Oxfam is recruiting to fill the vacant job positions below: Job Title: Logistics Officer Location: Biu/Damboa, Borno Duration: 6 months with possibility of extension Job Purpose

  • The purpose of this role is to manage all aspect of Oxfam's logistics in Damboa, primarily the establishment of a new field base, and subsequently efficient management of Oxfam's logistics systems
Key Responsibilities
  • To run all logistics processes, including purchasing warehousing, communications and transport, as well as the related administrative procedures, for Oxfam operations
  • To assist the Programme Managers and other staff with logistics advice during the drawing up of new project proposals.
  • To perform any other logistical duties in line with Oxfam procedures reasonably requested of you by the Senor Logistics Officer/Programme Manager.
  • In case of security incidence, civil disturbance or arbitrary malicious intent, in consultation with the Senior Logistics Officer/Programme Manager to safeguard vehicles, communications and other capital equipment, either by disabling it, hiding it, or by driving it to safety, under the condition that this effort does not jeopardise the personal safety of any staff involved
  • To provide and maintain safety policies for Oxfam staffs, premises, Assets and goods.
Experience and Qualifications
  • Degree in Supply Management, Management, Accounting or related disciplined with 2-5 years experience in procurement/supply management. A combination of relevant training and experience maybe considered in lieu but not vice versa.
  • Previous experience in producing high quality reports
  • Experience and/or demonstrable knowledge of procurement and supply chain management
  • Proven ability to manage competing tasks and to prioritise and produce high level output consistently
  • Excellent computer skills (to include experience in computerised finance processes) and ability/preparedness to quickly team new systems and software.
Job Title: Human Resources/Admin Officer Location: Maiduguri, Borno Duration: 6 months with possibility of extension Job Purpose
  • To provide effective and efficient Human Resources (HR) and administration services to help smooth programme delivery.
  • To ensure that Oxfam meets its business objectives and mainstreams its core organizational values through the effective administration service.
  • To manage recruitment, HR policies and procedures, keep up to date and accurate HR filing systems and support in all HR and administrative issues for Oxfam bases in Biu and Damboa
Key Responsibilities Human resources:
  • Manage all recruitment (in collaboration with the allocated recruiting manager), including advertising, collecting CVs, administering written tests and interviews
  • Maintain a capacity planner, and alert line managers of upcoming staff renewal dates
  • Support with training and capacity building of staff where relevant
  • Ensure compliance with all Oxfam HR policies and procedures
  • Support line managers with all aspects of HR and personnel management, as per Oxfam policies and procedures
Administration:
  • Supervise administration staff and ensure that all staff reporting to post holder have work plans, performance objectives; and deliver to agreed set standards.
  • Ensure Oxfam Office and Guesthouses are managed proactively and properly.
  • With support from the HR Manager, continuously review and update admin systems and procedures to ensure compliance with local laws and Oxfam set standards and to improve efficiency.
  • Ensuring timely processing of utility and service bills (telephone bills, power, water cleaning and maintenance, fumigation.
  • Monitoring and maintaining office premises in line with Oxfam health and safety requirements and standards.
  • Provide monthly admin and forecast reports for management information system, and for input into budget and audit processes.
  • Conduct inductions of new staff on Admin systems and procedures.
  • Ensure smooth management of day to day administrative function and requirement in the office.
Experience and Qualifications
  • Bachelor's degree in HRM, Business Administration, Public Administration, Arts or Social Sciences with three years of relevant professional experience in human resources administration.
  • Previous experience working in an NGO or within a structured organization will be an added advantage.
Job Title: Protection Officer Location: Biu/Damboa, Borno Duration: 6 months with possibility of extension Job Purpose
  • To support in implementing gender-sensitive community-level protection activities in particular, protection monitoring and information dissemination and referrals guided by Oxfam’s policies and guidelines for managing information and relevant professional standards in protection work.
Key Responsibilities Programme Implementation:
  • Ensure the delivery of protection activities in Southern Borno (this may include protection focused distributions, services mapping, and other targeted support).
  • Undertake regular field visits with the WASH and EFSVL teams to identity and address, along with the sectorial teams, potential protection concerns arising from Oxfam’s humanitarian response.
  • Prepere for and organize community consultations and community based orientation sessions, in coordination with Oxfam team(s) and other partners
  • Lead and supervise assessment teams during thematic surveys, needs assessment and data collection for protection-related research
  • Monitors protection issues affecting lDPs and host population in areas of operation
  • Support the Programme Manager and Team Leaders to strategise, plan for and ensure appropriate integration and mainstreaming of protection through all programme activities
  • With support of the Programmse Manager and Protection Coordinator, develop and update relevant Information, Education and Communication tools (leaflets, brochures, posters etc.)
  • Coordinate and organize regular internal mapping of services available in the area of intervention
Experience and Qualifications
  • University degree in a relevant discipline (Law, Political Science, Social Science, Psychology or any other relevant education profile).
  • Demonstrable experience (minimum 2 years) in working with communities in humanitarian or development contexts.
  • Capacity and willingness to be based daily in the field locations where Oxfam operates
  • Very good interpersonal skills, particularly in networking, working with communities, local civil society and local authorities.
  • Previous experience in using and adapting community-led approaches.
  • Good understanding of protection concerns, including GBV issues in displacement, human rights, and international humanitarian law
  • Proven analytical skills
  • Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies
  • Excellent computer knowledge and skills of using Microsoft word, powerpoint and excel
Job Title: Public Health Engineering Officer Location: Biu/Damboa, Borno Duration: 6 months with possibility of extension Slot: 2 Job Purpose
  • To design and implement Public Health Engineering activities in Nigeria.
Key Responsibilities
  • Leading a team of PHE assistants in coordination with Borno State PHP officers and PHE team leads to support the organization and implementation of full WASH responses in IDP camps and surrounding villages in mainly wider Maiduguri metropolis, Damboa LGA and possible assist to other States (when needed) as part of a combined WASH/EFSL/Protection humanitarian programme.
  • Participate in needs assessment analysis in Borno State for emergency response activities
  • Assisting in programme development and work plans, based on needs assessment and budget allocation supported by the Project Manager and Borno State PHE team lead.
  • Under guidance from project manager/team leader, work closely with the PHP team to identity and mobilise members of the targeted communities to participate pro- actively and work on construction activities, monitoring and other activities.
  • Budget. monitoring, and planning of- expenditure in line with budget
  • Contribute to the writing of timely monthly activity reports on the project
Experience and Qualifications
  • Engineering related first degree or its equivalent
  • 3-5 years cognate experience -
  • Work experience will- not substitute for a formal qualification
  • Proven practical experience working in emergency context in appropriate water, sanitation program and community mobilisation is required.
Job Title: Security and Fleet Officer Location: Biu/Damboa, Borno Duration: 6 months with possibility of extension Job Purpose
  • To ensure Oxfam has the correct security systems in place to keep staff safe in the field, to analyse security related information and support management to make informed decisions, and to manage vehicle movements.
Key Responsibilities Security management and support:
  • Design/update reliable safety and Security Management System/Standard Operating Plans/Contingency Plans
  • Manages the implementation of a comprehensive security and business continuity management system taking cognisance of the evolution of situations.
  • Ensures that all safety and security management systems are in line with existing Oxfam security policy, protocol and approach.
  • Supports the Programme Manager and Logistics Manager to determine and address security issues as they arise.
  • Supports in planning and implementing risk mitigation - strategies (acceptance, deterrence, protection) in order to improve safety and security.
Fleet Management and Logistics:
  • Manage all vehicle movements in Biu and Damboa, including line management of Oxfam drivers, and management of hire cars (ensure fuel controlled, safe driving, Satphones in cars, record all vehicle movements every day in both field bases)
  • Manage guards and other security personnel if required
Experience and Qualifications
  • University degree in Security Management, International Relations, or related discipline
  • At least 3 years INGO/UN safety and risks management experience and proven leadership experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.
  • Familiarity with operational and security practices for high threat environments.
  • Experience in liaising with communities, civilians, police and/or military government authorities as well as with regional institutions preferred.
  • Experience in humanitarian operations, preferably within the field of information management as related to security management and operational planning
