Ibrahim Shehu Shema ICT and Business Institute, Katsina, is a new, state-of-the art tertiary institution established under the Katsina State of Nigeria Law No. 8 of 2013. The Institute will run National Board for Technical Education (N.B.T.E) accredited courses leading to the award of National Innovative Diploma (NID) in ICT and Business Studies.
The Institute will also offer a wide range of professional and career enhancement programs, seminars, and workshops at advanced certificates and diploma. Our programmes are dual-path, with emphasis on both congnitive and practical skills. Enriched by world-class faculty and teaching facility, our goal is to nurture the development of the much-needed manpower in the ICT and business sectors for national growth

Job Position: Rector

Job Description

  • The Rector shall be a member of the Governing Council and shall be responsible to it for managing the affairs of the Institute.
Job Responsibilities
The duties of the Rector of the Institute shall include to:
  • Advise the Council on any matter affecting the policy, finance and administration of the Institute;
  • Be responsible to Council for maintaining the efficiency and orderliness of the Institute and for ensuring the Proper enforcement of its statute and regulations;
  • Be responsible for discipline in the Institute;
  • Act on behalf of the Council and Academic Board at any function at which certificates of the Institute are conferred;
  • Be in charge of the execution of all projects and the rehabilitation and maintenance of facilities;
  • Ensure effective and smooth handling of staff and Student Unions’ matters and public relations; and
  • Ensure smooth working relationship with the Council and the State Government through the Department of Science and Technology or other authorizing Departments or Ministries.
Requirements
Qualification and Experience
  • Ph.D. in Computer Science or other relevant field with 15 years cognate experience.
  • Demonstrate extensive experience in the development and implementation of systems analysis, programming and data processing; and demonstrate ability to organise and lead a computer-based tertiary institution.


Job Position: Registrar

Job Description
  • The Registrar, being the Principal Administrative Officer of the Institute, shall be responsible to the Rector for the day-to-day administration of the Institute.
Job Responsibilities
The duties of the Registrar of the Institute shall include to:
  • Assist the Rector in the general administration of the Institute;
  • Handle establishment matters for academic, non-academic and technical staff;
  • Serve as Secretary to the Council and Academic Board of the Institute and be responsible to the Rector for executing actions arising from decisions of the Council, Academic Board, and such other bodies as the statute may prescribe or the Rector may direct;
  • Keep in safe custody all rules and regulations as well as the seal and records of the Institute;
  • Arrange for the conduct of examinations; and
  • Ensure that the Institute's publications such as the Academic Calendar, Institute Prospectus, Staff Handbook, Student Handbook, Institute's Gazette, and Handbook on Administrative Procedures are updated and released regularly.
Requirements
Qualification and Experience
  • A Master's degree from a recognised institution of higher learning plus at least 13 years cognate experience or a holder of Doctorate degree plus at least 10 years cognate experience.
  • Evidence of good performance in administration and outstanding ability for administrative leadership in academic institutions.
  • Show competence in the use and application of computer in the management of academic institutions.

Job Position: Chief Engineer

Job Responsibilities
The duties of the Chief Engineer shall include to:
  • Supervise engineering designs and project planning.
  • Serve as project engineer in major projects.
  • Participate in the preparation of Annual Capital Estimates and Budgetary Allocations for all engineering projects for the Institute.
  • Assist in preparing the Quarterly and Annual Reports for the Department.
  • Assist in preparing the Annual Budget Estimates for the Department.
  • Carry out other duties as may be assigned from time to time by the Director, Physical Planning and Development.

  • A Bachelors degree in Engineering with 10 years relevant post qualification experience or a Masters degree in Engineering with 8 years cognate experience.
  • Registration with the NSE and COREN Evidence of leadership in project planning and management and capital estimates preparation and control.
  • Evidence of competence in the use of computer in engineering designs.

 Job Position: Director of Finance and Accounts

Job Description
  • The Director, Finance and Accounts, being the Principal Financial Officer of the Institute, shall be responsible to the Rector for the day-to-day financial management of the Institute.
Job Responsibilities
The duties of the Director, Finance and Accounts of the Institute shall include to:
  • Manage the Institute's accounts and investments.
  • Advise the Council, Rector, Academic Board and other Officers of the Institute on financial matters.
  • Assess, develop and implement manual and computerised accounting and financial management systems and procedures as well as control systems.
  • Direct for the preparation of consolidated financial statements of the Institute.
  • Direct for the preparation of periodic income and expenditure balance sheet and cash flow estimates of the Institute.
  • Ensure the correct and timely preparation of financial statements and accounts of the Institute and their submission to the Rector, Council and Committees.
  • Ensure the execution of the annual audits of the Institute's accounts in an efficient and effective manner;
  • Monitor and ensure the efficient and effective management of fixed assets, working capital, receivables and payables of the Institute.
  • Monitor capital expenditure on projects, make returns to relevant authorities and comply with due process and other financial regulations.

  • A Bachelor's degree in Accounting or equivalent from a recognised institution of higher learning plus at least 13 years cognate experience.
  • Membership of a Professional body (ICAN or ANAN).
  • Demonstrate ability to formulate and implement financial policies and produce manual of financial procedures for academic institutions, and develop accounting computer programmes.

Job Position: Institute Librarian

Job Description
  • The Librarian, being the Academic Head of the Institute’s library, shall be responsible to the Rector for the orderly growth and development of the library.
Job Responsibilities
  • Allocate the approved funds of the library and give returns on utilization;
  • Collect and systematize adequate and relevant library materials;
  • Ensure regular training and development of library professionals and support staff;
  • Ensure that library professional staff comply with the rules of the Librarian Registration Council;
  • Ensure that the Institute's library is digitalised, computerised, networked, and integrated into national and international networks; and
  • Facilitate inter-library cooperation and provide access to the resources of other libraries.
Requirements
Qualification and Experience
  • A Master's degree in Library Science with at least 13 years of cognate working experience or a Doctorate degree in Library Science with seven (7) years cognate post-qualification experience.
  • Membership of Professional body (LRCN).

 Job Position: Technical Officer

  • Assist in compilation and analysis of statistical data for use in general planning, strategic and analysis planning, budgeting, sundry management requirement and repository.

  • The duties of the Internal Auditor I shall include to:
  • Assist in enforcing financial and stores accounting procedures, including general audit pre-payment and stores auditing;
  • Assist in audit investigations and applying auditing regulations and procedures;

The duties of the Principal Internal Auditor shall include to:
  • Participate in general auditing duties.
  • Participate in pre-payment auditing.
  • Carry out store auditing and project inspection to ensure value for money.
  • Participate in writing auditing report.
  • Interpret audit regulations and procedures.
  • Assist in team leadership on investigations of fraud, shortages and loses, accidents to Institute's properties, vehicles and buildings.

Job Position: Chief Security Officer

  • Undertake the duty of protecting lives and property within and around the Institute.
  • Monitor of suspected criminals/preventing/cult activities in the Institute.
  • Undertake the investigation of crimes.
  • Write security situation reports.
  • Supervise the prevention of trespass of persons and animals into Institute premises.
  • Issue and retrieval of identity cards.
  • Participate in security enlightenment programmes on crime prevention and detection.
  • Participate in manpower training and staff development programmes for security staff.
  • Participate in drills and training programmes for security staff.
  • Participate in the recruitment of security staff.
  • Play a role in the general supervision, discipline and welfare of security staff.
  • Liaise with State Security Agencies on criminal/judicial matters.

The duties of the Accountant I shall include to:
  • Assist in carrying out financial and treasury duties of the Institute, accounting of research grants: insurance; expenditure control, other financial reports.
  • Demonstrate knowledge of the Institute’s accounting system and financial regulations.
  • Carry out other accounting duties as may be assigned.

  • A Bachelor's degree or equivalent in Accounting or related fields from a recognised institution of higher learning
  • Membership of a Professional body (ICAN or ANAN) is an added advantage.
  • Three (3) years post qualification relevant experience.

Condition of Service
The conditions of service are similar to what obtain in similar institutions of higher learning in Nigeria and are revised by the Government from time to time. Details will be discussed during the interview.
