Job Title: NFI Officer Location: Dikwa, Borno and Ngala, Borno Supervisory Responsibility: NFI Assistant Reports Directly To: Senior NFI officer Works Directly With: Food Distribution/NFI, WASH, Finance, Program and Operation Teams. Program / Department Summary
  • With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-affected population in Borno.
  • In response to the ongoing crisis, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, and Jere Local Government Areas in Borno State to address emergency needs.
General Position Summary
  • The NFI Officer is responsible in managing all NFI activities and to conducts comprehensive sectoral needs assessments in liaison with other relevant team members such as protection advisor, community relief committee and WaSH team.
  • He/she will be involve and assist to develop all technical components and planning to manage Safer distribution of NFI kits, WASH activities,  Preparation of BoQ and Estimates, Planning, Technical Details, improve development techniques for acceptable and qualitative NFIs.
Essential Job Functions
  • Carrying out NFI needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns.
  • Developments of NFI strategies which are framed by Mercy Corps’ Global Strategy for NFI and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
  • Provide clear guidance on standards for NFIs, including minimum emergency standards to meet basic and essential needs as well as guidance for phased improvement of shelter conditions that will be necessary as the duration of the displacement prolongs.
  • Compiling, analyzing and mapping available information on shelter options in country taking into account relevant policies adopted by the Government and NFI/WASH/CCCM cluster. When planning NFI avtivities, ensuring that the technical component reflects Sphere minimum standards for the provision of emergency and other types of NFI assistance and is within the budgetary requirements. Due  consideration should be given to standards in other relevant sectors such as water, sanitation and hygiene.
  • Ensuring the NFI strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable and affordable solutions. This process should be done in close collaboration with the NFI/CCCM/WASH Cluster, beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their community of origin.
  • Ensuring that specifications, bills of quantities are produced in a technically sound and standardized manner. Establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe.
  • Ensure that local communities and community relief committee have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
  •  Monitor all NFI and infrastructure activities
  • When identifying beneficiaries, ensure that the needs of the most vulnerable population of concern (POC) and host families are addressed. Mercy Corps’ vulnerability indicators should be applied in a participatory manner during the beneficiary selection.
  • When planning NFI activities, ensure that the technical component reflects Sphere minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Standards for other sectors such as water and sanitation should be taken into consideration also.
  • The position requires regular contact with program, protection and field staff in country in order to ensure technical support related to nfis and other team activities.
  • Close and regular contact with NFI/CCCM/WASH Cluster and Government Authorities, is essential to discuss matters relating to NFI coordination and provision.
Knowledge And Experience
  • BA/S or higher in Health Education, Sciences and other science related fields.
  • 3-4+ years in NFI sector
  • Experience in NFIs in humanitarian context etc.
  • Fluency in both verbal and written English highly preferred. Fluency in Kanuri is required
  • Multi-tasking, coordination, organization, prioritization skills essential. Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing
  • Highly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word.
  • Ability to work independently and cooperatively with team members required. Ability to work under pressure
  • Strong interpersonal, intercultural and communication skills
Success Factors
  • The successful candidate will combine curiosity and strong technical skills, experience in NFI programs, and a want-to-do attitude. S/he will be an effective communicator, with dedication towards community work, commitment to work long hours in the field conditions with limited access to resources.
  • S/He will be highly motivated, with initiative and capable to work with limited direct supervision. Ideally s/he will have previous experience in working in large-scale emergency programs in insecure and conflict-affected contexts, including remote management and capacity development.

Job Title: Procurement Intern Location: Abuja General Position Summary
  • The Procurement Intern will be based in Abuja and will provide day-to-day support to the Operations in Abuja under the direct supervision of the Procurement Officer based in Abuja.
  • The successful candidate will undertake Procurement duties working in close collaborations with other operations team members as well Programs.
Essential Job Responsibilities
  • Support in the daily coordination of MC procurement activities;
  • Assists staff as needed on creating clear and understandable purchase requests and other documentation;
  • Assist in the Collection of  quotations and bids from the market for PR’s as assigned by supervisor  - as per Mercy Corps standards and formats;
  • Interact with vendors during collection of quotations - explain Mercy Corps formats and ensure that vendors will use the provided forms.
  • Provide equal opportunity for vendors/suppliers to make price and specification quotations.
  • Guarantee the confidentiality of all specification and price quotations made by vendors/suppliers.
  • Interact with contractors, in coordination with the Procurement Officer;
  • Assist in the preparation of required documentation
  • Assists the P&L management and office staff with procurement activities, as required;
  • Assists P&L management with asset management .
  • The Procurement Intern will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Knowledge and Experience
  • A B.Sc or HND in Business related field is essential
  • A demonstrated ability to multitask and process information into action in a timely manner

Job Title: ICT Intern Location: Abuja General Position Summary
  • The ICT Intern will be based in Abuja and will work under the direct supervision of the ICT Systems Administrator to support operations process of MC Nigeria.
  • The successful candidate will undertake ICT systems administration duties working in close collaborations with other operations team members as well as Programs.
Essential Job Responsibilities
  • Interface with vendors on goods and service deliveries.
  • Attend to minor computer/network connectivity issues.
  • Register and update the Asset register regularly.
  • Update the computer maintenance log book as needed.
  • Make purchase enquiries and assist in procuring ICT equipment.
  • Prepare Payment requests.
  • Conduct self in a professional manner
  • Assist in web application design and development
  • Other duties as may be assigned
Knowledge and Experience
  • A B.Sc or HND in Information and Communication Technology related field is essential
  • A demonstrated ability to setup and manage a computer network system
  • Ability to troubleshoot and repair basic computer issues
  • Ability to develop web applications using PHP and MySQL is an added advantage

Job Title: Senior Grants and Compliance Officer Location: Roaming - Northeast Nigeria Program / Department Summary
  • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.
  • In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary
  • Working in the Finance Department under the direction of the Field Finance Manager, the Roaming Senior Grants and Compliance Officer will assist the Northeast Program is adhering to the compliance procedures.
Essential Job Responsibilities Team Management:
  • Create a sustainable work environment of mutual respect that attracts motivated, skilled and effective team members and enables them individually and collectively to strive to achieve excellence.
  • Contribute to field office team-building efforts; build constructive internal relationships; help team members identify problem solving options and ensure integration of all team members into relevant decision-making processes.
  • Support the finance team to develop their technical finance skills through routine coaching and guidance.
Compliance:
  • Assist the Field Finance Manager to enhance the efficient of existing control system and ensure any identified compliance gap is corrected.
  • Assist Field Finance Manager in conducting monthly financial review for Northeast program and follow up with other departments for any corrective actions required.
  • Set up and maintain filing systems of all protocols and important documents for the project.
  • Assist in monitor and follow up with any compliance issue when arising.
  • Track and ensure all compliance documents such handover note, distribution list, and attendance sheet is collected and verified.
  • Conduct technical review for the project side
  • Work closely with the Field Finance Manager and other department to ensure the Standard Operating Procedures for voucher redemption followed properly.
  • Release and track voucher cards.
  • Ensure distribution lists for un-conditional cash transfers and cash grants are verified, reconciled and archived properly.
  • Conduct compliance orientation trainings for voucher vendors.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded
  • Assist in the training and support staff in the field office including answering daily questions, training new hires, making field visits, etc.
  • Assist the Finance Manager in responding to audit inquiries at the field level
  • Conduct monitoring plan to lessen financial and compliance risks at beneficiary sites
Finance:
  • Prepare bank reconciliation on monthly basis.
  • Prepare journal entries to the navigator.
  • Assist in the month end accounting close process for Northeast program, ensuring the accuracy and completeness of the ledger, navigator and all supporting documentation.
  • Coordinate the preparation and ensure the on-time submission of the monthly reporting package to the main office.
Others:
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
  • Other duties as assigned.
Knowledge and Experience
  • Four or more years of compliance finance experience is required.
  • A University degree in Finance, Accounting or equivalent is required.
  • Two years’ experience in the Finance Department of an international NGO is preferred.
  • Demonstrated competency with computerized general ledger software
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills
