JOB TITLE: PRINCIPAL ASSOCIATE / SENIOR STATE IMPLEMENTATION ADVISOR
MINIMUM QUALIFICATIONS:
MA/MBA with 15+ years of experience OR PhD with 10 - 15 years of experience OR the equivalent combination of education and experience.

JOB RESPONSIBILITIES:
The Senior State Implementation Advisor will work under the supervision of the NPM and in close coordination with the project’s SMT.  His role will be focused on ensuring that state implementation plans are effectively implemented, resources are appropriately allocated and progress is monitored with hands on problem identification and support.  The position will also work in close coordination with the technical DNPM, the SD team leader and the M&E team leader to ensure that long and short-term technical support are effectively allocated to the states and that progress is monitored with timely generation of M&E, service delivery data and progress reports. This position will ensure that, while maintaining the level of autonomy at each state level, effective coordination will take place among state offices and with Abuja to ensure a synergistic approach to achieving the collective goal of the project.

SPECIFIC JOB TASKS:
Lead all coordination and technical support efforts needed to ensure effective implementation and autonomy of state offices.
Lead the development, and promote, influence, facilitate, support step-up  implementation of state annual work plans.
Mobilize appropriate technical resources to the states to ensure effective implementation of planned interventions.
Provide technical and experiential input to STLs on activities programming , including proposal writing for the implementation of specific activities consistent with the approved work plan
Ensure successfully implementation and accomplishment of service delivery interventions as per the service delivery strategy.
In close collaboration with the Communications Advisor and the KM unit, work with each state office to develop a communications plan specifying the list and dates of submission of state progress and technical reports.
Ensure timely documentation of state implementation progress. Coordinate the timely submission of state quarterly reports.
Participate, as an active team member, in senior management team meetings.  Lead discussions and decisions related to the provision of technical and operational support to state offices.
 Provide direct technical and management support to STLs with regards to strategic communications with SMOH and LGAs to ensure harmonization of state project offices’ plans with state strategic health development plans.

SKILLS PREREQUISITES:
Masters Degree (minimum), or a PhD (preferred) in Public Health, Health Administration, Medicine, or other relevant health specialization.
Ability to establish and maintain effective working relationships with donor organizations, ministry officials, public, private and civil society partners and other development partners.
Experience in managing health system strengthening projects, including design, implementation and evaluation, and experience in management of large international health projects/programs.
Demonstrated leadership in management skills and ability to lead multidisciplinary, multicultural teams
15 years of international management experience with a Masters Degree, or 10 years with a PhD, a considerable portion of which must be in West Africa. Experience in Nigeria preferred.
Fluency in English. Excellent writing, computer, management and organizational skills.
Experience at DFID-funded programs is highly desirable.
