Job Title:  Power Sector Expert

Job Description:
ICF International is seeking a full-time Power Sector Expert for the upcoming U.S. Agency for International Development (USAID) Nigeria Power Sector Program (NPSP) based in Lagos or Abuja, Nigeria. The Power Expert will work closely with the Senior Power Expert and will be responsible for supporting program design and management, supporting the development of power sector activities and working closely with various Nigerian electricity stakeholders to meet program outcomes on time, within scope, and within budget. The Expert will provide technical support in power sector planning, policy and regulatory development, transmission and distribution, electrification strategies, and procurement design, and is expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. Applicants must be able to demonstrate prior experience working in Nigeria or West Africa region.Hiring for this position is contingent upon funding from USAID.

Qualifications
Basic Qualifications:
  • Demonstrated experience in electricity generation sector planning, strategy, and development
  • 5+ years relevant experience in the Southern Africa region power sector planning and management
  • Experience working with a range of program partners, including government agencies, regulatory bodies, the private sector, NGOs, civil society, etc.
  • Experience working with national power agencies and energy commissions
  • Experience in clean energy and grid integration
  • Bachelor’s degree in Engineering, Economics, Energy, Operations Research, Environmental Science, and/or Science or related field
Preferred Skills/Experience:
  • Power Sector Expertise – familiarity with power sector planning processes, energy modeling & tools, transmission and distribution analysis, power procurement tender process, and electrification strategies including off-grids and micro-grids
  • Capacity building expertise in transmission and distribution, renewable energy resources, and energy efficiency
  • Experience with an international contractor or NGO Professional Skills:

Job Title:   Renewable Energy Specialist (Power Sector)
Job Description:
ICF International is seeking applications for a Renewable Energy Specialist position for the upcoming U.S. Agency for International Development (USAID) Nigeria Power Sector Program (NPSP) based in Lagos or Abuja, Nigeria. The Renewable Energy Specialist will work closely with the Chief-of-Party and the Senior Power Sector Expert to provide technical support in grid-connected and off-grid renewable energy, emissions reductions and low-carbon development, and GHG accounting. S/he will also support program design and management, guide the development of renewable energy related activities, and work closely with Nigeria stakeholders to meet program outcomes on time, within scope, and within budget. Applicants must be able to demonstrate prior experience of working in Nigeria or West Africa.

Qualifications
Basic Qualifications:
Bachelor’s degree in Renewable Energy, Engineering, Economics, Environmental Science, and/or Science or related field
5+ years of experience in the renewable energy and/or off-grid power sector
Ability to demonstrate strong technical understanding of the off-grid energy systems 
Demonstrated ability to build capacity on renewable energy and GHG accounting
Familiarity with grid integration of renewable energy projects into transmission and distribution systems
Preferred Skills/Experience:
• 5+ years of off-grid renewable energy project development
• Knowledge of load forecasting, demand side management, and energy efficiency optimization and energy/environmental markets is an advantage
• Technical knowledge of micro grids and other isolated grid systems
• Demonstrated strong quantitative modeling skills
• Advanced Microsoft Office (Excel and Access) skills
• Familiarity with GIS modeling for transmission and distribution systems
• Familiarity with the political, social, and cultural context of working in Nigeria.

Job Description:
ICF International is seeking a full-time Natural Gas Sector Expert for the upcoming U.S. Agency for International Development (USAID) Nigeria Power Sector Program (NPSP) based in Lagos or Abuja, Nigeria. The Power Expert will work closely with the Senior Natural Gas Expert and will be responsible for supporting program design and management, supporting the development of natural gas sector activities and working closely with various Nigerian electricity stakeholders to meet program outcomes on time, within scope, and within budget. 
The Expert will provide technical support in natural gas sector planning, assessment of the availability and price of natural gas for use in power generation, and commercial arrangements for gas supply to a power plant, and is expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. 
Applicants must be able to demonstrate prior experience working in Nigeria or the West Africa region.

Qualifications

Basic Qualifications: 
•Demonstrated experience in natural gas  sector planning, strategy, and development 
•Knowledge of gas supply and demand outlook for west Africa, including sources of gas such as African production and liquefied natural gas (LNG)
•Ability to develop excel spreadsheets to analyze supply and demand forecasts, test alternative scenarios, costs of production, processing, transportation, and distribution
•Ability to interpret reports on gas supply and demand in Africa
•An understanding of gas sales and purchase agreements, including LNG
•An understanding of gas pipeline service agreements
•Ability to assess commercially viable gas supply options for power generation
•Experience working with national power agencies and energy commissions
