Emergency Response Inclusion Project Officer Vacancy in a Christian Development Organization

CBM is recruiting to fill the position below:
Job Title: Emergency Response Inclusion Project Officer - ER PO Nigeria
Location: Abuja - Nigeria, with frequent travel to Borno and Yobe states
Duration: November 2016 to December 2017
General Objectives
- To support Partner Organisations to implement and monitor a
coherent, inclusive and qualitative emergency response including
programmatic, logistic and financial monitoring of the entire response
- To support the development of recovery projects based on
appropriate context analysis, partners strengths and gaps existing to
address the needs of affected displaced as well as host communities in
Borno and Yobe states
- To advocate and promote disability inclusive humanitarian
response at state as well as national level with government of Nigeria
and other humanitarian actors
- To collect information about situation of persons with
disabilities and support the two partners to develop operational
mechanisms to mainstream disability in the existing humanitarian aid in
IDP camps of Borno and Yobe states
- To provide technical support to the Partner Organisation on
disability inclusion, humanitarian standards and other accountability
principles
General Reporting
Report to:
- CBM Emergency Response Unit - ERU Program Manager for the emergency response project management
- CBM Country Representative Nigeria for administrative issues and issues related to coordination with national authorities
Job Profile
- To support Partner Organisations to implement and monitor a
coherent, inclusive and qualitative Chad basin crisis emergency response
in North eastern Nigeria i.e. Borno and Yobe state
- To participate in coordination meetings (cluster meeting) and
support mainstream humanitarian actors to include disability in
mainstream services being provided to affected population
- To continuously assess situation and support partner
organisations to re-adjust activities as per need after discussion with
line management
- To facilitate documentation of learnings and evaluation of the response
- To monitoring the security situation on the ground and support
the partners to develop a framework for safety and security management
- To support the partners to further develop a recovery phase
operational strategy in order to address the mid term needs of affected
population based on accurate and in depth analysis of the context
including unmet needs and partners capacity to address them effectively
- Provide technical support to partner organisation to ensure
compliance to humanitarian standards, disability inclusion and
implementation of agreed plans
- Develop and ensure proper project monitoring system following ERU format and requirements
- To support partner to ensure that narrative and financial
reports and communication materials are submitted in timely manner and
are of high quality
- In close cooperation with Finance manager of the country office
of CBM, support partners and ensure the logistic, admin and financial
monitoring of the project ( call up of funds, acknowledgement of receipt
of funds, procurement of materials, utilisation of expenses and
compliance with accountability principles.)

Professional and Personal Profile
- Bachelor's Degree in Social Sciences, Humanitarian or Development Studies or any other relevant area
Skills:
- Strong knowledge and understanding of project cycle management
- Knowledge of humanitarian system and work
- Good analytic skills
- Good project proposal development skills for institutional donors
- Good partnership management skills
- Good networking and communication skills
- Knowledge on disabilities or other at risk groups and experience on mainstreaming issues (Gender, age, disability)
- English fluency, both written and verbal, is a requirement

Professional Experience:
- Experience in emergency response management or coordination with at least five years experience in project management
- Experience working with bigger organisations
- Experience in advocacy

- Experience in project budgeting and planning (minimum five years)
