Organizational Setting
- FAO Nigeria with technical support from the Emergency and Rehabilitation Division (TCE) is responsible for ensuring FAO’s efforts to support Nigeria in preparing for and effectively responding to food and agricultural threats and crises among the refugees in Nigeria.
- It is responsible for coordinating the development and maintenance of corporate tools and standards to enable government prepare for, and respond to emergencies.
- FAO supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses.
- FAO Nigeria plays a major role in the development and leadership of the FAO/UNHCR collaboration programme in Nigeria to increase the resilience of livelihoods to food and agriculture threats and crises.
Reporting Lines:
- The International Specialist under the overall supervision of FAOR and direct supervision of the AFAOR Programme and the Food Security expert will work in close collaboration with the UNHCR field Manager in Ogoja to deliver on the Agriculture and livelihood component of the Support to the Cameroonian Refugees in Cross River and other neighbouring states.
Technical Focus:
- Support to implementation of FAO/UNHCR's resilience agenda at country level.
Tasks and Responsibilities
- Provide technical support in the design and implementation of FAO/UNHCR projects and emergency response activities related to agriculture value chain and other livelihood activities for the Cameroonian refugees in Nigeria.
- Provide programmatic support and analysis in collaboration with UNHCR to ensure that key areas such as gender and youth, civil societies, resilience, governance and conflict management, equality and humanitarian principles are properly reflected in project design for the Cameroonian refugees and host communities.
- Strengthen partnership relations with state governments, NCRMI, International and National Non- Governmental Organizations, potential implementing partners, donors and other UN agencies in order to reinforce synergies between key stakeholders in the delivery of efficient and timely support assistance to the targeted beneficiaries on the field.
- Design and conduct livelihood need assessment in partnership with relevant stakeholders on the Cameroonian refugees in Cross Rivers and other affected states.
- Support in the routine collection and analysis of information about livelihood and agricultural production situation of the refugees and the host communities in Cross River and other states.
- Lead in the preparation of project profiles, project documents, work plan, logical framework for the FAO/UNHCR intervention in Cross River and any other state.
- Develop an operational strategy for the distribution and monitoring of FAO/UNHCR livelihood support kit for the refugees and host communities.
- Design and participate in projects monitoring and evaluation of emergency and regular projects implementation in various locations.
- Participate in the conduct of food insecurity vulnerability surveys and analysis in project-selected states.
- Produce routine field activities reports.
- Perform other duties as required.
Minimum Requirements
Candidates will be assessed against the following:
- Advanced university degree in Agricultural Economics, Development Economics, Rural Sociology, Food Security, Nutrition, Ssustainable Agriculture (including Livestock, Forestry and Fisheries) or related field;
- At least 8 years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks;
- Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. Working knowledge of English for PSAs.

- Work experience in more than one location or area of work, particularly in field positions, is desirable;

- Extent and relevance of experience in needs assessments, cluster coordination, UN consolidated appeal process and/or emergency operations for Level 3 emergencies;
- Extent and relevance experience in rehabilitation and humanitarian policies development, programme formulation and implementation;
- Extent of knowledge of international humanitarian architecture, including agencies, NGOs, and other partners;
- Experience in response management and surge support coordination;
- Experience in Project planning, Monitoring and Evaluation;
- Experience in emergency response/humanitarian service delivery to refugees will be an advantage;
- Capacity for team work are essential;
- Working knowledge of the design and implementation of humanitarian assistance to vulnerable and displaced persons.
