  • The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Bank's spokesperson on economic matters and the Vice-President for the Economics Governance and Knowledge Management Complex. The Complex is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
The Hiring Department:
  • The African Development Institute coordinates and oversees Capacity Development mainstreaming in Bank operations for enhanced development effectiveness in the regional member countries, through:
    • Providing advisory services including guidance tools to support effective design and delivery of Capacity Development goals in Bank operations;
    • Identifying and designing tailored Capacity Development programmes and carrying out related activities to sustain development results in the regional members countries;
    • Leveraging partnerships and coordinating knowledge dissemination and outreach, conversion and transfer, with the view to contribute to improved policy-making and economic governance for sustainable development in the regional members countries.
The Position:
  • The Director of the African Development Institute will be responsible for shaping, coordinating and overseeing the Bank's agenda and delivery of Capacity Development to its clients.
  • He/she will design Capacity Development strategies and policies, and also ensure their effective implementation.
Duties and responsibilities Under the supervision and guidance of the Chief Economist/Vice-President for Economic Governance and Knowledge Management, the Director will:
  • Strategy for Capacity Development:
    • Update and implement Bank's framework for capacity development, including its objectives, scope, prioritization, partnership with other development stakeholders, delivery, monitoring and valuations.
    • Update and implement Bank's strategy on technical assistance and training, with clearer focus on results and improved outcomes in regional member countries, with the goal of strengthening local institutions and boosting skills of officials involved in strategic areas.
    • Design, implement and monitor an action plan to help regional member countries strengthen policies and institutional frameworks to diversify their economies, boost economic growth, and create decent employment.
  • Work program validation and execution:
    • Review and validate the objectives and work program for the department, ensuring alignment to the Bank, Complex and department strategic priorities.
    • Review and validate the budget, and its effective implementation.
    • Report on the work program execution, and propose alternative and corrective measures as needed.
    • Actively contribute to the designing and monitoring of the department key performance indicators.
  • Technical oversight on the department activities:
    • Work closely with the Bank's Regional and Sector Departments; including Statistics and Development Research Departments to identify and assess priority Capacity Development challenges and needs of the regional member countries.
    • Manage the Bank's resources dedicated to Capacity Development for increased operational and institutional efficiency in delivery of development goals, in addition to providing oversight of the implementation of the Institute's administrative budget.
    • Provide the Bank and its clients with Capacity Development advisory services; and guidance and quality assurance tools to ensure operational effectiveness and contribute to improved sustainability of development results in the regional member countries.
    • Play a leadership role in designing, delivering and overseeing high quality High Fives-related Capacity Development programmes, including training materials and audio-visual support, to contribute to strengthen regional member countries’ ownership of development results.
    • Work in collaboration with the Resource Mobilization and partnership unit to identity bilateral sources of funds for training.
    • Oversee the preparation of annual reports on the Bank’s achievement in Capacity Development.
    • Serve as Acting for Economic Governance and Knowledge Management Complex Vice President when required.
    • Perform other duties assigned by the Vice President.
  • Knowledge dissemination:
    • Contribute to Capacity Development knowledge and best practice within the development community, through overseeing the conduct of Capacity Development assessments and results evaluations.
    • Coordinate the implementation of the Eminent Speakers program by identifying and attracting distinguished speakers.
    • Assist the Macroeconomics Policy, Forecasting and Research department in the planning and holding of the annual African Economic Conference.
    • Provide leadership in developing Capacity Development assessment and evaluation tools, including e-learning ones, for use in Bank operations.
    • Oversee knowledge dissemination to staff and Bank clients using the Bank’s virtual platforms, in particular the Knowledge and Virtual Resources Center.
  • People and talent management:
    • Ensure the department has the appropriate skills-mix at any time for effective delivery of the objectives defined in the work program.
    • Review and validate the staffing needs, and build with the Human Resources department the required recruitment plans.
    • Assess work performance, appraise staff potential and determine training needs.

Selection Criteria Including desirable skills, knowledge and experience:
  • Hold at least a Ph.D. degree in Economics, Public Policy, Governance or International development, with top level experience in addressing development challenges in African countries, preferably gained in diverse bilateral, multilateral and / or regional development agencies.
  • Have a minimum of ten (10) years of relevant work experience in Capacity Development, of which at least five (5) years will be at managerial level.
  • Solid knowledge and good grasp of Capacity Development needs in African countries.
  • Proven ability to provide leadership in designing training programs, developing training materials and managing a Capacity Development or training institution.

   Job Title: Director, Human Capital, Youth and Skills Development Reference: ADB/17/010 Location: Cote d’Ivoire Position N°: 50092151 Grade: EL5 The Complex The Vice Presidency for ‘Agriculture, Human, and Social Development’ is a Sector Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”. The complex objectives are (i) to develop, policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pool of experienced individuals who can be consulted to provide sector expertise on complex transactions; (iii) develop new financing instruments; (iv) the Vice-President will act as the spokeperson to represent the Bank with external stakeholders on aspects of “Feed Africa” and Improve Quality of Life for the People of Africa”.   • It also hosts various pertinent initiatives and trust funds. The Position
  • The Director of the Human Capital, Youth and Skills Development Department reports to the Vice President for Agriculture, Human, and Social Development.
  • He/She is responsible for providing leadership and supervising the staff and activities of the two Divisions as well as the special initiatives and trust funds hosted in the Department.
The main work objectives are:
  • Lead the Bank’s policy and strategic work on human and social development to ensure operations which are identified, developed and executed by regional hubs effectively implement the Bank’s relevant sector policies and strategies.
  • Lead the execution of the Bank's Jobs for Africa's Youth strategy to build skills and entrepreneurship and implement innovative financing systems to deliver on massive job creation for youths across regional member countries.
  • Forge strong strategic partnerships with multilateral and bilateral organizations and regional organizations to leverage resources and support the growth of the Bank’s portfolio in the human and social development sectors, and to support the Vice President’s role as the Bank’s spokesperson to external audiences.

Duties and Responsibilities The Director of the Human Capital, Youth and Skills Development Department, under the oversight of the Vice-President for Agriculture, Human, and Social Development Complex, manages staff of the Department and plans, organizes, supervises and directs the work to ensure efficient and effective Bank Group assistance. Specifically, the Director:
  • Leads, supervises and carries out the strategic direction of the two Divisions as well as the initiatives hosted within the Department; evaluates their performance; and promotes and organizes team work among them to achieve the objectives of the Department.
  • Determines and manages the human and financial resource requirements of the Department; participates in the selection of staff, allocates and provides management support to the staff and facilitates their full performance in technical work; determines the staff's training and career development needs; approves their annual performance evaluation; and resolves serious staff disputes/complaints.

  • Have a minimum of ten (10) years of relevant and progressive experience on human capital development, social development, research and policy, particularly related to employment creation, social protection, social development, public health, gender empowerment or related field in an internationally recognized financial or development institution or similar. At least five (5) years of professional experience should be at a managerial level.

  • The Senior Vice-Presidency is responsible for supporting the President in the day-to-day management of the Bank Group to achieve it strategic objective, and drive performance culture that will align all processes and systems to deliver high impact results.
  • The Senior Vice-President will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions.
  • The Senior Vice-President will lead senior management discussions, decisions-making process and the implementation of key Board and Management decisions.
The Hiring Department The Director for the Senior Vice-President and Senior Management Coordinating Committee Secretariat Department role is to coordinate and support the Senior Vice-President in the execution of responsibilities related to:

  • The Vice Presidency for Finance oversees the financial management of the Bank Group. Key Functions:
  • Under the general supervision of the Vice President, the duties and responsibilities include the following:
  • Manage the resources of the unit to maximize its effectiveness in supporting investment officers and task managers, marketing investors and executing transactions.
  • Provide structuring guidance to investment officers and task managers and actively participate in presenting proposals and mandate letters to clients, emphasizing the benefits of syndication and co-financing.
  • Establish working relationships with the widest possible group of commercial co-financiers.
  • Execute A/B-loan co-financings and Development Finance Institutions syndications, sharing responsibilities where appropriate with co-arrangers.

  • A minimum of ten (10) years of relevant experience acquired in reputable financial institutions. At least five (5) years of this experience should have been in a managerial level.
  • Knowledge of market instruments and market sources of financing (sovereign bond financing, municipal/sub-sovereign financing, syndicated lending/infrastructure finance), other sources of financing and risk management/hedging products.
  • Knowledge of fund raising and on-lending activities in developing capital markets, particularly in Africa.

  • The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Banks spokesperson on economic matters and the Vice President for the Economics Governance and Knowledge Management Complex’.
  • The Complex is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
The Hiring Department
  • The external role of the African Natural Resources Center is to support Regional Member Countries improve development outcomes through effective management of natural resources wealth by delivering practical solutions on policy, legislative and investment decisions in the sector.
  • Internally, it brings cohesion to the Banks strategies in natural resources sectors by providing a single lens through which the institution tackles natural resources governance.
The Position
  • The Director of the African Natural Resources Center is responsible for the leading, design and implementation of the Centers strategy and work program in accordance with the Banks High 5 strategies.
  • The Director will lead the design and implementation of the Centres strategy and work program in relation with the Banks strategic priorities, the High 5, and especially the three-year business plan for capacitating regional member countries in managing renewable and non-renewable resources in order to improve development outcomes.
Duties and Responsibilities Under the supervision and guidance of the Chief Economist/Vice-President for Economic Governance and Knowledge Management , the director will: Strategy:
  • Provide an overall vision and strategy on how the management of natural resources affects the quality of life for both present and future generations. Bring to bear the best expertise available domestically and internationally to provide customized policies for individual client countries.
  • Recommend a socially desirable policies regarding optimal fiscal policy (taxation) and contract negotiations and implementation for non-renewable and renewable natural resources management.
  • Design sustainable solutions to address natural resource conservation and management problems and prepare and implement an action plan to make the African Center for Natural Resources an internationally-recognized center of excellence.
  • Advise Regional member countries on natural resource stewardship in both theory and practice, with the goal of helping them design institutional and policy frameworks that are adaptable and resilient in light of the social and ecological complexity and change that characterize todays challenges.
Work Program Validation and Execution:
  • Review and validate the objectives and work program for the department, ensuring alignment to the Bank, Complex and department strategic priorities.
  • Monitor their execution and provide guidance as needed to the teams.
  • Review and validate the budget, and its effective implementation.
  • Report on the work program execution, and propose alternative and corrective measures as needed.
  • Actively contribute to the designing and monitoring of the department key performance indicators.
Technical Oversight on the Department Activities:
  • Provide strategic guidance to the Bank through the Vice-President on Bank wide natural resources related strategies.
  • Coordinate regional natural resources governance support through programs knowledge.

  • Oversee the narrowing of knowledge and skills gaps in relevant natural resources sectors as relates to the delivery of High 5s through leadership of internal and external knowledge development initiatives.
  • Lead work plans for the development of solution oriented policy tools by ensuring the products respond effectively to natural resources development policy, legal and institutional development needs.
People Management:
  • Ensure the department has the appropriate skills-mix at any time for effective delivery of the objectives defined in the work program.
  • Review and validate the staffing needs, and build with the Human Resources department the required recruitment plans.
  • Assess work performance, appraise staff potential and determine training needs.
  • Put in place, with the assistance of the Human Resources department, talent management mechanisms, to build a talent pool for the department for business continuity.
  • Organize effective delegation of responsibilities by empowering staff at all levels.
Relations with Stakeholders:
  • Procure adequate human and financial resources to deliver the mandate by leveraging internal resources and forging external partnerships.
  • Represent the Bank at relevant platforms by articulating the Centers value proposition and increasing the Banks brand visibility.

  • Familiarity with operational activities in multilateral development institutions is essential.
