The Strengthening African Processors for Food Fortification (SAPFF)
project, a partnership between TechnoServe and Partners in Food
Solutions (PFS), aims to increase the compliance rates of private sector
food processors against national food fortification mandates by
increasing the production of fortified food staples. PFS is a non-profit
organization formed by General Mills to link the technical and business
expertise of volunteer employees from General Mills, Cargill, Royal
Dutch DSM, Bühler, and the Hershey Company to food processors and
millers in the developing world.

Job Title: Monitoring and Evaluation Manager
Location:
Nigeria
Job Description

  • The Monitoring and Evaluation Manager will oversee the direct
    development and implementation of the SAPFF’s monitoring, evaluation,
    and learning (MEL) system. This position will report to the Team Lead.

In this role the manager will:

  • Establish a framework, methodology, procedures, and
    responsibilities for MEL program performance in accordance with the
    logical framework and reporting requirements;
  • Develop MEL systems for use throughout the project lifecycle;
  • Plan and oversee MEL data collection and analyze such data to ensure relevancy and accuracy on a regular basis;
  • Implement systems to safeguard the collection and management of project data;
  • Review, monitor, and analyze reports for impact evaluation;
  • Undertake regular visits to the field to support implementation of MEL activities;
  • Work with senior program management to integrate MEL data into program planning and decision-making processes;
  • Share analyses and trends with project team members to help synchronize project decision-making processes with MEL results;
  • Recommend changes to performance monitoring and work plans;
  • Train project and partner staff on MEL processes.

Requirements
You will have:

  • Bachelor’s Degree in a relevant field. Master’s Degree preferred;
  • 5-7 years experience with MEL methods and approaches in an
    international development context, including designing, planning, and
    implementing MEL systems, analyzing and reporting using a logical
    framework, and other strategic planning approaches;
  • Competence managing and analyzing large datasets;
  • Ability to develop well written, cohesive analyses and reports;
  • Strong analytical, program management, and financial analysis skills;
  • Knowledge of Bill and Melinda Gates Foundation or other international development donor reporting requirements;
  • Experience with relevant software packages, including Microsoft Excel;

 

Job Title: Finance Manager
Location:

Job Description

  • The Finance and Grants Manager will report to the Team Lead and
    will be responsible for program finances, as well as the management of a
    matching grant fund.
  • The manager will support country teams in entering accurate and
    timely transaction information into TechnoServe’s accounting system,
    ensuring accurate reporting internally and to donors.
  • In addition, the manager will oversee the matching grant fund by
    coordinating the process for selecting fund beneficiaries, processing
    grant payments, and tracking compliance with grant conditions.

In this role the manager will:

  • Oversee financial management and analysis including: ensuring
    reliable and accurate data is submitted, review of cash receipts and
    bank reconciliation.
  • Ensure project adheres to corporate policy, legal and contractual obligations, and corporate and donor standards.
  • Provide internal controls and audit functions.
  • Coordinate with the Team Lead and country teams to ensure budgets and spending are aligned.
  • Launch, manage, and monitor a matching grants program
  • Provide guidance and training as necessary to all potential sub
    grantees on the requirements of the proposal preparation and submission
    process, financial management requirements, and any other administrative
    requirements pertinent to the grant fund.
  • Oversee due diligence process with regard to all guarantees and grants.
  • Manage the award and disbursement process, ensuring compliance with TechnoServe Grants Manual and Procurement Manual.
  • Performing monitoring and follow up functions.

Required Skills & Experience

  • Bachelor’s degree in a relevant field. Master’s degree preferred.
  • 5-7 years of relevant experience in a finance/grants management function.
  • Knowledge of budgeting, procurement, transport and fleet management and other administrative practices.
  • In-depth knowledge of award management, sub-award requirements and donor relations.
  • Knowledge of Bill and Melinda Gates Foundation or other international development donor reporting requirements.
  • Experience with relevant financial software packages, including Microsoft Excel.

 
Job Title: Fortification Technical Manager
Location:

Job Summary

  • Reporting to the Team Lead, the Fortification Technical Manager
    (FTM) will manage the implementation of the Food Fortification program
    at the country level, working within the program resources and mandate
    to meet the objectives of their country plan.
  • The Fortification Technical Manager will establish relationships
    with food processors and industry stakeholders to support technology
    transfer and building their capacity to meet compliance standards for
    fortification.
  • The FTM will proactively review, make recommendations and report
    on programmatic activities to deliver TechnoServe’s strategic plan for
    Food Fortification in their country and as part of the broader
    regional program.
  • As well as direct technical support to assisted companies, the
    FTM will oversee the country team, including Business Advisors (BA) in
    supporting their country objectives, managing the country finances and
    reporting their country progress. Business support will include
    assisting processors with customized business planning, adoption of food
    fortification and food safety protocols, overseeing market studies,
    and developing customized processor marketing strategies, business
    operations and provision of other business advisory services.
  • As the managerial lead in country, the FTM will oversee the
    activities of the country team and work in close cooperation with
    project partners and will receive technical oversight from the Team
    Lead. .

Duties

  • Represent TechnoServe at the country level, meeting with
    potential partners and stakeholders: processing company directors and
    production managers, government institutions and regulators, technical
    industry experts, service providers and universities, complimentary
    programs, NGOs and related agencies
  • Identify, review and select prospective companies for program
    support, familiarize them with the program offering and expectation for
    all participating partners
  • Work with selected companies to identify their challenges to
    adequate fortification compliance, design project charters to address
    these challenges and work with program partners to facilitate the
    appropriate technology and knowledge transfer in support of the assisted
    food companies
  • Identify common fortification industry weaknesses and support
    the design and delivery of sector wide training workshops to strengthen
    these gaps
  • Review, monitor, and report on all programmatic activities
    including periodic progress, and financial reports, ensuring strict
    compliance with TNS’s objectives, strategies, policies and procedures.
    Make appropriate recommendations on the implementation plan
  • Assist the Regional Program Director and management unit in
    timely tracking of country expenditures, budget management and
    forecasting, HR recruiting and country staff management, monitoring and
    evaluation of program results and the development of country workplans
  • Represent the country activities through reports, presentations,
    hosting of leadership, donor or stakeholder site visits and other
    communications as required.

Key Organizational Relationships

  • The FTM will report directly to the Regional Program Director on
    strategic issues related to work planning, targets, budgets, staff and
    program delivery
  • The FTM will receive technical oversight and support from the
    Regional Program Director with respect to training and technology
    transfer to assisted companies
  • Country Director –  to align with country objectives,
    administrative and compliance requirements and to receive support and
    assistance from the local office as required
  • Regional M&E Manager to facilitate data capture and reporting
  • Regional Program Accountant to reconcile program expenses, budget tracking and prepare for upcoming expenses

Skills & Attributes

  • Food processing experience, preferably in staple foods with an understanding of fortification technology
