Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. We are recruiting to fill the job positions below:     Job Title: Liaison Officer Location: Maiduguri with frequent travel in Borno State Under the direct supervision of: Field Coordinator Overal Mission General Objective:

  • Under the supervision and direction of the Field Coordinator, the Liaison officer will effectively implement all appropriate risk management strategies on the ground, related to the safety and security, and the protection of staff and assets in mission.
  • Specifically, he/she will be responsible for the management, implementation and oversight of all field security operations in support of staff and activities.
  • In addition, the Liaison officer will establish links and synergies with local and national authorities at all levels, facilitating the implementation of programs and assisting PUI staff in any matter related to that.
Responsibilities and Tasks Security Management:
  • Collect, analyse and share all security and safety information relevant to PUI activities in Borno state.
  • Under the direction of the field coordinator, conduct security/risk assessment
  • Assist the Field Coordinator in the design of the security strategies
  • Brief and train the staff on security procedures and security assessment
  • Ensure all procedures and measures againts acts of corruption are in place and assist in potential investigations related to cases of corruption.
  • Liaison with administrative, security, humanitarian stakeholders and reprensetation
  • Develop, build and maintain a network of interlocutors with all the stakeholders (security forces, UN agencies, NGOs, administration…)
  • Research, prepare and follow-up on general Borno State governmental official processes (registration, statements, etc.), as necessary;
  • Ensure representation of PUI among partners, donors and different authorities;
  • Participate to meeting with state and/or local leaders, ensure translation when needed and submit report.
Mandatory Requirements
  • Language skills: Fluent in English, Hausa, and Kanuri

  Job Title: Food Security and Livelihood Project Manager - Food Aid (CASH) Location: Maiduguri Start Date: 1st June, 2017. Responsibilities
  • The food security and livelihood project manager shall supervise the implementation of food security and livelihood programs implemented in Maiduguri.
  • Programmes: He/She shall ensure the proper implementation and monitoring of the food security and livelihood programme(s) for which He/She is responsible.
  • Human Resources: He/She shall supervise the food security and livelihood team (PUI employees and any daily-employed workers).

Job Title: Food Security Deputy Program Manager Location: Maiduguri General Objective
  • Under the direct supervision of the Food Security Program Manager Evoucher, the Food Security Deputy Project Manager is responsible for the daily management and the daily implementation of the Evoucher and nutrition projects in Maiduguri, Borno State.
Responsibilities and Tasks Project Activity Supervision:
  • S/He will second the Food Security Program Manager in the designing and the implementation of the Evoucher and nutrition activities.
  • S/He will organize, schedule and coordinate the Evoucher and nutrition activities and the team’s work on a weekly basis.
  • S/He will supervise the field work of partners or/and contractors and make sure they agree and respect PUI principles.
  • S/He will monitor closely the implementation of activities at field level with site visits on a regular basis and provide support when needed.
  • S/He will ensure the timely implementation of the project(s).
  • S/He will report about the work progress to the Program Manager on a regular (daily/weekly) basis or when needed.

Job Title: Food Security Supervisor Location: Maiduguri - with frequent travel in Borno State Under the direct supervision of: Food Security Deputy Project Manager Job Description
  • PUI is implementing humanitarian activities in Nigeria since April 2016, supporting population with food security, nutrition and health project in Maiduguri, Borno State.
  • PUI is now looking for its food security team to implement in-kind food distribution outside of Maiduguri.
General Objective
  • The Food Security Supervisor (FS-S) will supervise the organization, implementation and the monitoring of Food Security activities on a daily basis.
Responsibilities and Tasks Activities Supervision:
  • Organise and supervise the daily activities of the food security team: identification, registration, post-distribution survey…
  • Pass on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, PUI programs, or safety aspects
  • Analyze the humanitarian situation, taking protection problems into consideration/Do no Harm to the population.
  • Propose action plan to ensure that beneficiaries and local populations both understand the project goals and actively participate in their implementation.

  • Under the direct supervision of the Food Security Deputy Program Manager Evoucher, the Evoucher Officer is responsible for the daily implementation of the Evoucher and nutrition projects in Maiduguri, Borno State.

Job Title: Consortium Coordinator Location: Abuja/Maiduguri Reports to: Head of Mission Duration of Mission: 7,5 months Start date: 01 July 2017 Job Description As part of our activities in Nigeria, we are looking for a Consortium Coordinator:
  • In close cooperation with consortium partners, the Consortium Coordinator ensures that the consortium’s project implementation according to the approved proposal and in accordance with the rules and regulations of the donor.
  • The Consortium Coordinator facilitates close and effective coordination and collaboration between consortium partners, ensures high quality documentation of the project activities and ensures that project results are achieved.
  • He sets up exchange and sharing frameworks, and ensures constant and efficient communication between the different members of the consortium.
  • He represents the consortium to the authorities, humanitarian actors and donors and is in charge of communication around the action.
  • Representation: To represent and position the consortium towards external stakeholders ensuring the mission, vision and interests of the consortium and its members are protected

Specific Objectives and Linked Activities Ensure consistent representation of the consortium and its activities before FFP or other humanitarian stakeholders:
  • Act as a focal point for all external requests regarding the consortium project.
  • Protect and promote the vision, mission and interests of consortium partners towards external stakeholders;
  • Represent the consortium toward the donor(s) and government authorities and therefore communicate with the donor(s) and government authorities;
  • In the event of visits from donors, he/she leads the organization and implementation of the visit.
  • Attend government, UN, NGO and donor meetings and present ongoing consortium activities;
  • Ensure the visibility of the consortium amongst humanitarian, donor and government actors throughout the project;
  • Effectively manage coordination with other actors (UN, NGOs) intervening in a similar sector;

Ensure fluid communication and information sharing between partners:
  • Effectively manage partnerships between the different parties of the consortium to ensure smooth collaboration;
  • Ensure regular and open/transparent communication between consortium partners;
  • Regularly communicate with consortium focal points on project activities;
  • Convene and chair regular (e.g. monthly, quarterly) consortium steering committee meetings to discuss program and financial issues, disseminate minutes and follow up on action points;
  • Carry out regular catch up with consortium key focal points.
  • Support the development and maintenance of a coherent consortium strategy across all partners;
  • Promote harmonization of approaches and methodologies across all consortium partners by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning;
  • Coordinate the development of all technical tools related to the consortium’s project (ToRs for consultants and evaluators, ad hoc reports, capitalization reports…);
Ensure the project is implemented in a timely and coherent manner by all partners:
  • Project Planning:
    • Define project implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution and sensitization);
    • Ensure harmonization of methodology and tools among consortium partners
    • Organize project kick-off and close-out meetings;
    • Together with the Project Managers of consortium partners, plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
  • Project Implementation Follow-up:
    • Oversee and monitor the work of consortium, ensuring that technical quality and standards are considered and respected during project implementation;
    • Support the Project Managers of each partner to implement all aspects of the project;
    • Conduct regular follow-up of work plans, identify and address any delays in a timely and effective manner;
    • Monitor output achievement, cash burn rates and ensure a timely completion of the project.
  • Project Quality Control:
    • Conduct periodic field visits to validate progress reports, identify problems and issues to address during Consortium Management Team meetings and make recommendations for improvement;
    • Ensure the project progress is effectively monitored through regular data collection, analysis of indicators and activities and documented with proper sources of verification;
    • Advise consortium Project Managers to adapt implementation of the project according to monitoring and evaluation findings;
    • Advise on and assist with project reviews conducted by internal and external monitoring and evaluation team;
    • Coordinate and put in place a program capitalization system in collaboration with each focal point
  • Grant Management:
    • Ensure that contractual obligations are met in terms of project deliverables;
    • Ensure the activities are implemented according to the approved donor and partnership agreement;
    • Ensure that donor rules and procedures are understood and respected by all parties, sharing information and conducting training if required on proposed systems and processes for consortium management;
    • Develop a reporting schedule that is agreed by all consortium members;
    • Along with PUI grants officer, ensure external reporting for all the consortium members according to donor and PUI requirements is respected by all according to agreed deadlines;
    • Collect and consolidate narrative reports from consortium members for donor reporting;
    • Prepare documentation for any project modifications, including budget revisions, amendments or extensions. Ensure such changes are made in close consultation with the consortium partners;
    • Together with PUI Finance coordinator, manage and negotiate any budget changes in accordance with donor and PUI criteria.
Ensure safety and security of persons and property:
  • He/She ensures data collection relative to the safety on the various consortium areas of operations, and disseminates them to his/her immediate supervisor regularly or on an ad-hoc basis if urgent.
  • He/She verifies that the material and human resources employed by all partners are adequate to ensure the optimal safety of teams, materials and beneficiaries.
  • He/She alerts his/her immediate supervisor without delay in case of impending danger of teams or beneficiaries.
  • In the event of a security incident, (regardless of whether it took place or was avoided), he/she ensures that the information is transmitted to his/her immediate supervisor without delay, and reported upon in accordance with PUI guidelines.
Contribute to the development of new propositions:
  • He/She will closely monitors the situation in the areas of operations and identify potential needs for future operations
  • Along with his/her supervisor, he/she will help to draft a strategy for the consortium in 2018.
  • He/she will support the Deputy Head of Mission - Programs to develop new project propositions in relation with the current activities.

Supervision
  • Under the direct Supervision of: Nutrition Education Supervisor
  • Liaison with: Other PUI departments (PUI’s PHCC/Medical staff, Food security team, ware house team, Logistics team), Local MOH staff and Other Nutrition actors in MMC and Jerre LGAs,
  • Daily supervision of SBCC promoters or Nutrition Sensitization officers
General Objective
  • Under the direct supervision of the Nutrition Officer, the Social and Behavior Change Communication Supervisors will Undertake 2 roles: first is to Organize and implement Hygiene and Community Education promotion among Food distribution and E-Cash Voucher beneficiaries.
  • The second role is to Implement Infant and Young Child Nutrition (IYCN) Promotion among Pregnant and lactating mothers in PUI’s Target Population in Maiduguri LGA of Bono state in Nigeria.
Responsibilities and Tasks Activity Implementation:
  • S/he will take overall lead in Hygiene and IYCF education at community level
  • S/he is will supervise the organization of Project beneficiaries as well as Community Volunteers into groups and other Fora for dissemination of IYCF/Hygiene messages dissemination.
  • S/he will supervise the identification of eligible project beneficiaries.
  • In liason with Nutrition officer, Plan for and conduct training for project beneficiaries and community’s volunteers.
  • Maintain and build good relationships with local leaders authorities, partners and relevant actors in area where PUI is working.
  • In Liaison with CMAM supervisor, s/he will be responsible for CMAM beneficiary defaulter tracing and other forms of beneficiary follow-ups.
  • S/he will take lead role in organizing and supervising Community screening and referrals for malnourished beneficiaries.
  • S/he will take lead role in continuous project sensitization and Mobilization at community level.
  • Act as a liaison with the beneficiaries, local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for PUI activity.
  • To Represent PUI at various IYCF/BCC related fora as may be required.
  • In Liaison with other PUI staff, participate in strengthening the Organization’s community Feedback and complains systems.
Team Supervision:
  • Participate in the recruitment of nutrition SBCC Officers and health promoters and any other position that could be recruited on his/her team. Recruit and train daily workers
  • Organise and supervise the day-to-day schedule of the team to guarantee the smooth running of the project and participate to the weekly tasks drafting for the field work plans
  • Make sure every members of the team clearly understand his/her task and has the necessary material to correctly fulfill his/her objectives
  • Ensure the work schedules are respected in the field.
  • Organise regular meeting with his team (briefing and debriefing) and ensure they have the necessary support they need
  • He/she participates in the evaluation and to the definition of the training needs of his/her team
  • Ensure the proper training and supervision of the daily workers who take part in the project
  • Ensure the security rules in the field are respected, the safety of the field officers is guarantee and the regular communication with the security person is maintained.
  • Analyze the humanitarian situation, taking protection problems into consideration/Do no Harm to the population
  • Ensure representation of PUI at field level for the areas which s/he is responsible for.
  • Report immediately any delay, problem or other relevant information to the Supervisor.
Monitoring And Reporting:
  • Responsible for data collection and timely report compilation and submission
  • Supervise and organise the data collection, data entry and data analysis at field level and compile reports on project trends for discussion with the supervisor.
  • Keep monitoring tools and files archived at the PUI office, ensuring their availability to his/her Supervisor
  • Participate and supervise any assessments for the projects or for new projects
  • Propose action plan to ensure that beneficiaries and local populations both understand the project goals and actively participate in their implementation.
  • Provide weekly internal situation reports.
Logistic & Administration:
  • Contribute to the definition of the needs in materials and tools regarding the program and the planning of interventions.
  • Ensure the safety and good operating conditions of all PUI material of the field team
  • Ensure the follow-up and the proper use of materials and tools used during on-site works.
  • Manage the supply of materials to the work site in collaboration with logistics department.
  • Analyze the security situation in the area and inform the Supervisor in case of security incidents, rumours or any security information.

Required Skills Education:
  • Diploma in a Health related discipline or NCE in a relevant field
Work Experience:
  • Minimum of 1 month experience in Community level SBCC/IYCF education with demonstrated understanding of Infant and Young Child Nutrition.
  • Minimum of 6 months experience in Community Nutrition program.
  • Previous experience with NGO is required.
  • Demonstrated understanding of the MOH systems and structure.
  • Previous experience in food security related programs is an asset.
  • Demonstrated experience in team management/supervision.
  • Previous experience in Humanitarian assessment, monitoring and evaluation is an asset
Language Skills:

General Objective
  • Under the direct supervision of the Nutrition Education supervisor, Nutrition Education Promoter will help organize Nutrition Education and Community screening for Malnutrition activities at the community level.
Responsibilities and Tasks Project Activity implementation:
  • S/he will Participate in the identification of eligible project beneficiaries and Community Focal persons.

Job Title: PHC Deputy Project Manager Location: Borno Under the direct supervision of: PHC Manager Support and indirect supervision of: PHC Clinic health team General Objective
  • Under the supervision of the PHC Manager, the PHC Deputy Manager shall ensure the overall support and indirect supervision of the PUI Health Project in Bolori II area of Maiduguri Town.
  • He/sheassists the PHC Manager in planning, organizing, implementing and monitoring the agreed health and nutrition project activities and planned capacity building.
Responsibilities and Tasks Implementation and Monitoring of Medical Program’s:
  • He/She assists the PHC Manager to plan activities and ensures that activity timelines are met. In the event of serious delays in project implementation, he/she immediately informs his/her supervisor and proposes solutions to remedy the situation.
  • He/She works in close collaboration with the PHC Manager on the medical aspects of the project, specifically considering quality of activities, propose technical choices to be made, and reporting system appliance.
  • He/She supports the proper functioning of medical programs falling under his/her responsibility, and ensures compliance with goals defined in the project proposal/s. Notably, he/she ensures availability of the performance indicators defined, reports on project implementation progress to PHC Manager signaling possible difficulties encountered in project implementation, and proposes improvements or reorganization on an as needs basis.
  • On PHC Clinic level, he/she ensures that proper medical protocols are implemented according to international and national recommendations and guidelines.
  • He/She supervises the organization of referral from the PHC clinic to other designated Secondary Health Care facilities.
  • He/She ensures availability and assists in follow-up and analysis of epidemiological data, in collaboration with the PHC Manager.
  • He/She participates in needs-assessments of health and other programs in relation to medical equipment, medications and medical consumables.
  • He/She participates in the implementation of monitoring and/ or evaluations, according to the defined needs of the project/s. Depending on the needs of the projects and/or the data collected, he/she drafts relevant reports of the monitoring and evaluation exercises to the relevant people.
  • He/She assists in capacity building, including archiving the documents, tools and training materials in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
  • He/She drafts the internal and external reports to his/her immediate supervisor (PHC Manager) or/and to the Medical Coordinator, if required. He/she contributes to the monthly report of the mission and to the quarterly report of medical activities to be transmitted to the Medical Department.
  • He/she proposes advancement into new medical activities to the PHC Manager, or/and Medical Coordinator.
Support & Suppervision of the PHC Clinic Medical Team:
  • He/She familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the PHC Clinic management and health team.
  • He/She familiarizes with PHC health team job profiles, has them endorsed by the enrolled staff, and participates actively in the hiring process (candidates interviewing, testing, etc.).
  • He/She ensures that agreed activities and procedures are regularly and timely performed by PHC health team.
  • He/She supports and monitor coordination mechanisms specific to the PHC Health team, and ensures proper supervision of its implementation.
  • He/She follows up plans and organizes capacity building and training (organizational and medical support, methodology, organization of training sessions…)
Logistical and Administrative Support for Medical Program:
  • He/She monitors and addresses needs for medications, medical consumables and equipment to the PHC Manager, in line with available budgets; considering the time and logistical constraints of the mission, as well as the purchasing rules specific to the programs.
  • He/She contributes to the analysis of supplier of bids for purchases with highly technical specifications.
  • He/She participates when required in the preparation of calls for tender, as the case may be, in collaboration with the Logistics Coordinator and the procurement officer at Headquarters.
  • In coordination with the PHC Manager and PHC Clinic Head, he/she ensures, appropriate storage and use of medications, medical consumables or equipment.
  • In coordination with the Logistic department, he/she assists in logistical components of his/her program (delivery, distribution, on-site storage, etc).
  • On a monthly basis he/she provides the PHC Manager with information necessary for the development of cash flow estimates specific to his/her program(s).
Other Tasks:
  • When required, he/she represents the organization before local actors involved in the implementation of medical program, and contributes to good relations within project partners (consistent with the principles of neutrality and independence of PUI).
  • In agreement with the PHC Manager and Medical Coordinator, he/she attends coordination meetings on relevant medical matters when they take place, and participates actively.
  • In the event of visits from Donors, he/she participates actively in the preparation and the smooth organization of the visit.
  • He/She ensures that members of his/her team and daily paid workers as the case may be, are provided with safety gear adapted to their activities (for example: PEP kits[post-exposure treatment kits], gloves…)
  • He/She ensures that project/s, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.
  • He/She participates in identifying health-related needs in coordination with the Field Coordinator and the PHC Manager.
Required Skills
  • Language skills: Fluent in English (speaking, reading & writing)
  • Good command in local languages
  • Education degree: Prefreabely MD Graduate or related medical degree
