Sightsavers is recruiting to fill the following vacant positions below:   Job Title: Programme Officer – mHealth (15 month fixed term contract) Office location: Nigeria, Kaduna Salary: Local T’s & C’s apply Under the Supervision of the Senior Neglected Tropical Diseases (NTD’s) Programme Manager, the Programme Officer will provide support for mHealth, NTD monitoring, surveillance, operations research activities across funded Sightsavers Nigeria Country programmes. The post-holder will also support the implementation of routine surveys and assessments like treatment coverage surveys, impact assessment, Data Quality Assessment making use of standardized databases and tools, and will assist in the operational research to test new data tools. Key responsibilities;

  • To provide direct assistance on the use of the integrated NTD database, WHO supported information systems, and other global tools for the timely collection, management, analysis, and reporting of high quality data.
  • Assist in providing capacity building, data collection, NTD mapping, data quality assessments, treatment coverage surveys, assessment of disease transmission and evaluation of NTD programme impact
  • Help with operational research endeavours, documentation and evidence to guide innovative approaches to NTD programme interventions in collaboration with external partners and Sightsavers
  • Assist in training and support (at any level) to NTD programs rolling out the MDA monitoring tool, always using Sightsavers’ best practices and working in conjunction with relevant partners
  • Support the Senior NTD Manager and assist with Assist as needed on operational research to understand the best design and implementation strategies and when applicable
The ideal candidate will have a degree in public health, Epidemiology and Statistics, or other related field. Experience in monitoring and evaluation of health programmes and designing and programming of mHealth surveys and applications. A background in data analysis using Stata, SPSS, Epiinfo and other Statistical Packages will be an advantage, as will pervious use of raphic Information Systems (ArcGIS, QGIS).     Job Title: Programme Officer - Eye Health (2 year fixed term contract) Office location: Nigeria, Kaduna Salary: Local T’s & C’s The Programme Officer (Eye Health) is responsible for programmatic implementation of the Eye Health programme in Nigeria focussing initially on Childhood Blindness in Kaduna, Sokoto and Zamfara States. This responsibility will also include a new Nigeria eye health programme which will cover a number of states. The successful candidate will work closely with the Senior Programme Manager (Eye Health) to manage relationship with various partners – federal and states’ Ministries of Health and tertiary institutions, identify areas for project growth and assist in identifying and developing new initiatives. Role responsibilities; Programme Management
  • · Support all Sightsavers supported eye health initiatives through by providing effective management, coordination, and technical advice
  • · Coordinate contract implementation by the partners and ensure adherence to work plans and budgets
  • · Coordinate the preparation of quarterly and annual reports

  • · Support the partner teams and collaborate with relevant governmental, non-governmental agencies and stakeholders where necessary
Monitoring and Evaluation
  • · Support the Snr Programme manager in monitoring programme implementation in the states and reviewing the evidence provided by partners for the delivery of targets
  • · Responsible for guiding the overall Monitoring and Evaluation (M&E) strategy, managing the interventions and use of M&E methodology to meet proposed goals.
Representation and Networking
  • Represent the Snr Programme manager (Eye Health) on monitoring and evaluation issues and ensuring all project data is updated and shared with relevant agencies
The ideal candidate will possess a degree in Public Health, Sciences or related disciplines (postgraduate degree will be an advantage), a minimum of 5 years programme/project management, ideally with an INGO. Experience of strategic programme development, technical knowledge of eye health and an understanding of the health system in Nigeria will also be preferred.     Job Title:  Programme Manager (15 months fixed term contract) Job Description The Programme Manager is responsible for implementing programme(s) that are supported by The Queen Elizabeth Diamond Jubilee Trust project in Kebbi State and the DFID UNITED NTD project in Kaduna and Zamfara States. The role will also be responsible for overseeing the development, design, budget, monitoring and evaluation of the programmes. The post holder will in addition be able to identify and contribute to programme growth and development (scalability) in collaboration with partners and colleagues.   • Participate in strategic planning processes

Programme Management

Monitoring and Evaluation
  • Lead on supporting implementing partners in developing a system for monitoring and evaluating programme performance.
  • Provide direction and support to assist country research teams
Advocacy and Strategic Alliances
  • Build and maintain meaningful working relationships with a variety of partners and other stakeholders
  • Ensure programme information flow is maintained across the Sightsavers’ country teams and directorates, the Ministries of Health and other key partners.
The ideal candidate will have a post graduate Degree in Public Health, Biological Sciences or related disciplines, have a minimum of 5 years of programme/ project management, ideally in an INGO environment, and significant experience of strategic programme development. You will be expected to have technical knowledge on Trachoma and any other PCT NTD in Nigeria and experience of managing an integrated NTD programme in Africa.     Job Title:  NTD Technical Manager (15 month fixed term contract) Office location: Nigeria, Kaduna Salary: Local T’s & C’s apply The Technical Manager will provide technical support and oversee the management of the Queen Elizabeth Diamond Jubilee Trust (QEDJT) supported Trichiasis surgery within the DFID supported Integrated NTD project. This resource will work closely with the NTD Coordination Programme Director and implementing partners to ensure the delivery of the programme targets and monitoring of programme activities and work with the state teams to ensure quality assurance. Key responsibilities; Programme Management

  • To support coordination of the implementation of Trichiasis surgery plans and ensuring adherence to work plans and budgets
Monitoring, Evaluation and Reporting
  • Monitoring the implementation of the TT surgeries in Kano, Kaduna, Katsina, Niger, Zamfara and Yobe States
  • Support the in monitoring and supervision of Trichiasis surgeries and clearing TT backlogs and adherence to preferred practices.
  • Ensuring the use of monitoring tools developed for Trichiasis surgery in the states.
  • Reviewing the evidence provided by partners for the delivery of milestones for payment.
  • Monitoring the surgical quality, patient satisfaction, and data quality during the 3-6 month period following Trichiasis surgery.
  • Responsible for guiding the overall trichiasis M&E strategy
  • Lead the process of defining Key Performance Indicators (KPIs) for monitoring project performance, and contribute to evaluation design and learning processes
The ideal candidate will have a post graduate Degree in Eye Health, Public Health, Biological Sciences or related disciplines, have a minimum of 5-6 years of working experience, ideally in an INGO setting. Technical knowledge of one or more of the five PCT NTDs and experience managing an integrated NTD programme in Nigeria.     Job Title:  Finance & Support Services Officer – Eye Health (2 year fixed term contract)

They will provide support to the country office through managing logistics of procurement of supplies, delivering or overseeing administrative functions, work collaboratively with programme teams to support and strengthen the financial management.Other duties involve supporting programme teams, working with the Finance and Support Services Manager, programme monitoring, internal and external audit support and financial management, reporting and planning.The ideal candidate will have;

    Job Title:  Finance & Risk Officer (15 month fixed term contract)
Office location: Nigeria, Kaduna Salary: Local T’s & C’s apply The Finance & Risk Officer will be a member of The Queen Elizabeth Diamond Jubilee Trust coordinating team in NCO will report to the Finance and Risk Manager. He/she will be responsible to support with in-country financial oversight, maintaining consolidated programme accounts, cash flow management, payment processes and ensuring that the risk mitigation strategy is applied throughout The Trust supported project in Nigeria.This positon will work closely with the Finance and Risk Manager, the Director of the Coordinating Unit and implementing partners to ensure the financial principles of the contract are complied with and that proper accounting records are maintained for reporting to The Trust.Responsibilities: Financial Management

    Job Title:  Programme Officer – Trachoma x4 (15 month fixed term contract)
Office location: Kaduna x2 and Sokoto x2 Salary: Local T’s & C’s apply The Queen Elizabeth Diamond Jubilee Trust (QEDJT) is expanding its support to the trachoma elimination programme in Nigeria. This includes support to Trachomatous Trichiasis Surgeries (TT Surgery) and mass administration medicines as well as other initiatives in the national trachoma elimination programme. The Trust is expected to directly cover over 80 Local Government Areas and with the Federal Ministry of Health taking the lead on delivering this and preparing the dossier for trachoma elimination in Nigeria.The successful candidate will coordinate and support the oversight of the quality assurance of Trichiasis surgeries in the Sightsavers supported states and adherence to preferred practice for Trichiasis.Role responsibilities; Programme Management
  • Support the Senior Programme Manager in the overall coordination and distribution of Trichiasis towards the elimination of trachoma in Nigeria
  • Participates in state micro planning for Trichiasis surgeries
  • Support implementation and coordination of Trichiasis surgery and ensure adherence to work plans and budgets
  • Support the state and LGAs programme teams to identify and develop innovative approaches for the implementation of Trichiasis surgery to ensure delivery of targets

Monitoring, Evaluation and Reporting · Support the Senior Programme Manager in monitoring and supervision of Trichiasis surgeries and clearing TT backlogs and adherence to preferred practices.
  • Conduct monthly programme site visits
  • Responsible for guiding the overall Trichiasis Monitoring and Evaluation (M & E) strategy, managing the interventions and use of M & E methodology/approaches to meet proposed goals.
· Collate and review all Trichiasis surgery data from the states and report to all relevant partners and stakeholders.
  • Support in monitoring of surgical quality, patient satisfaction, and data quality
  • Work closely with all partners to ensure proper inventory of all supplies
· Prepare Monthly, Quarterly, annual and donor required reports for submission. · Assist in completing the dossier for the elimination of trachoma in Nigeria The ideal applicant will be a Mid-level Ophthalmic Nurse with at least three to five years’ experience on Trichiasis surgery, and experience in community eye health would be an added advantage. You must have a demonstrated record of accomplishment in developing and managing public health programmes and have a background in monitoring and evaluation. A minimum of 5 years working with an INGO will be beneficial.   • Assist the state programme teams to identify opportunities for operational research.
  • Work in close collaboration with research partners to conduct research on relevant research topics and disseminate findings to improve programme performance.
Entry requirements;
  • Post graduate Degree in Public Health, Biological Sciences or related disciplines.
  • Minimum of 5 years of working experience, ideally in an INGO setting.
  • Technical knowledge of one or more of the five PCT NTDs.
  • Experience in managing an integrated NTD programme in Nigeria.
  • A demonstrated record of accomplishment in developing and managing public health programmes.
