Job Title: Procurement and Logistics Assistant

Context

  • Under the general supervision of Senior Resource Management in Abuja, and the direct supervision of the Procurement and Logistics Officer in Abuja, the incumbent will be responsible for handling procurement and logistics related activities in Abuja.

Core Functions / Responsibilities

  • Provide procurement and logistics support of goods/services in accordance with the IOM’s procurement policy and other related regulations and procedures.
  • Prepare the RFQ or tender documents to be disseminated or advertised in all fields for all works, services, and goods after receiving the approved Purchase Requisition.
  • Solicit offers and quotations and prepare bids analysis accordingly and share with the supervisor and related Programme Manager and make recommendation for best offers received on goods/services; and seek the related approval according to the Mission’s approval matrix.
  • Prepare Purchase Order (PO) according to the approved bid analysis and quotation, inclusive necessary information on asset number, specifications, quantity, prices, delivery, and payments terms
  • Follow up purchase orders status and keep requester informed of estimated time of delivery or any changes that may affect or modify the pre-determined delivery condition
  • Ensure timely delivery of order according to the project implementation timeline
  • Receive and verify goods/service delivery according to the Purchase Order
  • Draft service agreement, construction agreement, supply and delivery contract and other procurement & logistics related contract in addition to the Purchase Order commitment,
  • Obtain related approval from COM and/or LEG, and make necessary amendment or extension as required.
  • Prepare Request for Payment, ensure proper supporting documents from Purchase Request until Goods Receiving Note are attached, submit it to Finance Department and update the logbook accordingly
  • Ensure appropriate monthly closure of open POs and PRs
  • Do e-filing for the assigned Procurement & Logistic documents
  • Perform other related duties as may be required.

Required Qualifications and Experience

  • University Degree / Diploma in Purchasing and Supplies Management, Management or a combination of relevant training, or a related field from an accredited academic institution with 2 years of relevant experience or High School Diploma in the above fields with four years of relevant working experience.
  • Demonstrated ability of working effectively and harmoniously with colleagues from varied culture and professional backgrounds to achieve desired goals.
  • Sensitive to and awareness of the local development,
  • Good knowledge of computer management and applications.

Languages:

Job Title: Project Assistant (MM / Awareness Raising)

Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016).
  • In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, IOM is implementing several projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improve the reintegration of returnees through an innovative approach.
  • Additionally, IOM is implementing projects aimed at positively affecting the knowledge levels, attitudes and behaviors of youth and potential migrants in Nigeria.
  • At the community level, these initiatives encourage the public and private sectors to develop new ways to prevent exploitation by building capacity to apply Communication for Development (C4D) practices to outreach activities.
  • One of such initiatives is the IOM’s Trusted Sources project which aims at contributing to improved access to trusted information sources and promoting informed decision-making, through enhanced institutional capacities and community-based actions.
  • Working under the overall supervision of the Migrant Protection Assistant Programme Manager, and the direct supervision of Awareness Raising Officer the successful candidate will support the application of a robust Communication for Development (C4D) and Social Behavioural Change Communication (BCC) approach across awareness raising activities, including the development of tools for C4D campaigns. In particular, the incumbent will perform the following duties:

Core Functions / Responsibilities

  • Assist in the timely implementation of awareness raising initiatives to combat irregular migration, social cohesion and promote safe and regular migration in selected communities and ensure that information reaches the targeted audience;
  • In coordination with the Awareness Raising Officer, Support the development and implementation of the peer education advocacy strategy for the Trusted Sources Project
  • Support development of training materials and activities to build capacity for participatory and behaviour change communication aimed at addressing issues on human trafficking and irregular migration.
  • Work closely with the Monitoring and Evaluation team to design and implement appropriate monitoring and evaluation activities, such as surveys, interviews, focus group discussions, Knowledge, Attitude and Practice (KAP) surveys, consultations.
  • Assist in maintaining close liaison with community groups, local government authorities, CSOs, and other stakeholders to ensure due coordination of activities;
  • Assist in coordinating the production and dissemination of Information Education and Communication materials developed in the project
  • Assist in planning and implementation of C4D activities and tools to discourage irregular migration and promote safe alternatives to irregular migration in target audiences
  • Assist senior project staff to devise communication channels through which information on awareness raising can be channelled.
  • Undertake duty travel when necessary;
  • Perform any other duties as may be assigned.

Education Qualifications

  • University Degree from an accredited institution in Media and Communications, Communication for Development, Journalism, Social Work, Law or related field with four years professional experience;
  • An equivalent combination of related educational and professional experience

Experience:

  • Experience in implementing projects using communication for development approach with an emphasis on migration related context
  • Experience of working on humanitarian or development issues related to migration and/or human trafficking, preferably within the United Nations Common System and the International Humanitarian Field
  • Experience in effectively designing and implementing social media and online campaigns for developmental issues
  • Experience with designing and implementing Monitoring and Evaluation for project activities
  • Previous experience designing social campaigns in international and/or crisis contexts;
  • Previous experience in training and capacity building interventions preferred

Skills:

  • Excellent writing and strong analytical skills.
  • Experience in content editing using Adobe Premiere, Adobe Illustrator, Final cut pro among other editing software
  • Experience in graphic design, web and social media platforms
  • Strong organizational and editorial skills;

Job Title:  Migration Health Physician (Assessment Programs)

Context

  • Under the direct supervision of the respective Migration Health Officer in Abuja and the overall supervision of the Chief of Mission, the successful candidate will be responsible for carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Abuja, Nigeria.

Core Functions / Responsibilities

  • Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Chief Migration Health Officer (CMHO).
  • Conduct the ABUJA MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the Areas of:
    • Medical examinations.
    • Imaging.
    • Laboratory testing.
    • Vaccinations.
    • TB management.
    • Treatment and referrals.
    • Pre-departure procedures and medical movements.
    • Documentation, certification and information transmission; and,
    • Other technical areas as may be required
  • Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms, ensuring completeness and accuracy of the recorded information.
  • Coordinate the workflow to ensure process starts on time, staff understand and implement the internal SOPs.
  • Perform treatment for TB and sexually transmitted infections and provide support to the HIV and counselling activities. Oversee and coordinate the management of TB cases to ensure effective TB treatment.
  • Supervise other migration health physicians in the clinical unit to ensure proper application of technical
  • Instructions, quality medical examination, accurate completion and timely submission of medical reports.
  • Oversee and coordinate accurate and effective provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating all staff in the delivery of these programmes.
  • Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools/Checklists.
  • Use data analysis and web reporting system to monitor performance indicators.
  • Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement ABUJA
  • MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
  • Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.
  • Ensure that all data related to heath assessment programmes is appropriately entered to Migrant Management Operational System Application (MiMOSA) and other related databases.
  • Oversee the financial aspects of the MHAC in close coordination with the mission's finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.
  • Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the Resource Management Unit.
  • Perform such other duties as may be assigned by the Supervisor.

Education

  • University Degree in Medicine from an accredited academic institution with at least four years of professional work experience.

Experience:

  • Minimum of four (4) years, post-graduation, (post internship in countries with mandatory internship programs) continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last five years; and, Valid license to practice within country is mandatory.
  • Registered to practice in Nigeria and with a valid registration license.
  • Experience in administration/management an advantage.
  • Continuous clinical experience in busy public or private hospitals
  • Training/experience in Paediatrics, Internal Medicine or Infectious Diseases is an advantage.

Skills:

  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.
