We are recruiting to fill the position below: Job Title: Monitoring and Evaluation Officer Locations: Northern Nigeria and FCT Project Summary

  • The Feed the Future Nigeria Livelihoods Project is targeted at reducing levels of poverty among vulnerable households in 3 States and 6LGAs and 1 AC in Northern Nigeria and FCT.
General Position Summary
  • The FFL Monitoring, Evaluation & Learning (MEL) Officer will support the project on all monitoring and evaluation needs across implementing area.
  • S/he will support the Program Manager in ensuring timely and quality reporting.
  • The MEL Officer will provide program staff with the information and training to capture monitoring metrics regularly and efficiently.
  • S/he will support data collection, analysis activities and regularly providing technical oversight, problem-solving and support.
Essential Job Functions
  • In coordination with program staff, adapt existing M&E systems to monitor and evaluate project activities and impact, in accordance with existing Mercy Corps DM&E guidelines.
  • Manage capturing data across program interventions and analyze data collected during monitoring and evaluation activities.
  • Oversee data tracking and analysis on regular basis and ensure that data and metrics in field reports are accurate.
  • Write, edit, and summarize field reports to develop quality and informative monthly and quarterly reports for donors and internal teams.
  • Work with the program team to identify opportunities to innovate M&E systems.
  • In partnership with program team document lessons learned and best practices for dissemination within Mercy Corps, to donors, other agencies and interested parties

  • Utilize standard Mercy Corps assessment tools and help in developing new tools.
  • Provide input on the design and implementation of baseline studies, mid-term evaluations and final evaluations.
  • Conduct regular field visits to meet the beneficiaries, coordinate with project officers, to capture data correctly and efficiently to ensure regular and accurate information.
  • Track and report lessons learned, prepare success stories about the program and share with management for wider circulation.
  • Work closely with program teams for filing/archiving documentation both soft copies and hard copies.
  • Maintain relevant program and correspondence files related with DM&E.
  • Manage M&E tasks related to closing out projects and checking final project evaluation documents.

  Job Title: Sub-award Compliance Officer - Gender Program Location: Abuja Program / Department Summary
  • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps' internal policies and procedures.
  • In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary
  • Working in the Finance Department under the direction of the Senior Finance officer-Subaward management, the Subaward compliance officer-Conflict program is responsible for monitoring subgrants and subgrantees of Conflict program, to ensure compliance with the terms and conditions of the subgrant agreement.
  • The Subaward compliance officer-Conflict program is also responsible for tracking subgrants and subgrantee requirements and for maintaining all subgrant financial files in Conflict program.
Essential Job Functions
  • In charge of gender program subgantee budgets including coding compliance, review and monitoring
  • Support/supervise SWODEN, CAPP and AHI (ENGINE sub recipients) in Kano, Kaduna and Lagos
  • Provide support on gender program budgets and budget revisions

 Job Title: Senior Project Officer - Policy & Governance Location: Lagos Program / Department Summary
  • The Educating Nigerian Girls in New Enterprises (ENGINE) Programme is an initiative to improve learning outcomes and the economic status of marginalized adolescent girls aged 16-19 in the Northern Nigerian states of Kano and Kaduna, the Federal Capital Territory (FCT) and the metropolis of Lagos, Nigeria.
  • ENGINE through funding from the UK Department for International Development’s Girls Education Challenge, the Coca-Cola Company and other stakeholders supported over 18,000 marginalized girls to reduce education and financial barriers in its first implementation phase.
  • In its second phase, ENGINE 2 will facilitate transition of these girls into functional literacy, numeracy and scale up their business opportunities and linkages.
  • ENGINE 2 will further increase girls’ and young women’s access to (1) financial education and life skills; (2) peer to peer networks and mentoring; and (3) direct assets (materials and savings). Beneficiaries will be integrated into value chains as well as conduct other market-driven employment opportunities.
  • ENGINE 2 will also work with girls in formal and informal education to increase their learning opportunities and outcomes to prepare them for future economic activities and work in the policy environment to provide an enabling environment for girls to flourish in their chosen pathways.

Job Title: Administrative & Logistics Assistant Location: Abuja Program / Department Summary
  • Mercy Corps has been present in Nigeria since December 2012, focusing its interventions on adolescent girls' empowerment, economic development and conflict mitigation. In mid-2014, Mercy Corps has decided to address the rising humanitarian needs among displaced households and vulnerable host communities by in the northeast Nigeria and started its humanitarian program.
  • With funding from variety of donors, including OFDA, FFP, EU and ECHO, the humanitarian program has been focusing on food assistance, non-food items distribution, protection, livelihoods support, WASH and capacity building of humanitarian response actors.
  • All Mercy Corps interventions in Nigeria are implemented in a conflict and gender sensitive manner.
General Position Summary
  • The Admin & Logistics assistant will be responsible for some of the administrative & logistics functions and will be based in Abuja .
  • The candidate will work under the direct supervision of the Admin and Logistics Officer to support operations process of MC Nigeria.
  • The successful candidate will undertake any other official tasks that might be required working in close collaborations with other operations team members as well as Programs.
Essential Job Responsibilities Administration:
  • Maintain staff attendance records.
  • Receive, log in and distribute incoming mails and correspondences.
  • Greet & receive all visitors, suppliers etc. and direct to proper person or department.
  • Monitor contracts (hotels, car hires, generator servicing, and security, property, cleaning contracts e.c.t) and notify the admin & logistics officer of expiry dates.
  • Assist in managing appropriate filing systems of office correspondences.
  • Assisting in monitoring activities of the cleaners & security guards.
  • Monthly collation of supplies and raise Purchase request for replenishments.
  • Assist in maintaining stock inventory and manage distribution of all office supplies.

   Job Title: Program Officer - Food Commodities Location: Damboa, Borno Program/Department Summary
  • Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria.
  • With funding from humanitarian donors including WFP, OFDA, FFP, EU, and ECHO the humanitarian programs engages in several interventions including but not limited to food assistance, non-food items (NFI), protection, livelihoods, cash transfers, WASH and capacity building of humanitarian response actors.
  • Mercy Corps is scaling-up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area.
General Position Summary
  • The Mercy Corps Program Officer (Food Distribution) will ensure that all documentations in relation to distributions are regularly maintained as per donor’s requirement and MC’s standard commodity management policies and procedures, and made available to the management in an orderly manner.
  • The position is based in Damboa with at least 100% time to be spent in the field in training, and assisting Food distributors to perform their job as per the expectation of the agency.

Essential Job Responsibilities

  • Ensure that all incoming commoditiesare received against waybills and proper remarks are made on the waybills stating any irregularity or discrepancy between the original condition of the commodities and their condition at the time of receipt.
  • Keep track and update warehouse transactions by using warehouse ledger, stack bin card, tally sheet, waybill, physical inventory sheet, inventory logbook, logistic summary, general correspondence and other related warehouse documents, and maintained the documents properly.
  • Ensure that commodity dispatches are done in accordance with their pre-approved dispatch store release order.
  • Carry out truck inspections before commodity are loaded/unloaded to/from the trucks to ensure the suitability of the trucks to carry MC’s commodity.
  • Coordinate laborers’ activities and ensure there are enough laborers to support the activities (loading, unloading, reconstitution of shortage or damaged commodity, warehouse cleaning, restacking,etc.)
  • Ensure that all necessary equipment such as scales, filing cabinets, torches and material such as cleaning, stationary, rodent control and office furniture are supplied to the warehouse
  • Arrange for fumigation of commodities at stores on regular basis to avoid any infestation and damages.
  • Provide weekly report to Commodity Manager and Program team regarding commodity movement, stock available for distribution and any other issues during the week.
  • Do physical count on daily basis and report if any differencesfound between physical count and book balance.
  • As needed, perform training on commodity handling to warehouse staff, laborers or iinstitutions/community leaders.
  • Fill out Loss and Adjustments Report if any damages or losses found in the warehouse. Avoid any loss or damages due to negligence.
  • Represent Mercy Corps in a professional manner to suppliers, government officials, local and international community groups, suppliers, the UN and others as needed.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new team members as necessary, according to Mercy Corps policy.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
Finance & Compliance Management:
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.
Influence & Representation:
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.
Security:
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
Knowledge and Experience
  • Must have full knowledge of warehouse management with at least 5 years of previous experience handling food and non-food commodities in a large warehouse
  • Previous experience working with UN or INGO handling USAID / USDA food is added advantage
  • Degree level education in relevant filed such as Business Management, Accounting, Logistics and Supply
  • Ability to multi-task and process information into action to avoid delays in program implementation
  • A clear understanding of warehouse ethics and donor compliance is essential
  • Ability to work under pressure
  • Good interpersonal, intercultural and communication skills
  • Strong computer skills on MS office programs, excel, MS word
  • Good oral and written skills  as well as Fluency in English; fluency in Hausa is required

   Job Title: Sub-award Compliance Officer - Conflict Program Location: Abuja Program / Department Summary
  • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.
  • In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary
  • Working in the Finance Department under the direction of the Senior Finance officer-Subaward management, the Subaward compliance officer-Conflict program is responsible for monitoring subgrants and subgrantees of Conflict program, to ensure compliance with the terms and conditions of the subgrant agreement.
  • The Subaward compliance officer-Conflict program is also responsible for tracking subgrants and subgrantee requirements and for maintaining all subgrant financial files in Conflict program.
Essential Job Functions
  • In charge of conflict program subgantee budgets including coding compliance, review and monitoring
  • Provide support on conflict unit budgets and budget revisions
  • Review conflict program subgrantee financial reports for correctness and completeness and ensure that reports are submitted on time.
  • Assist in conflict program subgrantee site audits and prepare site visit reports.
  • Conduct conflict program subgrantee pre-award assessments for Gender program and recommend modifications to the subgrant agreement and/or monitoring plan to lessen financial and compliance risks.
  • Assist in the preparation and review of conflict program subgrant agreements.
  • Assist in the review of conflict program subgrantee financial reports for correctness and completeness and ensure that reports are submitted on time.
  • Assist in conflict program subgrantee site audits and prepare site visit reports.
  • Follow up on all conflict program subgrant compliance issues and audits and document resolutions.
  • Assist in the Maintenance of subgrant tracking as well as financial files in accordance with the Field Finance Manual for conflict program.
  • Process conflict program subgrantee payments and reconcile subgrant financial tracking to general ledger reports.
  • Assist in conflict program subgrant close-outs ensuring that all requirements of the subgrant agreement have been met and that subgrant funds have been properly settled.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Knowledge and Experience
  • Three or more years of finance experience, including budgeting and grant management or auditing
  • A University degree in Finance, Accounting or a related Business field is required.
  • Two years experience in the Finance Department of an non-governmental organization
  • Good understanding of major international donor rules and non-profit accounting
  • Prior experience with computerized general ledger software
  • Advanced computer skills in MS Office programs, particularly Excel and Access.
  • Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plus
  • Excellent oral and written English skills

   Job Title: Operation Assistant Location: Biu, Borno Program / Department Summary
  • Mercy Corps Nigeria’s North East program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from humanitarian donors including OFDA, FFP, and ECHO the humanitarian programs engage in several interventions including but not limited to food assistance, logistics and relief commodities, protection, livelihoods, WASH and capacity building of humanitarian response actors.
  • Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.
General Position Summary
  • Mercy Corps Nigeria is looking to hire two operations Assistants who will provide support to the Biu office for facilitating and executing different aspects of Administration, logistics and procurement responsibilities.
  • S/he will work extensively with other departments to ensure that all program support activities are implemented successfully and timely.
  • He will work with the rest of the operations team to ensure that all activities is carried out in a timely manner.
Essential Job Responsibilities Procurement:
  • Assist staff as needed on creating clear and understandable purchase requests and other procurement documentation.
  • As and when requested, collects quotations and bids from the market for requests as per Mercy Corps standard policies.
  • Make sure that all required documentation of supplies and transactions are completed and filled correctly.
  • Maintain and update procurement files as often as required for easy reference and follow up.
  • Assist with payment requests and follows up with status to ensure vendor payment is done in a timely manner.
Logistics and Assets:
  • In coordination with the Operations Officer, ensure that all assets in Biu office are tagged and transferred from one user to the other using proper documentation.
  • Participate in regular  quarterly assets inventory count  and checks at minimum on a quarterly basis
  • Assist in the operation of generator, inverter other office equipment as well as monitors the servicing schedule.
  • Support in the preparation of monthly assets, inventory report as required.
Administration:
  • Maintain appropriate filing systems for office correspondence, ensure proper tracking of office correspondence.
  • With support from the Operations officer, ensure that the office runs in a professional and responsible manner including hosting guests, cleaning, receptionist duties and general contact and liaison with outside agencies.
  • Ensures office has sufficient office supplies, such as stationary, cleaning supplies and office supplies.
  • Make all necessary travel and lodging arrangements for staffs and visitors, and follow up on documentation as well as prompt payment
  • Be the focal person for hotel booking in both Gombe and Biu and ensure all payment is made in a timely manner.
Finance & Compliance Management:
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
