SIF acts wherever humanitarian and social needs require mobilization of emergency relief and/or implementation of development programs. Secours Islamique France (SIF) is recruiting to fill the positions below:   Job Title: Nutrition Assistant Location: Ngala, Borno State, Nigeria Expected starting date: ASAP Overview

  • Under the supervision of the Nutrition Project Officer, the incumbent will be part of the team implementing Blanket supplementary feeding (BSF) activities at community level, and referral of SAM and MAM cases to UNICEF and MSF OTP side at Ngala and Gamboru.
  • S/he will also be required to work closely and cooperatively with other SIF units including Finance and Logistics to ensure the success of projects while maintaining full compliance with established policies and procedures.
Specific Objectives:
  • Provides supportive supervision to the Nutrition Field workers in the cause of MUAC screening and referring to the nearest OTP site.
  • Follow up with the OTP site and ensures proper attention given to the child
  • Prepares weekly and monthly reports to the nutrition team
  • Ensures protection mainstreaming at the cause of blanket supplementary feeding program
  • Coordinate with LGA teams to support Community Volunteers to carry out joint community mobilization activities around nutrition.
  • Assist in monthly BSFP and PLW distributions.
Other:
  • Fulfill any other duties requested and/or needed by the Nutrition Officer, Distribution Supervisor or Base Manager.
Academic Qualifications
  • Bachelors University Degree, Diploma or certificate in Nursing is plus.
  • Minimum 1 year of relevant work INGO experience preferably in nutrition and health programming.
  • Good knowledge of the intervention area/s and local economy.
  • Experience in the Nutrition and social approach - Blanket supplementary feeding and targeted feeding In collaboration with LGA teams, plan sensitization activities for targeted communities with focus on traditional leaders and other key stakeholders

    Job Title: Base Admin and Finance Personnel Location: Ngala, Borno Duration of contract: 3 Months with possibility of extension Expected starting date: ASAP Line Management: Report technically to the Admin Coordinator Accountancy and Financial Management
  • Daily update of the accountancy according to the project activities and Finance and Administration needs;
  • Double check of records, according to SIF procedures;
  • Verify that all the receipts/invoices are correctly filled and they are eligible for SIF accountancy (indicating: date, details of the supplier, clearly written the amount with the stamp PAID);
  • Ensure the respect of the procedures before all payments (validation form, etc)
  • Follow-up of all monthly payments(Salaries, Office and Phone rental, Vehicle rental, etc) at the base level
  • Process all validated payments and advances in respect of HQ threshold, record the transactions and information needed in the cashbook.
  • Archive all the relevant administrative and accountancy documentation in the proper way indicated by the Administrator and according to SIF procedures;
  • Compile field accountancy, Check all invoices and writings, Cross check the final excel file, match advances and group invoices, import the accounting in Saga.
  • Preparation of Monthly Closing Documents (Cash Inventory)
  • Ensure that original financial voucher documents dispatched from Base office to country office on weekly basis.
  • To maintain up-to date knowledge of and implement National Government requirements and regulations related to financial matters such as income tax, Sales Taxes social security, etc
  • Deduct Withholding Taxes and submitted to Government as per Government Rules.
  • Ensure the full confidentiality regarding financial and human resources information.
Cash Management:
  • Manage the cash box of base office, under the supervision of the Admin Coordinator. The Admin Coordinator and the Head of Mission have the right to verify randomly the cashbox balance;
  • Send Field Cash forecast on bi-monthly bases to country office.
HR Management:
  • Keep the HR records (Employee folders) of Ngala-based staff updated, under direction of the Admin Coordinator;
  • Keep track of leaves for the staff based in Ngala;
  • Keep record of Volunteers, Skilled and unskilled workers for Ngala Base Office.
  • Managing Human Resources documentation relating to recruitment, Leave Record, Attendance sheet etc.
  • Ensure the respect and application of all Human Resource procedures at the base level.
  • Work with country HR Department in preparation of Ngala Staff payroll and in Payment of Salaries (if required).
  • Transmission of Original HR Data and records to Country Office.
Administration:
  • Ensure the respect and implementation of SIF Administrative procedures.
  • Prepare and monitor contracts, calculate withholding tax.
Academic Qualifications
  • Master’s or Bachelor’s degree in Accounting, or Finance.
  • Advanced Diploma in Accounting from College/Institutions preferred
  • Minimum of 3 years of experience in a similar Finance role
  • Ability to liaise with local authorities, INGO’s and other agencies

    Job Title: Distribution Officer Location: Ngala, Borno Expected Start Date: ASAP Overview
  • Under the direct supervision of the Distribution Supervisor, the SIF Distribution Officer will participate in all activities related to distribution projects in Ngala.
  • More specifically, s/he will be in charge of data collection, beneficiary registration, and distribution of voucher cards.
  • S/he will also be required to work closely and cooperatively with other SIF units, including Finance and Logistics, to ensure that the projects are successfully implemented while maintaining full compliance with established policies and procedures.
Responsibilities Programmes:
  • Organize the daily / weekly / monthly work plan of distribution activities, in coordination with the Distribution Supervisor and Base Manager;
  • Attend all distribution activities;
  • Ensure the identification, selection, and registration of beneficiaries, according to agreed vulnerability criteria;
  • Prepare and regularly verify beneficiary lists;
  • Creation and regular update of a beneficiary database;
  • Issue distribution cards/ vouchers to beneficiaries;Ensure that all complaints, conflicts, or issues related to the distribution, process are properly addressed, in collaboration with the volunteers, the community leaders, and the Distribution Supervisor;
  • Ensure beneficiaries are always respected and cared for during distribution activities;
  • Prioritize vulnerable cases during all distribution activities, and provide them with needful  support;
  • Orient any new external visitor (local authorities, donor, etc) in the area of intervention towards Distribution Supervisor;
  • Archive all the soft and hard documents relevant to the distribution process.
Logistics/ Security:
  • Ensure a proper stock management system with the storekeeper, and in collaboration with Distribution Supervisor and Base Logistics;
  • Regularly assess potential new locations for distributions, respecting SIF protocols;
  • Ensure a daily security check in collaboration with the distribution volunteers, and report all relevant information to the Distribution Officer.
  • Administration (finance and human resources)
  • Supervise and build the capacity of the distribution volunteers on a daily basis, with the elaboration of weekly work plan, and the provision of regular training/ guidance/ feedback;
  • Work closely with Admin Department, in collaboration with Distribution Supervisor, on timely validations for procurement, advances, and other payments regarding all activities
Monitoring & Reporting:
  • Continuously monitor ongoing distribution activities, and report on unmet needs and gaps to Distribution Supervisor;
  • Set up a community-based monitoring and evaluation mechanism, in collaboration with the distribution volunteers and the community leaders;
  • Conduct post-distribution monitoring in collaboration with the distribution volunteers, including door-to-door interviews and/ or focus group discussions with families benefiting from distributions;
  • Report back verbally and in written as often as needed (daily/ weekly) to Distribution Supervisor on the progress of distribution activities;
  • Provide field inputs to Distribution Supervisor for daily distribution reconciliation reports, for monthly quantitative and narrative reports (external and internal if needed), and for regular evaluation reports on the distribution process (achievements, challenges, lessons learnt, recommendations, etc).
Other:
  • Fulfill any other duties requested and/or needed by the Distribution Supervisor or Base Manager.
Academic Qualifications and Professional Experience
  • University degree, preferably related to social work;
  • Minimum 2 years of relevant INGO experience;
  • Experience in emergency contexts is a plus.

    Job Title: Distribution Supervisor Location: Ngala, Borno Expected starting date: ASAP Overview
  • Under the direct supervision of the Base Manager, the SIF Distribution Supervisor will be in charge of all distribution activities in Ngala, including programme implementation, staff capacity building, monitoring, and reporting.
  • S/he will also be required to work closely and cooperatively with other SIF units, including Finance and Logistics, to ensure that the projects are successfully implemented while maintaining full compliance with established policies and procedures.
Key Responsibilities Programmes:
  • Set up an efficient and secured distribution mechanism for food items (FIs) and non-food items (NFIs);
  • Plan, implement, monitor, and evaluate the distribution process on a daily/ weekly/ monthly basis, in coordination with the Distribution Officer, the Base Manager and other stakeholders involved (NGOs, local authorities, community leaders, etc);
  • Set up emergency preparedness strategies for the distribution of FIs and NFIs;
  • Verify regularly beneficiaries’ databases, distribution cards, and distribution lists, in collaboration with Distribution Officer and Nutrition Officer;
  • Ensure the implementation of a community-based complaint and accountability mechanism for all distribution activities, in collaboration with Distribution Officer and Nutrition Officer;
  • Ensure the complementarity with the actions of the various stakeholders in the distribution of FIs and NFIs, as well as SIF representation in different forums when required (meetings with local authorities, NFI working groups, donor field visits, etc);
  • Archive all the soft and hard documents relevant to the distribution process.
Logistics/ Security:
  • Follow up with the Base Logistics on the establishment of a warehouse, and of a proper stock management system;
  • Work closely with Logistic Department on the elaboration of timely procurement plans and purchase files regarding all distribution activities.
  • Ensure a daily security/ humanitarian check in collaboration with the Distribution Officer and the Nutrition Officer, and report all relevant information to the Programme Manager/ Base Manager.
Administration (finance and human resources):
  • Supervise and build the capacity of the Distribution Officer and Nutrition officer on a daily basis, with the elaboration of weekly work plan, the provision of regular training/ guidance/ feedback, and the organization of appraisals;
  • Provide the distribution staff (namely Distribution Officer, Nutrition Officer, and volunteers) with appropriate tools and techniques for the distribution of FIs and NFIs;

Monitoring & reporting:
  • Facilitate the qualitative and quantitative monitoring and evaluation of all distribution activities, in collaboration with the Program Manager/ Base Manager/ Programme Coordinator;
  • Report back verbally and in written as often as needed (daily/ weekly) to the Program Manager/ Base Manager/ Program Coordinator on the progress of distribution activities;
  • Provide daily distribution reconciliation reports to Distribution Supervisor;
