Job Title: TA Polio Manager, P-4

Purpose of the Position

  • Under overall guidance of Chief C4D and Polio Team Lead and under direct supervision of Chief of Maiduguri Field Office, the incumbent will be responsible for the Polio Program management, evidence based planning, strategy formulation, overall management, setting up a system of monitoring of Polio social mobilization and communication contribution to polio disease outbreak response and a plan in North East states of Nigeria under Maiduguri Field Office.
  • The Polio manager will also ensure achievement of key deliverables for Polio/C4D integrated response in the states and regular analysis of social data to inform further planning and contribute in key reporting documents.
  • The SM will be expected to travel within the State (to Yobe as well if required), to conduct regular field supportive supervision and review status of implementation of C4D committed activities.
Main Duties and Responsibilities
  • Provide support for the implementation of the communication plans for OBR and Inactivated Polio Vaccine campaign.
  • Provide supervision technical oversight for the Communication for Development Specialist, Immunization Specialists and field consultants working under the field office.
  • Represent and lead the Polio C4D team in various meetings and programmes within the assigned period and make technical inputs into programme implementation.
  • Collate and provide C4D inputs for daily sitreps and monthly reports.
  • Review the VCM network operational challenges and develop a plan of action accordingly.
  • Work with field office and country office finance persons to streamline VCM deliverables, supportive supervision of VWS and local consultants.
  • Ensure proper documentation of C4D support and share with FO/CO each month and at the end of mission.
  • Facilitate effective communication between the states in the field office and the Country office, especially on issues that have to with Communication for Development and polio eradication.
  • Co-ordination and represent UNICEF C4D at the Emergency Operations Centre (EoC)
  • In collaboration with all partners, the Communication for Development manager will oversee and manage the proper use and display of IEC packages and materials being distributed in the field to ensure effective and efficient program delivery, including facilitating behaviour change, where necessary.
  • Develop partnerships with various influencers and religious groups, traditional leaders, teachers, artists on behaviour change and social mobilization strategy supportive of effective and efficient program delivery.
  • Work with training officer to review existing training materials and methodologies and training materials for various participants.
  • Regularly coordinate with government counterparts in the development of C4D integrated plans during L3 emergency.
Qualifications of Successful Candidate
Education:

  • Advanced University Degree in the Social/Behavioural Sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.
  • First university Degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
Work Experience:
  • Minimum eight years of progressively responsible professional work experience in the development, planning and management of communication for development, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.
  • Developing country work experience and field work experience
  • Background/familiarity with Emergency.
Language:
  • Fluency in English required and another UN language desirable
  • Fluency in English and local working language of the duty station
