Job Title: Monitoring and Evaluation Senior Advisor

Job Descriptions

  • Availability of position is contingent upon funding and approval of key personnel.
  • The individual will oversee the monitoring and evaluation components of the project as well as program monitoring. Working closely with the Surveillance Advisor, s/he must develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance and produce timely accurate and complete reports.
  • Also, working closely with the Capacity Building Advisor, s/he must develop training plans to ensure training and skills transfer to the National Malaria Elimination Program at Federal, State and Local Government (LGA) levels.
Responsibilities
  • Contribute to and lead the design, development, planning, and implementation of project M&E technical strategies. This includes development and dissemination of tools, materials, reports, papers, and intervention linked research;
  • Develop training strategies and tools for the transfer of needed M&E skills in design, development and implementation as well as other specific technical components;
  • Analyze data sets and technical assessment findings; and develop M&E work plans;
  • Work closely with the project team and National Malaria Elimination Program (NMEP) to ensure compatibility, consistency and coordination of the M&E project framework with the Nigeria Malaria Elimination Strategy and Nigeria Malaria Operational Plans among others; national and donor requirements;
  • Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements;
  • Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems; and
  • Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
  • Responsible for exploitation of project data for production of scientific evidence
  • Contribute to monitoring and evaluation needs for research related to the project
  • Explore/suggest the use of appropriate/innovative methodologies and technologies for information management in the project.
Requirements
  • Post-graduate Degree in Public Health - Epidemiology, Biostatistics;
  • Minimum 8 years’ experience, with progressively increasing level of responsibility in developing countries - experience in Africa desirable;
  • Demonstrated expertise in rigorous quantitative and qualitative  research and analytical methods;
  • Demonstrated hands-on practical experience setting up and managing MER systems for health programs - experience with malaria MER systems desired;
  • Excellent report writing, analytical and communication skills, including oral presentation skills;
  • Extensive experience in knowledge management and dissemination of research findings for international donors desirable;
  • Experience with use of mobile technologies for data collection and reporting a plus;
  • Ability to lead, co-ordinate and work with teams, as well as to work independently; and
  • Ability to prioritize a and meet tight deadlines.

Job Title: Assistant Technical Officer /Laboratory services & QI

  • The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner.
  • The SIDHAS project is funded by the United States Agency for International Development (USAID).
Basic Function
  • Liaise with the Technical Officer, Lab QI & Special Projects to provide technical support on HIV serology Rapid Testing Quality Improvement Initiative (RT QII Project) in Akwa Ibom state and other laboratory services for FHI 360 Nigeria programs.
Duties and Responsibilities
  • Assist in providing technical assistance to state QI team on the implementation of RT QII at state level.
  • Provide regular update on the implementation of RTQII project to STO Lab services in CO & SO.
  • Ensure production, distribution, administration and collation of feedbacks on the Dried Tube specimen Proficiency Testing scheme.
  • Work with the state QI team on the administration of SPI RT checklist.
  • Monitor the implementation of corrective action process for sites with deficiencies.
  • Coordinate the project activities (Audit & DTS PT) and provide regular update to CO & SO.
  • Prepare report on HIV RTQII project on a monthly / quarterly basis.
  • Perform other duties as assigned.
Qualifications
  • BMLS in Laboratory Sciences or related field with 3-4 years post national youth service experience in provision of laboratory support for HIV/AIDS.
  • Knowledge of HIV serology testing using RTKs, basic laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.
  • Knowledge of laboratory data management, use of data management software including excel and other advanced programs.
  • Proficient in Microsoft office applications ( MS word, Excel, power point etc)
  • Knowledge of basic laboratory audit using a simple checklist as well as preparation of audit report.
  • Certification of license to practice as a medical laboratory scientist is required.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable

  • Liaise with the Senior Technical Officer to provide technical support on HIV serology Rapid Testing Quality Improvement Initiative (HIV RT QII Project and other laboratory Special projects for FHI 360 Nigeria programs.
Duties and Responsibilities
  • Provide technical assistance to state QI team on the implementation of HIV RT QII project at state level.
  • Provide technical assistance on the laboratory component of the AIS testing from the field to the Molecular lab in Akwa Ibom state.
  • Coordinate procurement of all the lab items required for field, CD4 and PCR/viral load testing for AKAIS project
  • Coordinate logistics distribution of lab items procured for field and lab testing to all the AKAIS survey team and testing labs.Coordinate the proper storage, transportation and sorting of the DBS/ whole blood samples collected for the QC/ CD4/ EID/ VL and HIV-1 Incidence Assay for AKAIS project.
  • Provide oversight functions towards effective and efficient testing and reporting of all samples on AIS project in Akwa Ibom State.
  • Provide oversight function on the production, distribution, administration and collation of feedbacks on the Dried Tube specimen Proficiency Testing scheme.
  • Provide technical assistance to state team on the administration of SPI RT checklist.
  • Monitor the implementation of corrective action process for sites with deficiencies.
  • Coordinate the project activities (Audit & DTS PT) and provide regular update to STO & ADLS.
  • Prepare and share RTQII project monthly / quarterly report.
  • Provide regular update on the implementation of RTQII project to STO Lab services in CO & SO.
  • Remain informed on new findings in the field of laboratory technology that relate to HIV/AIDS, OIs, and treatment by reviewing current literature, and draw implications from research for program activities.
  • Develop concept papers and research papers on the existing project.
  • Perform other duties as assigned.
Qualifications
  • BMLS in Laboratory Sciences or related field with 8-10 years post National Youth Service experience in provision of laboratory support for HIV/AIDS.
  • Evidence of certification / trainings in Laboratory Quality Management System (international certification will be an added advantage)
  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.
  • Knowledge of proficiency testing implementation and administration including PT data management.
  • Knowledge of laboratory data management, use of data management software including excel and other advanced programs.
  • Proficient in Microsoft office applications ( MS word, Excel, power point etc)
  • Knowledge of laboratory audit using a simple checklist (e.g WHO AFRO SLIPTA checklist / ISO 15189 checklist) as well as preparation of audit report.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.
