as required
Qualifications
- Experience from working with security management in a humanitarian/recovery context
- Relevant university degree or other relevant educational background combined with relevant professional experience.
- Safety and security management education through formal workshops or seminars;
- Previous experience from working in complex and volatile contexts

Job Title: Shelter/WASH Coordinator
Location: Maiduguri
Reports to: The Shelter/WASH Project Development Manager (PDM)
Tasks and Responsibilities
- Management of shelter/WASH project field staff
- Adherence to shelter tools and handbooks and other NRC policies
- Contribute to shelter strategy development and provide input on needs and gaps from relevant area
- Manage and implement delegated portfolio of shelter projects
(activities, budget and project documentation) in line with proposals,
strategies and donor requirements, and ensure high technical quality,
and provide regular reports to PDM.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Develop and manage project budget, as delegated from PDM
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure capacity building of project staff and transfer key skills
- Liaison and collaborate with relevant local authorities and stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Qualifications
- Minimum 3 years' experience from working with shelter or WASH
projects in a humanitarian/recovery context. Experience from working
with social work and/or with distribution of humanitarian assistance is
an advantage.
- University degree in Civil Engineering, Water Engineering, or
other relevant educational background combined with relevant
professional experience.
- Previous experience from working in complex and volatile contexts
- Documented results related to the position's responsibilities
- Knowledge about own leadership skills/profile
- Managing resources to optimize results
- High-level competency in computer skills (Microsoft Office applications, AutoCAD, or similar)

Tasks and Responsibilities
- Coordinate the food security activities according to strategy, proposals, budgets and plans

Job Title: HR/Admin Officer
Location: Maiduguri, Borno
Reports to: Area Manager.
Tasks and Responsibilities
- Implement and maintain NRC’s administrative systems and procedures, and supervise the administration team
- Ensure compliance with NRC HR policies and the local labor law in all procedures and processes
- Implement and maintain a filing system for all administrational documents according to procedures
- Ensure a well-functioning reception, clean office premises and
general follow up of the NRC office and houses/apartments and ensure
that utility bills are paid
- Coordinate staff recruitment and exits, introductions, trainings, staff benefits etc. on field office level
- Ensure that staff records are up to date and filed appropriately
- Ensure reporting, documenting and payment of staff benefits, social security, taxes etc.
- Prepare input to periodic HR reports
- Ensure correct staff pay roll
- Advice and support line managers staff in HR processes.
Qualifications
- Minimum 3 years’ experience from working with administration and human resource management in a humanitarian/recovery context.
- Relevant university Degree or other relevant educational background combined with relevant professional experience.
