The Danish Refugee Council (DRC) is a private,
independent, humanitarian organization working on all aspects of the
refugee cause in more than 30 countries throughout the world. The aim
of DRC is to protect refugees and internally displaced persons (IDPs)
against persecution and to promote
durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human
rights. DRC works in accordance with the UN Conventions on Refugees and
the Code of Conduct for the ICRC and NGOs in Disaster Relief.
We are recruiting to fill the position below:

Job Title: Food Security Manager
Location: Maiduguri, Borno
Job Descriptions

  • The overall objective is to ensure the effective implementation
    of DRC’s food security programming, currently funded by WFP and
    targeting upwards of 150,000 beneficiaries across NE Nigeria with GFD
    and supplementary feeding.
  • The Food Security Manager (FSM) will be expected to ensure
    timely, accountable and protection-sensitive delivery of the food
    distributions, mentor and manage field staff, ensure open lines of
    communication with WFP and with DRC Safety Unit and foster
    cross-sectorial linkages with shelter/NFI, WASH and protection where
  • The FSM is responsible for reporting on program delivery to
    internal and external stakeholders, in collaboration with the Emergency
    Coordinator, PDQM and M&E Manager. Program development will also be a
    key aspect, looking at relevance and appropriateness of distribution
    modalities and working with the Emergency Coordinator, Head of
    Programmes and donors, particularly with a view to contingency planning
    for lean/rainy season, developing more of a Food Security strategy
    linked to different modalities of implementation (such as Cash Transfer
    Programming) as well as mutually reinforcing Livelihoods and Recovery

General Management:

  • Overall responsibility for the management of Food Distributions
    by DRC Nigeria. This includes consideration of timeliness and
    accountability of distributions planned, as well as practical aspects
    (HR/personnel, logistics, safety, reporting, distribution process
    monitoring, PDM and other evaluations of impact, mainstreaming of
    protection, consideration of Age, Gender and Diversity in distributions
  • Overall responsibility for meeting donor targets and compliance
    requirements through activities, means of undertaking activities, and in
    all documentation (financial, logistics etc).
  • Line manage national food security staff, conducting performance
    reviews, setting objectives and ensuring expected performance criteria
    are met
  • Adapt the FS team structure according to needs, resources and capacities
  • Work closely with Safety Unit and logistics to ensure Duty of
    Care and staff/beneficiary safety considerations for all field travel,
    including sometimes to less secure locations
  • With HOFA ensure that activities and expenses are regularly
    monitored and, as needed, action plans with follow-up are developed to
    correct any over- or underspending in a timely manner.
  • Ensure effective information management from FS programming,
    working with M&E Manager, ensuring data protection where relevant
  • Ensure that the FS program is well documented and that the institutional memory of DRC Nigeria is preserved.
  • Ensure high quality project implementation in accordance with
    donor and DRC regulations as well as in line with agreed log
    frames/indicators, budgets, procurement plans, and work plans.
  • Oversee the expanding WFP-funded programming in Borno state (GFD
    and supplementary, potentially to include cash transfer in some
  • Work closely with Logistics and Procurement Manager and Supply
    Chain Officer in order to ensure that proper documentation and
    accountability of supplies is in line with donor requirements and best
    warehousing / distribution practices.


  • Pro-active communication and coordination with other DRC teams
    (programmatic and support functions) to ensure safe, timely, effective
    and accountable achievement of objectives and targets.
  • Regular coordination and liaison with WFP, the FS Sector Working
    Group partners and other actors in the field including ICRC and MSF,
    contributing to shaping the overall FS strategy of the NE Nigeria
    response. This includes contingency planning for lean/rainy season and
    any new emergencies.
  • Represent DRC in meetings relevant to DRC’s FS work in Nigeria,
    including at meetings with partners, donors, government officials and
    cluster/coordination meetings.
  • Ensure DRC’s programming approach is known and correctly understood by all stakeholders.
  • Pro-actively liaise and build good rapport with INGO, UN, local
    authority officials, community representatives, and any other relevant
  • Maintain strong links to WFP programme, logistics and M&E
    teams in Maiduguri to facilitate joint planning and smooth distributions
    from central warehouse to end point
  • Facilitate reporting and information sharing through protection
    sector and other coordination mechanisms back to DRC management –
    provide and collect information to inform the whole response.

  • Continuous liaison with other actors (INGO, NNGO, UN, local
    authorities, civil society) and other DRC sector teams for context
    analysis to inform strategic approach
  • Contribute to the development of DRC Nigeria FS strategy ensuring relevance to the country SPD, context and cluster strategy
  • Roll out the strategy through effective programming and ensure its integration into the DRC Nigeria response as a whole.

Donor Relations/Funding:

  • Reports in a consistent and timely manner to DRC managers and donors with regard to project progress and future plans.
  • Represent the organization with implementing partners,
    government, and donor entities at field level – mainly WFP. Help build
    strong relationships with donors and UN agencies at field level to
    ensure predictable funding for DRC’s FS programming in Nigeria.
  • Monitor developments and determine strategic opportunities related to the FS sector
  • Contribute to development of high quality proposals according to
    DRC Nigeria priorities as identified in its country strategic planning.

Administration: Finances, Human Resources, and Logistics:

  • Provide appropriate and timely feedback to program staff
    regarding their performance, including annual staff performance
  • Identify with protection staff their needs and opportunities for professional development.
  • Develop job descriptions and recruit qualified protection staff (national).

Monitoring, Evaluation, Accountability, and Reporting:

  • Participate as required in project kick-off, close-out and
    review meetings. Ensure documentation and follow up of action points in a
    timely manner.
  • Include the participation of beneficiaries and communities,
    particularly those most vulnerable or at-risk, in all stages of the
    project cycle where appropriate.
  • Strengthen accountability activities for food/cash
    distributions, ensuring that feedback from all relevant stakeholders is
    considered in programme design.
  • Lead on monthly reporting to WFP (MDR), and contribute significantly to development of end of project narrative reports.
  • Ensure that all FS activities are included in project M&E
    plans and work closely with M&E Manager to ensure learning is
    institutionalised in programming. Ensure key lessons learned are
    incorporated in new FS project proposals.

Experience and Technical Competencies

  • Minimum 7 years of working experience in a humanitarian context
    and experience in complex emergencies and high-security environments
  • Minimum 5 years technical experience in food security programming, including managing WFP-funded projects
  • Demonstrated success in building systems for tracking and reporting on food/commodity distributions
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Power point etc.
  • Understanding of protection principles, conflict sensitivity
  • Solid experience in staff management in a cross-cultural environment required
  • Must show ability to work in an isolated and challenging environment.


  • Previous experience in Nigeria or similar context with conflict/access analysis ability.


  • Fluency in written and spoken English.


  • A University level degree in relevant subject.

We Offer

  • DRC will offer the successful applicant a one-year contract. You
    must be available to start work as soon as possible and be willing and
    able to work in Maiduguri, Nigeria with frequent travel to all locations
    in Nigeria.

Job Title: Coordination and Camp Management (CCCM) Expert
Maiduguri, Nigeria with some travel across DRC operational areas.

Job Profile

  • The Camp Coordination and Camp Management (CCCM) Expert in
    Nigeria will assist and mentor the partner agency with a mandate for
    CCCM and support DRC site facilitators that shall be deployed to DRC
    focus areas as per sector agreements who shall provide on-site
    facilitation for both CCCM and Local Area Coordination.
  • In the CCCM Expert shall work to establish camp monitoring
    procedures (as per sector agreements and tools) and information sharing
    pathways with the CCCM/Shelter/NFI sector for site monitoring.
  • The CCCM Expert will be directly supervised by the Head of
    Programmes, but direct line supervision arrangements may be amended
    dependent on DRC Nigeria structural changes and arrangements.

Key Responsibilities
Technical Support in CCCM:

  • Support the CCCM partner NGO in Bama, Mafa and Ngala through trainings and ongoing mentoring.
  • Support strengthening of the CCCM response to assist and protect
    refugees by establishing and reinforcing the system of management,
    coordinating maintenance of camp infrastructure, and a strong focus on
    enhancing community participation with the affected populations.
  • Support the definition of clear roles of the CCCM partner in
    Nyarugusu and understanding of this by all stakeholders including
  • Support and facilitate any other relevant CCCM training for NGOs, government officials, and members of the IDP community
  • Support CCCM information and knowledge management through the
    sector IM systems by adapting DRC MnE Kobo systems and tools to include
    Site information and ensuring timely and accurate reporting to the
    sector IM teams
  • Ensure the participation of women, persons with special needs
    (PSN), and other traditionally marginalized groups in camp activities.
  • Provide technical support in CCCM in Mafa, bama and Ngala with
    the overall aim to adapt existing practices to relevant policies and
    uphold international best practices in line with the CCCM sector
    objectives for Borno
  • Facilitate and implement a capacity building program for the
    local partner responsible for camp coordination and camp management, as
    well as for other stakeholders active in the sector through the DRC CCCM
    training resources

Support Strategic Planning in CCCM:

  • Conduct rapid needs assessments to better support camp
    management and strategic planning as well as identify risks and
    vulnerabilities, including those related to gender, age and diversity.
  • In close consultation with partners, develop concrete
    initiatives and specific strategies to improve camp coordination and
    camp management, as well as reduce identified risks.
  • Assess CCCM needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular problems.
  • Help to develop contingency plans for Bama, Mafa, and Ngala
    generally based on worst-case and most likely scenarios in terms of
    population movements within the CCCM sector

Monitoring, Reporting, and Development:

  • Develop and utilize CCCM monitoring tools and mechanisms to ensure proper camp management and follow up.
  • Undertake quality control and site monitoring to ensure that
    services provided are according to international best practice standards
    and to measure progress against implementation plans.
  • Work to ensure adequate reporting and effective information sharing including by disaggregating data by age and gender.
  • Monitor financial spending and budgets for the program.
  • Contribute to donor and management reports on CCCM support projects.

Coordination and Representation:

  • Share relevant project information with stakeholders.
  • Support Site facilitators to facilitate general camp
    coordination meetings with the Camp Management agency, local Area
    coordination meetings (establishing them where necessary), as well as
    participating in CCCM specific coordination for a in Borno.
  • Coordinate with IOM, SEMA, NEMA, Local Government and other
    humanitarian actors on CCCM issues and relevant contingency planning.
  • Ensure internal coordination and harmonization of DRC CCCM-related activities with DRC’s other programs.


  • University or graduate degree in International Relations, Development, Law, Gender, or other relevant field.
  • 5 years’ relevant work experience in camp coordination and/or
    camp management in camp and camp like-settings; quality and relevance of
    previous experiences shall inform weighting of experience
  • Excellent analytical and writing skills.
  • Excellent interpersonal skills and demonstrated ability to
    establish effective and working relations with national staff members
    and other stakeholders.
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
  • Ability to work well under pressure and in adverse conditions.
  • Substantial project management skills and experience.
  • Proven experience working in complex emergencies in hard to access areas
  • Experience with capacity building, and in convening and facilitating trainings and workshops.
  • Proven commitment to accountability and quality assurance.
  • Strong professional written and oral English language skills.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Powerpoint, etc.
