Job Title:  ICLA Training Officer

The ICLA Training Officer reports to the ICLA Programme Development Manager based in Maiduguri.
Tasks and Responsibilities
• Adhere to NRC policies, tools, handbooks and guidelines
• Compliance and adherence to NRC policies, ICLA tools, handbooks and guidelines
• Ensure that program training targets the correct audience in line with project proposals.
• Promote the rights of IDPs/returnees in line with the advocacy strategy
• Responsible for development and managing funding proposal, project budgets and donor reports
• Overall management  and coordination of capacity building activities under ICLA
• Ensure capacity building of all project staff and transfer key skills
• Develop partnerships in the humanitarian community and coordinate with relevant authorities to design solutions to identified problems
• In consultation and coordination with the Program Development Manager, develop context specific ICLA training materials for HLP including materials for information dissemination and visibility.
• Design context specific training materials including modules and information dissemination material for Identity documentation
• Support training activities for different audiences under the  ICLA Programme
• Adapt and contextualize global training materials based on lessons learnt and evolving context, in a participatory manner
• Contribute towards expansion of and strengthening of NRC’s network of relevant stakeholders in all operational areas
• Support Monitoring and Evaluation activities through development of training reporting procedures  to feed into GORs and monthly reports on activities and progress
• Ensure that NRC’s training activities are guided by and effectively abide by the humanitarian principles
• Carry out any other duties as delegated by the Programme Development Manager / Area Manager
Qualifications
• Minimum 3 years of relevant experience within field of expertise
• Technical specific  knowledge from the humanitarian sector
• Previous experience from working in complex and volatile contexts
• Experience in working independently in a results-oriented multi-tasking and multi-cultural environment
• Experience in facilitation of seminars and capacity building initiatives
• Experience in developing context specific training materials  modules
• Excellent command in Microsoft Applications
• Documented technical  competences related to the position’s responsibilities
• Fluency in English, both written and verbal

Context related skills, knowledge and experience
• Knowledge of the displacement context in Nigeria
• Experience with start-up program activities
• Knowledge on Housing Land  and Property  and Identity Documentation concepts
• Political and cultural awareness and experience of working where insecurity is a major issue
• Proven skills in transfer of training skills, Training of trainers
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
Fluency in Hausa, Kanuri, and Fulani Languages is an added advantage

Job Title:  ICLA Assistant – Community Liaison - Yobe (2 Positions)

Tasks and Responsibilities
• Adhere to NRC policies, tools, handbooks and guidelines
• Assist in the implementation of all  ICLA activities involving community engagement
• To establish and strengthen and maintain relations with community stakeholders local leaders and beneficiaries
• Support collection of Monitoring and Evaluation  information to inform program design
• Facilitate community engagement throughout the project cycle
Qualifications
• University Degree in Law from a recognized Nigerian University or any relevant social science degree
• Must have excellent interpersonal and organisational skills
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Managing resources to optimize results
• Strong understanding of the community profile , local cultures, traditional and religious  structures
• Competency in computer skills (Microsoft Office applications)
• Fluency in the local languages of Hausa, Kanuri (Maiduguri), Fulani, Higgy, Bude, Marghi (Adamawa) and Bolewa, karekare, ngzim & bade for Yobe is a must.
• Excellent communication skills ( written and Oral)
• Evidence of significant involvement with the communities is an added advantage

Job Title:   Security Coordinator
NRC will initially be starting activities in the area of food security, water and sanitation and shelter/NFI sectors. NRC is therefore seeking  Security Coordinator in Maiduguri, Nigeria. The Security Coordinator reports to the Security Adviser.
Tasks and Responsibilities
• Direct supervision of the Team Leader and oversight of the operator team of the Maiduguri Communications Monitoring Centre (CMC)
• Ensuring that Standard Operating Procedures relating to the Maiduguri CMC are followed
• Monitor compliance with NRC’s Minimum Operational Security Standards (MOSS)
• Assist the Security Adviser with obtaining information, analysis and composing of documents
• Attend Humanitarian Security meetings held in Maiduguri (eg. INSO, UNDSS, OCHA)
• Develop networks locally with stakeholders and partner organisations
• Seek technical advice and support from country Security Adviser.
• Assist and advise the Security Adviser to ensure that the Maiduguri team is in compliance with NRC’s Minimum Operational Security Standards (MOSS)
• Establish/maintain effective security information networks with external actors
• Conduct briefings for new staff and visitors with regard to safety and security.
• At request of the Area Manager / Security Adviser, brief staff on security related issues during NRC meetings.
• Ensure the area team has appropriate communications equipment according to risk assessment.
• Manage the flow of Security related information in a manner that protects information security principles and appropriately informs staff.
Qualifications
• Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal
• Valid driver’s license
• Knowledge of the context in North East Nigeria
• Knowledge of Hausa and Kanuri, both written and spoken. Knowledge of other local languages in Borno State an advantage
• Experience with start-up communications room
