  • Plan began life as a child sponsorship organisation with procedures and structures to match. From 2008 its income stream began to diversify with institutional income becoming increasingly important.
  • This post will play an important leadership role in the implementation of new procedures and the capacity development of Plan International’s Country Offices to manage institutional funding and comply with donor regulations.
  • You will be responsible for developing policy, procedure, guidance and tools to support our Country Offices to successfully acquire and manage institutional funding.
  • Plan therefore undertook to review policy, procedure and standards around the acquisition and management of funds and is now at an exciting and challenging point when the changes inherent in these new policies and procedures are to be implemented.
Key Deliverables
  • Contributing to global leadership and global decision making on institutional funding related issues.
  • Leading on the development of policy, procedure, guidance and tools around grants management and compliance and monitoring their effectiveness.
  • Developing strong working relationships with Regional and Country Offices, Programme Quality, Finance and Learning and Development colleagues in order to integrate and align Plan’s grants management procedures into the mainstream of Plan International’s activities, ensuring that policy goals are met and financial procedures support effective grants management.

The Individual
  • You will be experienced in working with large donors with a detailed understanding of how institutional donors interact with INGO’s and how we manage grants from end to end.
  • You will have proven experience of developing, articulating and implementing policies, procedures and supporting tools to a wide range of audiences from formal governance structures to field offices.

  • The Education in Emergencies Specialist (EiE) will deploy, often at short notice, to support a Country Office (CO) respond to a particular emergency.
  • Under the supervision of the Emergency Response Manager (ERM), the EiE Specialist will ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of project goals and objectives.
  • The EiE Specialist will also assist the ERM in developing quality and successful EiE funding proposals for donors as per donors’ requirement and support grants coordinators and M&E in producing the donor reports.
Key Tasks
  • Ensure all education interventions have a clear focus on addressing the specific needs of young girls, adolescent girls and young women.

Knowledge & Experience
  • Previous experience of applying relevant interagency humanitarian frameworks and standards in EiE & ECCD in emergencies (for example INEE Minimum Standards)

Key Tasks Restoration and management of power, communications and IT:
  • Lead or manage the set up or scale up of emergency responses ensuring safe power, voice & data communication and IT functions

Key Tasks Programming:
  • Conduct rapid situational analysis on how the crisis has impacted on girls, boys, women and men, highlighting in-country gender roles & responsibilities and key gender issues (ensuring issues related to GBV and SRH are included in the analysis).
  • Support inclusion of Sex and Age Disaggregated Data (SADD) in all assessment work and subsequent analysis of the data, ensuring that such data helps inform the design of programme interventions.
  • Support programme staff with participatory methodologies with girls, boys, women and men and that consultations are held at times and places most convenient and suitable for the participants.
  • Support the development of funding submissions ensuring proposals receive a Gender Marker code of at least 2a

Purpose of Role
  • The CTP Specialist will be deployed, often at short notice, as a surge capacity to support a CO respond to a particular emergency.
  • The CTP Specialist will help in the design, implementation and monitoring of cash based programmes in Plan International’s emergency and recovery programmes, ensuring that objectives are met through the effective and efficient implementation of cash / voucher based programmes.
  • Lead and/or manage assessments (including market analysis) which feed in to programme design.
Key Responsibilities
  • Ensure all CTP interventions have a particular focus on addressing the specific needs of young/ adolescent girls and young women.
  • Provide sectoral leadership and expertise in conducting need assessments including market assessments.
  • Support and develop design of cash programming proposals that contribute to Plan International’s gender transformative programming and that are in line with donors approaches to CTP.
  • Represent Plan International at relevant clusters, cash working groups, workshops, seminars, meetings and other events related to cash based programming.

Purpose of Role
  • To deploy in support of emergency response programmes, providing media and comms surge capacity. The post holder will work to raise the profile of Plan International’s programming in the media and with supporters. In addition the post holder will provide high quality comms materials to NOs to facilitate them to raise the profile of the crisis and secure funds.
Key Responsibilities Communication:
  • Manage and / or support an emergency communications team
  • Primary comms focal point for National Organisations, International Headquarters and Regional Offices
  • Position Plan International as a key player in the emergency response to help us raise funds
  • Through strong content highlight the humanitarian situation on the ground, cover Plan International’s response and reinforce Plan International’s advocacy and policy position on the situation
  • Plan, produce and coordinate content in conjunction with designated communications contacts in Country Office/RO/IH.
  • Produce press releases and a range of compelling human interest child-focused content such as: case studies, eyewitness accounts, blogs, first person account, images, audio, video
  • Package and position content for sharing with key audiences including external media, digital and social media, internal and key external stakeholders.
  • Ensure all content is available for everyone in the Plan federation to use by uploading all content in high resolution onto the global Media Bank or working closely with IH/RO to ensure that everything is available on the Media Bank.

Key Tasks Prevention:
  • Ensure regular security briefings are conducted for all deployed staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
  • Maintain strong communications between all stakeholder at all times
  • Monitor political, social, economic and military situation and identify trends relevant to security situation.
  • Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
  • Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures.
  • Develop and regularly update the Safety and Security Management Plan and tools in accordance with the nature of safety and security risks (inc. detailed threat assessment, security protocols, standard operating procedures for personal movement & transport, office, warehouse, tele/radio communications, incident report sheets, etc asset protection). Ensure gender considerations are clearly articulated in all safety and security documents.
  • Coordinate with Human Resources Manager/ Administrator to ensure field staff knows how to identify health risks in the region, how to protect against illness, injury and stress, and how to obtain proper support or medical treatment.
  • Work with administrative staff to ensure appropriate steps are taken to safeguard office premises, equipment and property (guards, locks, lighting, alarms, vehicles and fire equipment).
  • Develop a network of contacts among local actors to facilitate Plan International’s work and enhance the security of its operations.
