We are recruiting to fill the vacant position below:     Job Title: Procurement Officer Location: Damaturu, Yobe Anticipated Start Date: Contingent on funding Position Summary

  • The Procurement Officer will be responsible for undertaking procurement activities on DFID funded education in Emergencies Consortium.
  • The Procurement Officer will be responsible for facilitating and following all procurement and supply chain activities in our base Office in Damaturu, Yobe State.
  • The Supply Chain Officer must be able to rapidly procure program and operations supplies, services, equipment from vendors and service providers whilst ensuring best practice and audit compliant records.
  • The Supply Chin Officer will report to the Yobe Field Base Manager and also have a dotted reporting line to the IRC Supply Chain Manager.
Responsibilities Specific responsibilities include:
  • Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.
  • Provides timely and accurate supply chain report on inventories, assets, vehicles, procurement and related;
  • Manages the maintenance of facilities, compound and office space in the field office.
  • Manages fleet in the field office and ensures that movement plan is prepared, shared and implemented
  • Ensures assets are properly registered, tracked and reported.
  • Ensures drivers are well oriented, supported and supervised of their daily routines
  • Ensures that warehouse is managed as per IRC and donor standard
  • Advising the Based Manager on procurement-specific issues and/or improvements.
  • Any other duties or tasked by supervisor.
Job Requirements
  • 2- 4 years of experience in logistics, procurement and other supply chain functions. INGO experience is preferred.
  • At least 18 months’ work experience in procurement
  • Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous).
  • Familiarity with major donor and local regulations / laws advantageous.
  • Experience in budgeting and spending plans.
  • Competent in spoken and written English.
  • Good mathematical skills.
  • Competent use of PC, especially spreadsheets (Microsoft applications)
Qualifications:
  • Diploma or Bachelor's degree in a relevant field. ( Bus.Admin, Finance , Supply Chain )

  • Under the direct supervision of the Base Manager, and technical oversight of Supply Chain Manager in Maiduguri, the Supply Chain Officer will be based in Damaturu with occasional travels to the Maiduguri Field Office.
He/She will provide Supply Chain support to the Yobe Office supply chain the following areas: Policies,Procedures and Coordination:
  • Understand, implement and monitor adherence at the Yobe Office to IRC Supply Chain policies and procedures including Procurement, Asset and Inventory Management, Vehicle and Equipment Management
  • Ensure compliance with IRC and donor regulations with regard to Supply Chain functions.
  • Coordinate with Programs and Finance on Supply Chain related issues
  • Ensure that IRC Supply Chain monitoring and control standards for Yobe office are met.
Budget & Finance:
  • Ensure spending plans for Yobe Office are in place and followed and report any concerns to Finance and Supply Chain Manager.
Procurement:
  • Ensure database of good and reliable suppliers for different categories of works are maintained at Yobe level.
  • Ensure goods are delivered in timely manner and in good conditions
  • Manage the timely purchase and distribution of recharge cards for modems and phones as approved for IRC staff, visitors and consultants.
Logistics/Operations:
  • Assist Program and Admin staff in working effectively with other units to improve planning and resource utilization.
  • Ensure key/routine reports, (PRTS tracking, assets and stock reports, fuel consumption report are prepared and communicated to Supply Chain Manager.
  • Oversee Transport Logistics for all IRC Staff visiting Yobe from within and outside the country
  • Coordinate with Drivers to ensure Proper planning of Movement of Staff within Yobe
Inventory Control:
  • Ensure all assets for IRC Yobe are tagged, recorded in the ledger and tracked as per the IRC‘s global Supply Chain Asset Management Manual.
  • Create a tracking and reporting database for all irc inventory as per the irc inventory management practices
  • Ensure the safety of the ware house and inventory following good management practices and proper recording of information
Liaison:
  • Maintain knowledge of local government requirements related to Supply Chain matters and ensure compliance with legal requirements on tax exemption and customs clearance.
Vehicle Management:
  • Ensure vehicle local policy is followed by drivers
  • Ensure that vehicles are prepared to follow the movement plan
  • Ensure vehicle log books are used correctly and train staff on usage as needed.
Other:
  • Other relevant duties as assigned and requested by Supervisor.
Requirements Education:
  • Bachelor degree in a relevant field.
  • Supply Chain / Logistics qualifications highly desirable
Experience:
  • 2 years’ experience working with Supply Chain supporting a multi-sector humanitarian programming within an International Ngo in a cross-cultural setting.
  • Working knowledge of US, European and UN donor regulations regarding supply chain functions.
  • IRC experience is an advantage

  • Reporting to the Senior Admin/HR Manager, the Human Resource Officer is responsible for providing support to the various Human Resources functions of the Country Program in the Yobe Field Office.
  • This will include rolling out IRC’s Global HR Operating Policies and Procedures which covers recruitment, orientation, compensation, professional development, performance management and exit management.
  • The HR Officer will have oversight over the Field Admin/HR Assistant Officer and work closely with the HR Manager to ensure compliance with IRC administrative standards and with local laws and regulations.
Responsibilities Recruitment and On-boarding:
  • Initiate and coordinate all the recruitment requests and follow through on hiring procedures in line with the policy for the Yobe Field Office.
  • Prepare and post all job advertisements for the Yobe Field Office in close collaboration with the HR Manager for all vacant positions in appropriate channels, as well as ensure wide and appropriate distribution; this includes e-filing of application and sending out HR communications.
  • Coordinate the recruitment tracking report for Yobe Field Office and send to all Managers on a weekly basis;
  • Liaise with Hiring Managers to ensure new staff are oriented upon hire in the Yobe IRC office.
Training & Development:
  • With support from the HR Manager, coordinate Staff Trainings in accordance with the Learning and Development Plan;
  • Monitor and track all IRC sponsored trainings, ensuring all stall fill out training bonds, feedback reports and all related training documents in total compliance with IRC’s policies and procedures.
  • Support staff learning by creating innovative ways of encouraging online learning for all staff
  • Coordinate training courses for employees as required.
Performance Management:
  • Coordinate timely performance appraisals and maintain an updated PME database for all staff in coordination with the Base Manager and other Managers in the Field
  • Coordinate staff welfare management initiatives in the Yobe office in collaboration with the Base Manager with support from the HR Manager
Information Management:
  • Maintain the HR Data Base in all the Yobe Office and regularly update employee information. Maintain an accurate and timely employee filing system.
  • Maintain and update the Timesheet tracking system for both national and international staff and file all timesheets appropriately.
Exit Management:
  • Process all termination paperwork for all staff including preparation of termination notice letters in relation to closing grants and restructuring.
  • Work closely with Supervisors to ensure exit interviews are offered to all staff and data is captured in the online exit survey to ensure a learning and reflective culture in the country program.
Other Human Resource Functions:
  • Read, review and become knowledgeable of the IRC Global HR Policies and Procedures
  • Perform other related duties as required by the HR Manager and the Base Manager

  • The EH Officer-Hygiene Promotion will be based in Yola, will supervise one assistants and will report to the EH Manager. S/he will work closely with the EH Infrastructure Officers and will be responsible for supervising the implementation of hygiene promotion activities at village/community level as directed by the EH Manager.
  • The main objective of this position is to support in the implementation of hygiene promotion activities in the communities. This includes training of Community Hygiene promoters, establishing and training of WASH committees, Kids hygiene clubs and directly carrying out hygiene awareness in the communities.
Objectives
  • Ensure that the hygiene promotion activities in the communities are implemented in a timely and professional manner and in line with beneficiary needs.
  • Maintain close links and collaboration with other EH teams and sectors including Health, Nutrition, Protection, Gender, CYPD (Child and Youth Protection and Development), Women Protection and Empowerment (WPE) and Economic Recovery and Development (ERD).
Responsibility Technical Quality:
  • Directly implement hygiene promotion activities in the communities; this includes household visits, hygiene awareness sessions and distribution of hygiene promotion materials.
  • Coordinate closely with the EH Officer-Water and Sanitation and Hygiene Promoters over water quality and beneficiary needs and preferences regarding water collection points
  • If requested, participate in any inter sectorial assessment process, including analysis and planning.
  • Directly manage the day to day hygiene promotion activities in the field locations.
  • Ensure that hygiene promotion activities meet agreed objectives within the timeframe.
  • Ensure program activities foster accountability to beneficiaries, gender and protection sensitivity and inclusion are adequately addressed in programming.
  • Distribute Information, Communication and Education (IEC) materials to Community hygiene Promoters and train hygiene promoters on their appropriate use.
  • Provide technical support and training for hygiene promoters, community volunteers, community leaders, kid’s hygiene clubs and WASH committees.
  • Provide regular reports, document results and maintain detailed records
  • Provide weekly reports of progress on hygiene promotion activities.
  • Maintain comprehensive control systems on materials and tools used including notes on quality of materials and detailed NFI distribution records.
Staff Supervision & Development:
  • Assist the EH Manager to identify, train and support Community hygiene promoters, WASH committee members and Kids hygiene club members.
  • Supervise and manage community Hygiene promoters.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable work teams to successfully complete their tasks on time and within budget.
  • Responsible for community hygiene promoter’s weekly reports, timesheets and weekly work plans.
Monitoring:
  • Participate in daily monitoring and recording of Hygiene promotion activities including house hold visits, Group Hygiene sessions, Mass Hygiene awareness campaigns, NFI distributions and other Hygiene related activities.
  • Participate in Monthly HH surveys and KAP surveys depending on need.
Other duties:
  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to the EH Officer – Hygiene promotion, and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

  • Currently International Rescue Committee is supporting vulnerable IDPs, families hosting IDPs and Returnees with food vouchers in Yola North, Yola South, Girei, Mubi North, Mubi South and Hong LGAs with possibility of extension to other LGAs in Adamawa State.
  • The voucher system will build both nutritional and livelihood opportunities for beneficiaries by providing life-saving access to food, expanding dietary diversity and strengthening local markets.
  • The Overall Objective of this this programme is to help strengthen the resilience of conflict affected populations in Borno and Adamawa states.
  • Specifically, the project will work with IDPs, host communities, and returnees to provide them economic opportunities around farming and other rural livelihoods, improved access to food and nutrition security, WASH and basic services.
Scope of Work
  • The Agriculture officer Food Security will perform overall his/her role to carry out all agriculture & Livestock activities under the supervision of Senior Program officer.
  • She/he will also coordinate local partners, in close coordination with Food Security and Livelihood Program Manager and Coordinator in Adamawa State.
Responsibilities Planning and Implementation:
  • Ensure implementation of Agriculture, Livestock & farmer field schools activities defined in the project proposal.
  • Assist in training design, perpetration of training module for training especially for agriculture, Livestock and FFS.
  • Write precise report of the activities; weekly & monthly basis;
  • Meet the local partners, keep them informed about the programme specially Agriculture Department.

Staff Management:

Logistic and Finance:
  • Assist in the timely submission of distribution and transport plans to logistic.
  • Support with logistic on the status of purchase requests and ensure timely delivery of materials.
  • Ensure expenditure plan for the project and do necessary revisions for Sector coordinator’s approval.
  • In close coordination with finance and Program Manager, manage adherence to donor and IRC grant compliances at all time.
  • Ensure timely submission of payment requests and supporting documents to logistic and finance and timely payments to vendors.

  • Minimum 2 year experience in leading Agri. based interventions.

  • To provide all necessary logistical support to the SC Coordinator and field coordinators to enable field project activities to proceed with maximum efficiency while adhering to IRC’s supply chain procedures on assets management.
  • Under the supervision of the Supply Chain Coordinator, the Assets Officer is responsible for the efficient coordination and management of all assets for IRC. One of the core functions of the incumbent as an integral member of the Supply Chain Department is, s/he must be able to manage, label and track all assets and maintaining audit-compliant records.
Key Responsibilities Assets Management:
  • Directly Supervise staff involved in the assets management and records keeping
  • Ensure that an updated asset register is maintained on a monthly basis.
  • Ensure that an updated assets inventory sheet is maintained on monthly bases.
  • Ensure that all IRC assets and equipment are well maintained
  • Ensure that the movement of IRC assets is tracked and the necessary documentation is done when an asset changes its status.
  • Ensure that an up to date filing system for all assets is maintained.
  • Review all monthly asset reports from all field sites
  • The implementation and / or maintenance of standard IRC assets management policies and procedures.
  • Ensuring that all assets are controlled and managed properly in accordance to IRC and donor-specific polices.
  • Dispose IRC assets as per Donor regulation and approval, with reference to the organization policy.
  • Prepare donation Certificate and all donation related documentation at a needed time.
  • Retrieve assets and reassigned at the end of employee term of service.
  • Transfer assets from ended grant to existing or opening grant with donor approval.
  • Facilitate asset allocation during relocation and closure of field offices.
  • Visit field offices for asset inventory (physical count) during report period.
  • Pull out updated asset list for end of grant report.
  • Assist in facility maintenance
  • Do partner assets spot check across the country program
Miscellaneous:
  • To attend meetings when requested by the SC Manager.

Required Qualifications
  • Bachelor degree or Higher Diploma in Logistics or Business Management another relevant field
Required Experience & Competencies:
