• The SCM Specialist will be based at State Ministry of Health (SMoH) offices to support the implementation of procurement and supply chain management activities at the state level and with partner health facilities.
• The focus will be on building capacity of partnering health facilities in all areas of procurement and supply chain management, including but not limited to forecasting and quantification, inventory management, storage/warehousing, distributions, quality assurance and quality controls, and reporting. The SCM Specialist will ensure a coordination role between actors at the state level.

Specific Responsibilities

• Support partner health facilities in quantification of malaria commodities and the submission of their bi-monthly Logistics Management Information System (LMIS) reports by collecting, synthesizing and transmitting data & information related to commodity utilization at the partner facilities as an input into forecasting future needs for CRS and NMEP.
• Provide technical assistance and strengthen the capacity of health facility personnel and Community Oriented Resource Persons (CORPs) as appropriate in the management of malaria commodities and distribution in the assigned state(s).
• Participate in site assessment visits and contribute actively to the development of strengthening plans.
• Work with partner health facilities to implement pharmacy related improvements and recommendations identified during assessments.
• Apply training guides and resources to facilitate capacity building at the SMoH and partner health facilities as needed and as new protocols are developed.
• Conduct physical inventory of malaria commodities in the partner facilities on monthly basis and sends report to the SCM and Program Managers accordingly.
• Support quality assurance and quality control activities, as needed.
• In collaboration with relevant stakeholders and the state-based, support the development of distribution plans, and ensure that delivery of health products from the State Medical Stores to CRS’ partner facilities by the Third-Party Logistics Provider is well coordinated with appropriate and timely refills of commodities based on bi-monthly facility stock reports submitted by facilities.
• Monitoring of distribution rounds to be carried out by the 3PL, including spot check visits as the need arises to ensure that health products are distributed in line with Good Distribution Practices.
• Review reports received from the 3PL and ensure monthly/quarterly reconciliation of quantity of all health products delivered to the state against the quantity issued out/consumed, in addition to reconciling programmatic data at the state level with logistics data.
• Where relevant, provide logistics support in the implementation of LLIN mass campaign in collaboration with LLIN campaign implementation team.
• Write and submit monthly and quarterly progress reports to the SCM and Senior Program Managers.
• Work as a team member of the LMCU where in LMCU is in existence.
• Serve as a link between CRS and National Malaria Elimination Program (NMEP), SMoH, and Third Party Logistics Providers to ensure the supply of commodities to health facilities is seamless.
• Represent CRS at all state level SCM meeting and subcommittees and SCM technical working groups.
• Ensure that Global Fund guidance is adhered to in the various procurement and supply chain management activities.
• Perform any other related duties as assigned.

Qualifications and Experience Required Education:

• Bachelor's degree in a Health-related discipline (B. Pharm preferred), Logistics Management, Business Administration or any other related degree from a recognized university.
• A Master’s degree in a related program will be an added advantage.

Required Experience:

• Minimum of 3 years’ experience providing technical and managerial services in pharmaceutical and health supplies logistics; specific experience in malaria desired.

Interested and qualified candidates should: Click here to Apply for this Position     Job Title: State Monitoring and Evaluation Specialist (MES) Job ID: 13-9867 Location: Abuja Dept/Unit: GEN (General) Project/Program: P000 - Proposal Reports To: State team leader Slot: 7 Overview MSH Nigeria will implement a Global Fund malaria program as a sub-recipient (SR) to CRS, that aims at supporting State Ministries of Health (SMoH) and the National Malaria Elimination program (NMEP). In Nigeria, MSH will be sub-recipient to Catholic Relief Services (CRS), one of two principal recipients of the Global Fund Malaria grant (the other being NMEP). MSH will assume the role of Sub-recipient (SR) to CSR for the Global Fund Malaria grant starting in January 2018. As SR, MSH will support state governments and malaria partners and stakeholders to coordinate monitoring and evaluation and OTSS activities, improving facilities reporting. MSH will also have an important role in strengthening the capacity of the National Malaria Elimination Program (NMEP), the government principal recipient for the malaria grant. MSH will support M&E for NMEP through a senior M&E specialist, and through seven state-level M&E specialists. Finally, MSH will provide health product management support through deployment of 13 state-level PSM officers, to be housed within State offices. As with M&E, MSH will recruit a senior PSM/HPM advisor with responsibility for strengthening the capacities of both the NMEP and NSCIP in HPM/PSM. The success of the Global Fund malaria program depends SRs, PRs, government and the Global Fund having accurate, complete and timely data of program achievements to national platforms (including DHIS2) and to the Global Fund. Timely achievement of set targets is of the utmost importance. In this context, the objective of the State-level M&E Specialist positions is to oversee M&E activities for the program within designated states, ensuring quality and timeliness of data collection and reporting; provide technical support at state levels to improve the accuracy, completeness and timeliness of reporting; to support states in adopting new or amended tools as needed; and under the leadership of NMEP and the FMoH DPRS and with support of the MSH Senior M&E Manager, to ensure integration of severe malaria data elements into the HMIS registry. The state-level M&E Specialists will provide daily oversight and capacity strengthening to State-level M&E staff. They will contribute to implementation of robust DQA systems that is responsive to GF OIG and LFA and national requirements. Under the leadership of NMEP and MSH M&E specialists, they will ensure effective collaboration between the MSH- and the Malaria Consortium-hired M&E officers (the latter deployed in six states). Finally, the State-level M&E specialists will be responsible for planning, design and delivery of M&E training as required in the subrecipient agreement. Job Objectives Program M&E in designated states:

• Strengthening capacities at state level in areas including the accuracy, completeness, and timeliness of data; adoption of new tools and incorporation of new data points in national platforms (including DHIS2)
• Supporting regular data quality assessments at state levels
• Planning, designing and ensuring delivery of M&E training required in the subrecipient agreement to M&E officers in the seven states served by MSH

Specific Responsibilities Monitoring and Evaluation, including Capacity Strengthening:

• Ensure collection of high-quality reliable and timely data to monitor program activities and evaluate progress towards achievement of program objectives and state targets.
• Support development of M&E plans and procedures. Ensure plans are adhered to and in line with national and state M&E strategies, health information management systems, and tools.
• Collaborate with and support the State Ministry of Health’s SMEP and HMIS Units to strengthen processes for data collection, aggregation, reporting and analysis through the NHMIS; support and strengthen use of the DHIS2.0 platform at state- and LGA-levels.
• Support M&E counterparts at the state-level in strategically preparing and reviewing M&E calendars and work plans.
• Coordinate regular data quality audits (DQAs) to ensure the integrity of project data, using the DHIS data and other relevant tools, from state to LGAs, using DQA process to define capacity strengthening needs at facility, LGA and state counterparts.
• Conduct regular field monitoring and supervisory visits with program teams, and government partners to provide mentoring and supportive supervision.
• Organize and undertake M&E capacity building activities such as mentoring, monitoring and supervisory visits and other visits for learning for State and LGA Ministry of Health M&E staff.
• Work with ICT4D staff to incorporate and maximize the value and utility of technologies for M&E, in states where LLIN mass campaigns are planned for 2017.

Program Management:

• Support SMoH staff with coordinating program management activities, by ensuring that the recommended coordination meetings are held at the LGA and state levels.
• Work with the state and LGA Ministry of Health staff to ensure that reports are obtained from all health facilities within the state through appropriate state-specific mechanisms.
• Participate in regular monitoring and supervisory visits to the GF-supported health facilities, and ensure that action plans are developed for identified gaps.
• Support health facilities with ensuring that all items in the action plans are addressed and all outstanding gaps are closed.
• Contribute to elaboration of Progress Update/Disbursement Requests (PU/DR) for the state in collaboration with other program and M&E staff.

M&E Client Feedback:

• Support programming staff to engage key populations in monitoring and evaluating program’s performance and to incorporate participatory methods into M&E systems.
• Orient program staff and partners on the basic principles and practices of beneficiary accountability.
• Support the development and implementation of feedback and response channels to reflect the preferences of community members and beneficiaries.
• Ensure that beneficiary feedback is adequately documented, addressed, analyzed, and utilized by program teams.

Qualifications and Experience

• Bachelor’s degree in a field related to Public Health, International Development, or Social Sciences.
• Minimum of 5 years’ experience in monitoring and evaluating health programs in Nigeria.
• At least 2 years’ experience in provision of capacity strengthening support to government and/or community M&E professionals.
• Knowledge of national and state health management information systems, strategies and tools in Nigeria; familiarity with DHIS2.0 platform required.
• Demonstrated experience with collection/analysis of epidemiological data.
• Understanding of principles and current approaches to M&E for health programming, including knowledge of both quantitative and qualitative methods.

• The Senior Project Officer works in close collaboration with the Global Fund Grants Manager/Project Director (GM/PD), project staff, and project partners on all aspects of project management and implementation.
• S/he works with the GM/PD and Finance Manager to support the financial oversight and is responsible for day-to-day project management and overall monitoring of project progress against benchmarks.
• The Senior Project Officer is responsible for ensuring that the project functions efficiently, providing oversight to all partner management issues. Additionally, s/he assures that all technical activities under the project are implemented in a timely and effective manner.
• S/he contributes to the design and implementation of technical activities in support of the project’s objectives, ensures timely mobilization of needed high-quality technical support to the country team, and provides short-term technical assistance (STTA) as needed.
• S/he liaises with the Global Fund Secretariat, the Global Fund Local Fund Agent (LFA), Catholic Relief Services (CRS) as the Principal Recipient (PR), the National Malaria Elimination Program (NMEP), the other sub-recipients (SRs), and other MSH technical units to ensure that the country program has the required resources to achieve their goals.

Specific Responsibilities Project Management and Partner and Donor relations In collaboration with the Project Director and the in-country team:

• Oversee, promote, and participate in the project’s quality assurance process.
• Work with Grant Manager/Project Director and Senior M&E Manager to define specific, quantifiable performance indicators and targets for the grant.
• Assess activity progress to ensure that the project team maintains close adherence to work plans and meets designated milestones, deliverables, and benchmarks; and provide technical assistance when needed.
• Work closely with home office Technical Support Lead in the Health Programs Group identify and mobilize MSH global talent and/or external consultants as needed, and ensure timeliness, responsiveness, and accountability of internal and external consultants.
• Coordinate with home office support team to develop knowledge repository for country learning.
• Responsible for establishing and managing documentation and electronic file management of all programmatic achievements, donor reporting requirements, communication materials, technical reports, and quarterly and annual reviews.
• Ensure that all technical and operational inputs required for successful implementation of the project are in place, so that the project activities run smoothly, adhere to technical quality, fulfill programmatic objectives within budgetary guidelines, and comply with contractual requirements and applicable regulations.
• Monitor program implementation and use of resources. Regularly review financial reports with the project management team.
• Act as point of contact for Primary Recipient relationship, including drafting terms of reference for joint trips, contributing to donor strategy documents, and maintain on-going communications as needed.
• Keep senior management and Project Director informed of project activities, challenges, strategic plans, and team dynamics through scheduled meetings.
• Ensure effective project collaboration, coordination, and partnership with the corporate-level Global Fund Coordination Unit, PRIME Unit, MSH Country Representative, the Pharmaceuticals and Health Technologies (PHT) Group, and offices.

Project Technical Support:

• Co-develop a detailed implementation plan (DIP) for submission to the Primary Recipient for review with the government and onward approval by the Global Fund.
• Establish and lead monthly tracking of team/grant performance against the DIP.
• Engage experts as needed; develop scopes of work for internal and external consultants; oversee those scopes of work for quality and timeliness.
• Provide STTA as appropriate; technical topics can include data for decision making and impact modeling.

Qualifications and Experience

• Graduate degree in International Development, Health Economics, or a health-related field required.
• Familiarity with regulations and administrative procedures in the implementation of donor assisted projects; experience with Global Fund-funded projects preferred.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, stakeholders, and donors.
• Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with quality and attention to detail.
• Excellent writing and presentation skills in English are essential.
