Oxfam Nigeria Job for an Emergency Food Security & Vulnerable Livelihoods National Team Leader

  • To work with others to overcome poverty and suffering.
Team Purpose:
  • Ensure implementation of emergency food security activities, and contribute to livelihoods protection and recovery of the population in Adamawa/Gwoza/Damboa affected by the LCB Crisis.
Job Purpose
  • To work with the EFSVL Program Officers and assistants in the technical oversight and management of EFSVL activities encompassing cash transfers, agriculture, micro-enterprise, livestock, protection, and advocacy components across the target areas.
  • The role is also to support and lead the scale up and maintain the EFSVL program pace in the operation area by ensuring quality and standard of accountability in EFSVL, as well as build the capacity of officers and assistants and ensure timely submission of project reports and Sitreps. Monitor the extent to which the programme is meeting its objectives and participate in the formulation of sustainable recovery strategies aimed at supporting vulnerable families i.e. women, youth, female-headed households, family members with severe disabilities and older persons among others.
Key Responsibilities
  • To lead the implementation of EFSVL programme components in areas where Oxfam is responding to a humanitarian crisis, in line with Oxfam policy and agreed standards (as per approved project plans). This includes undertaking rapid needs assessments, scoping, designing, implementing and monitoring the EFSVL programme.
  • Play a strong leadership role within the EFSVL team in area of response, managing an EFSVL team and working closely with Partner staff, where applicable. This includes:
  • Ensuring the EFSVL team are working closely and proactively with the MEAL, logistics and finance teams and adhering to required procedures in implementing program activities on a timely, transparent and accountable manner.
  • To gather and manage program information effectively, ensuring accurate, easily accessible records maintenance and filing by programme team members.
  • In collaboration with the MEAL team, to monitor the impact of our work on the target beneficiaries, report on output indicators of all aspect of our work and also agree on strategy within the programme for monitoring.
  • To coordinate with other agencies, particularly those undertaking EFSVL programmes including Food Distributions, UTC, CFW, Vouchers, livelihood protection and promotion activities including agricultural and livestock support.
  • To represent Oxfam in area cluster meetings and in meetings with government or other NGOs.
  • To prepare situation reports and other project progress reports as required.
  • To take on any roles assigned as agreed with the PM and EFSVL Coordinator, in line with Oxfam Goals.
  • Actively take lead in community targeting and registration of beneficiaries.
  • Managing, supporting, coordinating and appraising EFSVL staff appropriately, effectively and according to policy and procedures to increase understanding and build capacity on livelihoods and food security issues within the team and with partners where necessary.
  • To work with teams to develop clear, realistic and achievable work plans for EFSVL interventions.
  • To contribute to Concept Notes and draft proposals for funding as required.
  • To provide timely the information for the Sitreps, prepare the EFSVL sections of interim and other reports (e.g.: Interim, final, Weekly Market Monitoring, etc.)
  • To continuously scan/assess the context, and adapt the programme and team composition as required by the context, security aspect always prioritized.
  • To encourage mainstreaming of Gender and Protection into livelihoods early recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/awareness raising activities and incorporating gender data in program monitoring and design.

Skills and Competences
  • A Bachelor’s degree in relevant field of food security and livelihoods (Agriculture Economics, business administration, Community development, social sciences etc.)
  • Minimum of at least four (3) years in relief and /or development work with INGO / NGO/ or
  • Government, and knowledge and experience of work in EFSL interventions, including market based and cash transfer programmes (vouchers included), Experience of in kind food or other items distributions;
  • Proven experience in designing, implementing and monitoring UTC, CfW and Voucher programmes This includes designing all necessary formats and training staff in the implementing CTP.
  • Proven experience in post distribution monitoring and price monitoring.
  • Proven experience in market assessment and analysis.
  • Experience and knowledge of Livelihood asset protection and recovery activities in emergency and post-emergency situations.
  • Good community participation skills - PRA and other methodologies, good negotiating capacities.
  • Already worked in conflict zone and complex crisis areas, difficult rural locations, able to work and deliver under stress;
  • Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning.
  • Financial monitoring skills
  • Proven computer competence and conversant with data management (spreadsheets);
  • Ability to work effectively in a culturally diverse organisation.
  • Good understanding of Resilience approaches.
  • Strong leadership and management skills and ability to work and build a good team and team spirit. Strong mentoring and capacity building skills. Ability to work autonomously with minimum supervision.
  • Ability to be flexible, adaptive and responsive to a continuously changing environment.
  • Strong analytical and conceptual skills.
  • Strong commitment to social justice, promoting gender awareness and equality.
  • Good communicator in English - both written and oral as well as a good listener.
Desirable:
  • Knowledge of NGO programming in emergencies
  • Knowledge or experience of Oxfam's cash programme work
  • Fluency in written and English
