Job Title: Logistics Coordinator
Location:
Borno
Tasks and Responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, guidelines and procedures and donor requirements;
  • Overall supervision of the logistics unit in the north – east;
  • Direct supervision, training and management of logistics team;
  • Implement NRC’s systems and procedures at area level;
  • Prepare and submit reports and analysis;
  • Ensure proper filing of all support documents;
  • Support line managers in procedures and require support team trainings;
  • Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management);
  • Ensure safe and efficient transport of staff and materials/goods;
  • Carry out any other duties as delegated by the Logistics / Area Manager and Management.
Specific Responsibilities
  • Supervision of ICT services;
  • Procurement: ensuring compliance of all NRC policies, maintaining an updated vendor’s database, prequalification of suppliers, developing coordinated procurement plans with project managers;
  • Transport management of rented or NRC owned vehicles, punctual rental of trucks;
  • Assets management;
  • Warehouse management;
  • Team management of Procurement officer, Warehouse Officer, Logs Officer;
  • Training of logistics staff in procurement, warehousing, fleet management, anticorruption and any other training that is deemed important for proper functioning of Logistics department in all NRC field offices.
Qualifications
  • Relevant university degree, or other relevant educational background combined with relevant professional experience;
  • Experience from working as a Logistics Coordinator in a humanitarian/recovery context;
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;

Job Title: Communications Operator Assistant
Location:

Tasks and Responsibilities
  • Ensure adhere to NRC policies, tools, handbooks, guidelines and procedures
  • Conduct daily CMC activities whilst adhering to NRC’s Standard Operating Procedures (SOPs)
  • Assist with the implementation of the support function according to SOPs
  • Ensure proper collation and storage of Information
  • Complete status reports and maintain databases as required within the CMC
  • Promote and share ideas for improvement of the support function
  • Facilitate efficient communications and information flow for all field teams.
  • Log all communications and dispatch them without delay.
  • Keep all necessary messages sent/received by NRC communications systems strictly confidential.
  • Ensure that all NRC CMC users comply with proper communications procedures
  • Advise CMC Team Leader immediately of faults in the telecommunication networks / communications equipment and undertake all necessary action to provide a prompt reestablishment of service.
  • Monitor open source channels (TV, radio, social media, etc) collate and store relevant information and update the Team Leader and Security Officer accordingly.
  • Receive Staff Feedback Forms and collate information for daily follow up by Team Leader
  • Carry out any other duties as delegated by the supervisor and Management
Qualifications
  • Relevant university degree, or other relevant educational background combined with relevant professional experience.
  • Experience of working in a Communications Centre / Radio Room in a humanitarian context
  • Knowledge of VHF / HF Radio Protocols and Procedures
  • Previous experience of working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Knowledge of Hausa and Kanuri languages (minimum)
  • High-level competency in computer skills (Microsoft Office applications)
  • Contextual knowledge of north east Nigeria (Borno State) preferred.
  • Experience with start-up Monitoring and Communications projects

Job Title: Project Officer - WASH Technical

General Responsibilities

  • Adherence to NRC policies, tools, handbooks and guidelines, policies and procedures and other NRC tools and handbooks;
  • Coordinate the WASH activities according to strategy, proposals, budgets and plans;
  • Assist the WASH Project Coordinator in all aspects of WASH programs planning, implementation, monitoring and evaluation;
  • Develop technical specifications and bills of quantities (BOQ) for works;
  • Assess the wash training needs of the community and assists in the development of appropriate training materials and plans;
  • Conducts water quality testing and sanitary inspection at water points;
  • Provides technical assistance to the WASH Program Development Manager and local counterparts on issues of WASH information and communication strategies;
  • Assists in the establishment, and training of water point committees as well as monitoring their performance;
  • Assists in the compilation of weekly and monthly wash reports, program documents, project proposals, and budgets;
  • Ensure adherence to NRC policies and donor requirements;
  • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
Specific Responsibilities
  • The Officer is expected to achieve the following during this contract period;
  • Water and sanitation infrastructure construction (Boreholes, latrines,)
  • Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  • Preparing weekly progress reports and others documents required for the water and sanitation infrastructures such as boreholes, latrines,
  • Performs any other duties as requested by the WASH Project Coordinator
Qualifications
  • Higher diploma in Civil or Water Engineering or Public Health (BAC+5) minimum
  • Minimum 3 years’ experience from working with wash projects in a humanitarian/recovery context.
  • Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
  • Previous 2 years work experience in community based Water and Sanitation programs; Work experience with an INGO is desirable
  • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
  • Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage
  • Excellent communication skills - written and spoken - in English required.
  • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
  • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
  • Computer literacy in word processing and spreadsheets is required,
  • Familiarity with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable

Job Title: Team Leader - Centre for Monitoring and Communication
Location:

Tasks and Responsibilities
  • Ensure adhere to NRC policies, tools, handbooks, guidelines and procedures
  • Overall supervision of the CMC.
  • Direct supervision and training of CMC operators.
  • Cover Communications Operator duties whenever required.
  • Ensure proper use of CMC equipment.
  • Ensure that correct communications / radio protocols and procedures are followed.
  • Ensure that all Standard Operating Procedures for the CMC are followed.
  • Monitor compliance by CMC users of related SOPs, including Travel Instructions and Maiduguri Field Security Procedures -provide feedback on same to Security Coordinator
  • Provide technical support to Communications Operators as required.
  • Assist with preparation of guidelines and Standard Operating Procedures (SOPs) for the CMC.
  • Assess status of the CMC and recommend upgrades as needed
  • Facilitate the clear and timely flow of appropriate communication within the CMC and to the Security Coordinator and interface departments (eg. Logistics Department)
  • Conduct daily checks of CMC equipment including communications equipment checks with Field staff – immediate reporting of equipment defects to Security Coordinator
  • Continuous monitoring of the CMC email address
  • Carry out any other duties as delegated by the Security Coordinator and Management

Job Title: Project Officer - WASH
Location:

General Responsibilities
  • Adherence to NRC policies, tools, handbooks and guidelines, policies and procedures and other NRC tools and handbooks;
  • Coordinate the Hygiene promotion (HP) and community mobilization (CM) activities according to strategy, proposals, budgets and plans
  • Assists the WASH Project Coordinator in all aspects of HP and CM programs planning, implementation, monitoring and evaluation
  • Assists in the identification of communities/IDPs Hygiene promotion needs
  • Develop tools and materials for HP and CM
  • Assess the HP and CM needs of the communities/IDPs and assists in the development of appropriate training materials and plans
  • Conducts a training session on HP and CM for the local Hygiene Promoters
  • Working closely with the technical officer and Project Coordinator to assists in the establishment, and training of water point committees as well as monitoring their performance
  • Ensure adherence to NRC policies and donor requirements
  • Involve and inform communities and community leaders about the activities
  • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
Specific Responsibilities
  • The Hygiene Promotion Officer is expected to achieve the following during this contract period.
  • Ensuring beneficiaries selection for the Non-food Items (NFI) distribution
  • Monitoring Hygiene Kits distribution within the communities
  • Train hygiene promotors
  • Preparing weekly progress reports and others documents required for NFI distribution
  • Assists in the compilation of weekly and monthly hygiene promotion reports, program documents, project proposals, and budgets
  • Active participation on hygiene promotion and nutrition sector working group
  • Performs any other duties as requested by the WASH Project Coordinator
Qualifications
  • Higher diploma in Public Health, Social Science or Communication
  • Minimum 3 years’ experience from working with hygiene promotion/communities mobilization projects in a humanitarian/recovery context. Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
  • Must have a good knowledge of hygiene promotion in emergency/recovery context.
  • Familiarity with international minimum standards of water, hygiene, sanitation (i.e., SPHERE) is an advantage
  • Must have previous experience in training and Training of Trainers.
  • Excellent communication skills – written and spoken – in English required.
  • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
  • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
