Job Title: WFP Project Manager Location: Maiduguri, Borno Grade: D1 Department: Programmes Reports to: Livelihood Specialist Contract Duration: 5 Months and renewable based on availability of funding and satisfactory performance
Purpose
  • Plan International Nigeria is seeking to implement Cash Based Transfer (CBT) + Integrated Nutrition Programme (INP) project funded by World Food Programme (WFP)
  • The purpose of this role is to co-ordinate Monitoring and Evaluation (M&E) for planned WFP CBT + INP activities of the Maiduguri field office - Plan International Nigeria’s Emergency response programmes in the Northeast of Nigeria in line with International best practices and relevant guidelines.
Dimensions of Role
  • Communicates with the sectoral specialists, across Plan International, WFP and other Cooperating Partner Agencies. The post holder will take initiative for project management, coordination and implementation; project monitoring and learning with strong coordination with WFP, UNICEF, Borno State MOH affiliate MDAs, and relevant clusters
  • This role demand dynamic person who is proactive to invent innovation and high quality work for building capacity, formulate advocacy in delivering CBT+INP project with linkages to nutrition, cash and social protection work in Borno State
  • The post holder will interface and support project team members and to deliver on project activity rapidly and systematically.
  • The role requires strong leadership, facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders.
Key End Results and typical Responsibilities Programme development & Quality Management: In collaboration with the Field Team, the ERM and sector Specialists (CBT and INP), the Project Manager will:
  • Support the development and implementation of program implementation and work plans to capture project performance and results, including data reporting, assessments, service delivery and all monitoring and evaluation activities.
  • Support the development and activity flow chart for project delivery that will ensure regular reporting.
  • Support to ensure that specific components of the project are successfully implemented.
  • Provide narrative and budget report for project delivery by providing written documentation about progress toward achieving indicators/targets, as appropriate
  • Provide leadership at project coordination and management level to ensure project goal and corresponding objectives and targets are achieved.
  • Ensure high-quality implementation, in close collaboration with the Field based team, sector Specialists and consistency in protocols, information and reporting systems
  • Support project team to coordinate and manage project interventions, document results and provide feedback to stakeholders to guide decision-making
  • Utilize the assessment and survey reports to inform strategic decision-making and project planning
  • Cultivate strategic relationships and alliances, and represent Plan in sectoral activities in public and professional circles through meetings, conferences, and presentations
  • Support the dissemination of project information among the project team, internal and external stakeholders.
  • Facilitate capacity-building activities with project staff and WFP including other cooperating partner agencies.

Qualifications and Experience
  • Bachelor/Master's Degree in the field of Sociology, History/Anthropology or International Relation– Preferred;
  • Minimum of 7 years post NYSC working experience with a development or humanitarian NGOs/ Government/ Private sector organisation - Preferred;
  • Experience in general program management of a field-based development or humanitarian project – Required;
  • Prior experience and familiarity with Plan International, general program management - Advantage
  • Knowledge in designing and rolling out of nutrition and cash assistance programs including assessments– Required;
  • Experience representing and presenting a new project to a diverse range of local and international government officials, local civil society organizations, other international organizations, and the public – Advantage;
  • Excellent oral and written skills and computer skills (MS word and Excel) - Required;
  • Proficiency and working knowledge of written and spoken English and Hausa including at least 1 local language in area of operations - Required;

Job Title: Monitoring and Evaluation Officer Location: Maiduguri, Borno Grade: C2 Reports to: M&E Manager with General supervision by Project Manager
Purpose
  • Plan International Nigeria is seeking to implement Cash Based Transfer (CBT) + Integrated Nutrition Programme (INP) project funded by World Food Programme (WFP).   • Prior experience with Plan International or local partner organization is preferred.
Skills & Knowledge:
  • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
  • Strong understanding of M&E, policy and compliance requirements.
  • Excellent written and verbal communication skills in English including excellent facilitation skills and demonstrated technical writing skills for publication.

Job Title: WFP SCOPE Registration Supervisor Location: Borno Reports to: General supervision by Project Manager and Technical line to Community
Purpose
  • Plan International Nigeria is seeking to implement Cash Based Transfer (CBT) + Integrated Nutrition Programme (INP) project funded by World Food Programme (WFP).
  • The WFP SCOPE Registration supervisor will oversee the implementation of the WFP funded Scope Registration exercise in WFP areas of operation in Borno State.
  • S/he will liaise closely with the Scope Registrars to ensure smooth registration of beneficiaries and issuance of Scope cards to enrolees.
  • The WFP SCOPE Registration supervisor will be the overall supervisor of the Scope registration team and will be responsible for field management, coordination and regular monitoring of the project in all the areas of operation.
Contract duration:
  • 5 Months and renewable based on availability of funding and satisfactory performance.
Dimensions of Role
  • Communicates with the Project Manager, Sectoral Specialist, SCOPE Registrars and with WFP SCOPE team. The post holder(s) will support the identification and enrolment of target beneficiaries for CBT+INP programme sectoral system at the health facility/community level.
  • The post holder will interface and support a team of SCOPE Registrars to facilitate the process.

Key End Results and typical Responsibilities Programme development & Quality Management: In collaboration with the SCOPE Registrars and Livelihood/Cash Officer, the SCOPE Registrar will:
  • Represent Plan in WFP Coordination meetings as necessary.
  • Liaise closely with WFP Office regarding to Scope registration implementation.
  • Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the Scope registration.
  • Develop and maintain strong working relationships with all stakeholders – WFP, Community support groups, community leaders, IOM, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Supervise the Scope Registration Team and provide appropriate guidance and oversight as they conduct daily field activities.

Purpose
  • Plan International Nigeria is seeking to implement Cash Based Transfer (CBT) + Integrated Nutrition Programme (INP) project funded by World Food Programme (WFP).
  • This position is responsible for for mainstreaming protection issues into project activities in close collaboration with Cash and Nutrition team implementing the CBT + INP project funded by WFP.
  • The post holder will support the implementation of the community mobilization and nutrition activities in the community in accordance with Plan International’s Protection activities in Emergencies response in North East Nigeria.
Dimensions of Role
  • Communicates with the project manager with Plan International and with WFP Cooperating Partner Agencies.
  • The post holder will support project team to mainstream inter-agency guidelines and the minimum standards for gender and child protection in humanitarian actions.

Key End Results and typical Responsibilities Programme development & Quality Management In collaboration with the Field Team and sector Specialist, the Gender and Child Protection Officer will:
  • To ensure that target women and children with protection concern accessing CBT+INP services are identified and receive support by ensuring standard tools and procedures are in place and adhered to by team members to protect them from being harmed.
  • To mainstream, manage, provide training and technical support to, and build the capacity of the full project team.
  • To coordinate with other child protection agencies at the facilities to ensure that protection issues are addressed regularly and on time.
Technical Skills:
  • Provide technical leadership to project team in accordance with best practice and Plan policies, including its gender sensitive and child-centered community-based approach.
  • Ensure that referral information management systems are in place for appropriate identification, responses and follow-up for PLW and Children at risk of violence, abuse exploitation and neglect at service delivery access points.
  • Ensure regular communication with Project Manager and CPiE Specialist to integrate appropriate child protection in emergencies priorities in project service delivery.
  • Collaborate with other project staff to ensure referrals to other services such as psychosocial support, Mental health and education/livelihoods interventions
Staff Supervision &Development:

Key End Results and typical Responsibilities Programme development & Quality Management: In collaboration with the warehouse distribution assistant and the Warehouse logistic assistant the store keeper will be:
  • Consistently offers professional, engaging and friendly services
  • Receive, store and issue diverse commodities, tools/equipment & general store inventory Items.
  • Maintain a proper PAR Level (Periodic Automatic Replenishment)/Safety Stock Level and Re – ordering of all storeroom items in time.
  • Monitoring the expiry date of the store items & inform accordingly to the immediate supervisor.
  • Maintaining necessary records with accuracy of information and should follow always FIFO method of issuing.
  • Maintaining inventory of supplies on a monthly basis.
