PURPOSE
To provide overall technical guidance to the programme sections on
monitoring; and specifically manage the rolling out of the Humanitarian
Performance Monitoring (HPM) system in the North-East of Nigeria and
ensure all the UNICEF program sections receive regular data/information
on the progress and quality of UNICEF’s humanitarian response in the
form of periodic reports and other channels as may be necessary.

To support the International Security Professional and other
humanitarian programme delivery in high risk States/LGAs. To assist in
evidence-based activities aimed at facilitating access to
security-compromised areas in North Eastern Nigeria – particularly in
Borno, Yobe and Adamawa States. Specific attention is to be given to
those areas where access is required to ensure that programme delivery
is conducted in as safe and secure a manner as possible, within the
scope of the UN Framework of Accountability and UN Security Management
System.
Additionally, to support the Security Professional to facilitate
programme delivery in inaccessible areas. The Local Security Assistant
may also be required to liaise with key Army officials in order to
negotiate local access for programme activities.

The Education Specialist will especially provide technical support
for the leadership of the provincial Education Clusters in North Eastern
Nigeria, ensure state level sector coordination and harmonization,
accountable for planning, implementing, monitoring and evaluation of
Emergency Education programme(s) to ensure overall efficiency and
effectiveness of the programme management, delivery and accomplishment
of programme goals and objectives in north east of Nigeria. Across the
Education programme(s), accountable for identifying inequities in
education, and for developing innovative approaches and programmes to
eliminating these. Collaborates across the programme(s) to ensure gender
mainstreaming. Ensures that monitoring mechanisms are in place to track
progress towards goals and targets in Education.
