We are recruiting to fill the position below:     Job Title: Logistics Technical Lead Location: Nigeria Project Summary

  • In partnership with the Centers for Disease Control and Prevention (CDC), ICAP conducts Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries.
  • Each PHIA defines the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIA data.
Position Summary
  • Reporting to the PHIA Nigeria (NPHIA) Project Director, The Logistics Technical Lead will provide strategic planning and oversight of survey procurement, warehousing, and logistical and fleet management activities.
Major Accountabilities
  • Coordinate the procurement, importation, customs clearance activities and ensure the receipt of all project supplies in compliance with ICAP and Government of Nigeria procurement regulations.
  • Conduct audits of stock inventory records and ensure that systems are functioning and that all relevant records are regularly maintained and safeguarded
  • Develop and oversee the implementation of work plans to direct transportation activities of all teams conducting survey field implementation, regional supervision and supply chain distribution activities
  • Manage contracted fleet services and staff to ensure adherence to service level agreements
  • Ensure the timely release of project operational funds in collaboration with the finance department
  • Supervise all procurement, warehouse and fleet staff
  • Liaise directly with ICAP HQ and Regional Office, and implementing partner procurement and laboratory technical advisors
  • Oversee the implementation of stock control systems to ensure accurate inventory levels, compliance with manufacturer storage recommendations, and maintenance of sufficient inventory for survey completion.
  • Produce regular progress reports and statistics on a daily, weekly and monthly basis as required
  • Maintain standards of safety and security for all staff and goods
Education
  • Bachelor degree in Business Administration, Procurement and Supply Chain Management or related field.
Experience, Skills, and Qualifications:
  • Minimum 8 years combined professional experience in logistics, supply, operations/administration and warehouse management. Experience with health services and/or laboratory related procurement and with US Government funded projects preferred.
  • Strong analytical, communication, decision making and interpersonal skills.
  • Expert level knowledge of MS office packages.
  • Fluency in oral and written English.

Position Summary
  •  Under the supervision of the Project Director (PD), The HIV Technical Lead will provide HIV clinical and health systems expertise to guide the technical aspects of population-based survey activities of the PHIA Nigeria (NPHIA) project. The HIV Technical Lead will provide technical support to PEPFAR, Ministries of Health and other local partners in the design and implementation of the State-level population-based surveys in order to assess the impact of PEPFAR-supported HIV prevention, care and treatment programs.
Major Accountabilities
  • Ensure that all aspects of planning, developing, implementing and evaluating population-based surveys and HIV impact evaluations are consistent with national and international guidelines.
  • Coordinate the development of active linkage to clinical care for survey participants who are identified as HIV +.
  • Ensure that systems are in place to facilitate return of results to participants or health facilities, as indicated in the survey protocol.
  • Serve as the technical link with and liaison to CDC, Ministries of Health and other collaborating local partners to generate evaluation protocols, informed consent forms, Standard Operating Procedures, work plans, corresponding budgets, training programs, evaluation plans;
  • Participate as a technical lead in monthly and quarterly project planning and evaluation meetings with corresponding CDC staff and local partners, as appropriate;
  • Lead and/or assist the PI, CDC staff, and local collaborators in the generation and presentation of project reports, publications and presentations;
  • Perform other duties as assigned
Education
  • MD or PhD (or equivalent) Degree in Public Health, Medicine, Epidemiology or related field.
Preferred Qualification and Skills:
  • Eight (8) years of experience working on public health projects either in the headquarters of an international organization or in resource-limited settings in the field of HIV care and treatment for adults or children
  • Excellent communication, writing and quantitative skills including the development of measurable objectives, operational plans and measurable indicators/targets for public health programs and projects.
  • Demonstrated experience establishing, growing and maintaining effective working relationships with donors, implementing partners and other stakeholders;
  • Demonstrated experience in working in project-based environments requiring the management of multiple and often overlapping priorities and deadlines.
  • Minimum five (5) years of experience in the design, delivery and evaluation of HIV programming or population-based impact assessments; preferably in Nigeria
  • Demonstrated experience designing and conducting health system interventions including linking community and health services.
  • Experience working singly with a minimum of supervision and also working in a team-based environment functioning as part of a technical assistance team;
  • Fluency in English (speaking, reading and writing).

Position Summary
  • Reporting to the Project Director, the Procurement Technical Lead will oversee the PHIA Nigeria (NPHIA) project’s supply chain activities including logistical management of contract manufacturers, product distribution including product inventories, logistics and transportation.
  • In addition, he/she will manage procedures relating to custom clearance, warehousing, and transport to sites.
  • The Procurement Technical Lead will work closely with the ICAP NY Procurement team and Grants team as well as the Columbia University Purchasing Department.
  • The procurement portfolio will consist primarily of laboratory equipment, consumables and reagents, and vehicles. This person will create and execute detailed supply chain launch plans and to execute procurement plans from forecasts.
Major Accountabilities
  • Direct, manage and implement activities related to forecasting, planning, purchasing;
  • Develop, implement, audit and maintain policies and procedures to ensure materials are available to support survey activities
  • Ensure all actions are conducted in accordance with CDC, ICAP, Government of Nigeria and local implementing partner policies
  • Lead strategy in determining solutions to complex supply issues
  • Write Standard Operating Procedures and other work instructions that may be required to operate the responsible areas. Responsible for import/export declarations as well as labelling, packaging compliance.
  • Perform other related duties as directed
  • Direct purchase of materials to support survey plans and supplies related to survey activities and ensure that survey areas and equipment are prepared for scheduled delivery
  • Evaluate work in progress and makes real-time decisions concerning actions to be taken in response to unexpected purchasing events
Education
  • Bachelor’s degree in Supply Chain Management, Business, Production Operations, Engineering or a related field required. Master’s degree in relevant discipline is highly desirable.
Experience, Skills, and Qualifications:
  • At least five years of experience in a managerial position in the management of logistics, procurements, and/or supply chain, with proven capacity in managing and supervising a diverse team of technical and support staff
  • Demonstrated extensive abilities and success in roles managing the supply chain process in three or more of the following skill sets, as well as a specialty in pharmaceutical and biologics supply chain and operations:
    • Operational excellence, including operations strategy development, implementation, and due diligence
    • Strategic sourcing
    • Distribution and logistics
    • Supply chain planning
    • Process review, redesign and implementation
    • Clinical supply chain planning
    • Inventory management
  • Demonstrated competence working within CDC or similar regulations and procedures
  • Proven experience in establishing working relationships and collaborating with USG, other bilateral, and/or multilateral donor agencies, and Nigerian government
  • Fluent English oral and written communication skills; demonstrated ability to interact professionally in English
