Job Title: Programme Policy Officer (CBT Operations) NOB Requisition # 57761 Location:  Maiduguri Organizational Context
  • This job is found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
  • Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
Job Purpose
  • To provide support to policy and programme activities that effectively meet food assistance needs.
Key Accountabilities  (not all-inclusive)
  • Within delegated authority and in close coordination with Programme, Finance and Supply Chain, the Programme Officer - CBT will be responsible for the following duties:
  • Assist the Cash Team Leader with the planning of registration and distribution exercises, and with reporting of achievements against plan as required;
  • Ensure all registration and distribution team members are adequately prepared and trained for the registration and distribution tasks at hand.
  • Be present during registration and distribution exercises as much as possible and submit daily registration/distribution reports including issues/risks arising and achievements;
  • Assist with beneficiary authentication and verify that beneficiary complaints mechanism is working;
  • Ensure timely reconciliation of beneficiary numbers reached against payment lists;
  • Assist in the implementation of agreed risk mitigation measures as per the approved Risk Matrix, as required;
  • Recommend improvements in implementation SOPs, internal controls and Programme design, for review and approval by the Cash Team Leader;
  • Assist in cost analysis, assessments, transfer value reviews etc. as required;
  • Assist the Cash Team Leader to prepare registration and distribution exercises and ensure all equipment, material, CP staff/Volunteers, security/crowd control arrangements and transport required for the duration of each exercise.
  • Liaise timely with all parties concerned with registration and distribution exercises (Government counterpart, CP, IOM, community leaders, security etc.) to ensure coordinated implementation.
  • Carry out any other official business assigned to you by the Cash Team Leader.

    Standard Minimum Qualifications Education:
    • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
    Language:
    • Fluency (level C) in English language.
