Activities

  • The HSE Inspector will report on permanent basis to the HSE Supervisor. The role will also have functional reporting line to the HSE Superintendent and HSE Manager.
  • Be based at Construction yard in Various locations in Lagos, the Service holder will have responsibility to monitor the implementation of Company HSE Project HSE requirements and the HSE Project procedures.
  • HSE and Security is given the first priority throughout all phases of the FPSO and that corresponding requirements are properly implemented by all involved
The SERVICE holder is directly responsible to:
  • Ensuring at least 90% availability on site, patrolling to identify unsafe acts and unsafe conditions.
  • Ensuring that hazards in workplace are properly identified and corrected immediately where possible, or reported to Company and Contractor management.
  • Ensuring that all activities carried out on site are duly approved by Contractor’s PTW system and an approved Work Order is issued.
  • Ensuring that JSA is conducted for all critical activities and that the hazard control measures are in place before commencement of work.
  • Advise Company HSE Supervisor on resources and materials required for adequate coverage of HSE supervision of site.
  • Monitor the implementation and close-out of HSE actions from anomaly reports, inspection and audits of contractor and subcontractor sites assigned.
  • Ensure that contractors and sub-contractors comply with all the relevant HSE requirements as per Contractor’s HSE procedures, Company HSE expectations and other relevant international regulations and standards.
  • When designated, participate in incident investigations and ensure that relevant information is obtained from sources.
  • As may be required, participate in Risk Assessment reviews. PTW administration, site tours or any other Contractor HSE supervision function.
  • Perform HSE inspection of work sites and issue daily report to Company through the HSE Supervisor.
  • Stop every activity that can lead to an incident or injury of personnel and ensure that the risk is controlled before work resumes.
  • Closely follow up with the implementation of HSE procedures on construction sites of contractors and subcontractors.
  • Participate in daily toolbox meetings with the contractor’s HSE supervisors on site.
Accountabilities
The SERVICE holder shall be fully accountable and directly responsible for:
  • Frequent site visit and workshop around sites when required.
  • Assist in the full implementation of approved Project HSE Plan and contractual HSE requirements in all activities of the Package by company team, contractor and subcontractors.
  • Assist HSE Supervisor on safety and security awareness and promotion of best practices with adequate emphasis on COMPANY Golden Rules.
Job Requirements
  • Degree in Engineering or Safety Related Certification.
  • Administrative skills including proficiency in typical office applications (Words, Excel, PowerPoint, etc).
  • Fluent in English and ability to communicate well at all levels within the Company.
  • Geographical mobility.
  • Minimum 5 years working experience in the Oil and Gas production projects, with minimum 3 years on position(s) of similar HSE responsibilities. Experience in shipyard recommended.
  • Thorough knowledge of risk assessment techniques, SERVICE safety analysis.

Job Description

Activities:
The HSE Supervisor will report on permanent basis to HSE Superintendent. The role will also have a functional reporting line to the Construction Leader. The SERVICE holder will have the responsibility to monitor the implementation of Company HSE Contractual requirements at specified yards by all involved.

The SERVICE holder is directly responsible to:
  • To monitor the implementation of the approved Contractor and sub-contractor project HSE plan and referenced procedures including bridging documents
  • Participate in Risk Assessment and SERVICE Safety Analysis studies dedicated to construction operations in hands and ensure they comply with related TOTAL General Specifications and Guide manuals.
  • To focus on the early identification of potential problems and to propose appropriate solutions to HSE Superintendent.
  • To attend regular meetings with contractors’ HSE representatives to discuss and agree on HSE concerns and potential hazards.
  • To be proactive in promoting HSE awareness at all levels within the project team and contractor personnel.
  • To monitor the implementation of control measures identified during risk analyses while carry out the construction activity.
  • To assist in the investigation of accidents and incidents to determine their underlying causes, report anomalies and check corrective actions.
  • To monitor the of actions arising from incident, accident, audit and inspection analyses
  • To check first aid materials and equipment are available on the sites
  • Monitoring and reporting the Health, Safety and Environmental performance of the Contractor and its sub-contractors on site.
  • Undertake site HSE audits & inspections, and ensure corrective action recommendations are conclusively closed-out.
  • Ensure Hazard identification/reporting, accident reporting and investigation are continuously undertaken
  • Take part in the preparation and attend the meetings of the site HSE committees
  • Participate in the site emergency preparedness and follow-up the improvement measures undertaken after the regular exercise.
  • To carry out any other duties or tasks that may be assigned by his hierarchical superiors.
HSE:
  • To fully comply with office security, health and safety instructions.
  • To stay vigilant and maintain continuous awareness of hazards and surroundings.
  • To also take care of colleagues safety and behavior without hesitating to intervene as much as necessary.
  • To give his own input and making sure the workplace is safe (obviously clean and tidy).
  • When in doubt, ask questions to gain clarification.
Accountabilities
The SERVICE holder shall be fully accountable and directly responsible for:
  • Monitoring of implementation of approved Project HSE Plan and contractual HSE requirements in all project activities at Specified yard.
  • Implementation of safety and security awareness and promotion of best practices with adequate emphasis on the 12 Golden Rules.
  • Supervision of Health, Safety, Environment and Security activities and reporting of related performance
Job Requirements
  • Graduate Bachelors Degree (BSc) or equivalent in any engineering or physical science, and formal training in HSE with recognized qualification or certification.
  • Minimum 5 years working experience in the Oil and Gas production projects, with minimum 3 years on position(s) of similar HSE responsibilities.
  • Knowledge of risk assessment techniques and experience at organising HAZOPS, HAZIDS, HAZAN and other reviews.
  • Administrative skills including proficiency in typical office applications (Words, Excel, PowerPoint, etc).
  • Fluent in English language and ability to communicate well at all levels within the Company.
  • In addition, the candidate must possess very good planning, presentation, negotiations and organizational skills.
  • Ability to work on rotation bases.
