  • The objective of the post is to coordinate WHO data management and M&E activities at the field level and provide evidence driven information for actions aimed at supporting the state/ to (a) ensure availability of quality, timely, and complete information that guides the health emergency information and Risk Assessment (b) monitor achievement of recommended performance indicators for EWARS and IDSR highlighted in the EWARS Guidelines and Nigeria's Integrated Disease Surveillance and Response (IDSR) strategy. c) provide evidences through the timely utilization of different data available and guide the program.
Description of Duties
  • The specific functions of the incumbent are:Establish, maintain and up-date databases pertaining to EWARS/ IDSR and HeRAMSPerform data harmonization, validation and cleaning on all data received.
  • Support the implementation of HeRAMS and work closely with M&E officers in the provision of monthly feedback on M&E6. Produce monthly and quarterly analysis feedback from data to enhance decision making at relevant levels
  • Support data presentation, analysis and interpretation.
  • Create and secure back-up copies of data Provide technical data management support to the LGAs. Conduct data management training to build the capacity of officers.
  • Provide regular feedback on data quality, timeliness and completeness for action.
  • Track and obtain missing or incomplete data/reports and provide feedback to relevant levels.
  • Perform other activities as required by the supervisor.
Educational Qualifications Essential:
  • Completion of university degree in Computer Science, Statistics, Data Management and related field; preferably supplemented by a certificate in GIS
Desirable:
  • Training in monitoring and evaluation
Experience Essential:
  • At least 2 years experience in data management and ICT in an international organization, NGO, government agencies or any other reputable organization
Skills:

  • The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations
Description of Duties The incumbent will perform some or all of the following duties:
  • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations.
  • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster's strategic response; analyse existing coordination mechanisms, designing and recommending improvements.
  • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable.
  • Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation.
  • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas.
  • Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning.
Position Description - Professional:
  • Coordinate meetings with all relevant partners and incident management team, producing and circulating minutes, related decisions and tracking the latter, and developing detailed “lessons learnt” reports, recommending improvement to current and future field operations.
  • Provide input to communications and information products (Sitreps, health cluster bulletins, outbreak bulletins etc.) as required
  • Ensure compliance with IASC principles and the Humanitarian Programme Cycle in delivering WHO's health response.
  • Perform any other related incident-specific duties, as required by the functional supervisor
Educational Qualifications Essential:
  • A University Degree in Public Health and/or health-related fields from an accredited/recognized institute.
Desirable:
  • Master's or Doctorate Degree in Public Health. Post graduate studies or specialized training in emergency response or disaster management in the context of public health.
  • Diploma in tropical medicine or diploma in disaster management
Experience Essential:
  • At least five years of relevant experience, at the national and international levels, in Public Health in emergencies response or health sector coordination, with emphasis on managing outbreaks and health emergencies and/or health consequences of emergencies and crises.
  • Experience in capacity building, developing and promoting collaborative partnerships.
Desirable:
  • Relevant work experience in WHO, other UN agencies, health cluster partners, recognized humanitarian organizations or relevant nongovernmental or humanitarian organizations.
  • Experience in capacity building programme planning/development, project management, monitoring and evaluation.
  • Experience with resource mobilization in emergency settings.
Skills:
  • In-depth knowledge of public health programmes with focus on prevention and control of NCDs and major risk factors, health system, and the Millennium Development Goals
  • Demonstrated knowledge and experience of operational management of health aspects/consequences of humanitarian crises and outbreaks in field settings.
  • Demonstrated skills in capacity building, proposal and report writing, knowledge of and experience with needs assessments in emergency settings, strategic information analysis and planning and ability to anticipate new trends in the field of public health and take actions accordingly.

Remuneration

  • To coordinate WHO technical, programmatic and managerial activities aimed at supporting the Government of Nigeria to (a) achieve and maintain very high population immunity against polioviruses through high quality SIAs and routine immunization (b) achieve recommended surveillance performance indicators for Acute Flaccid Paralysis (AFP), other Vaccine Preventable Diseases as well as other diseases of public health priority as highlighted in Nigeria's Integrated Disease Surveillance and Response (IDSR) strategy.
Description of Duties Under the overall technical guidance of the IVE Cluster Leader, the Cluster Coordinator will work under the day-to-day supervision of the WHO State Coordinator and the oversight of the Zonal Coordinator, and will perform the following functions: SIA Planning, Implementation and Monitoring:
  • Prepare high quality SIA High Risk Operational Plans (HROP) and monitor implementation of these plans, including through pre-implementation SIA dashboard.
  • Implement of micro-planning with attention to all components included in the 2013 NPEEP.
  • Implementation of high quality training of all cadres involved in SIAs including independent monitors
  • Supervise SIA implementation, daily review meetings in highest risk areas and timely submission of daily implementation SIA dashboard.
  • Ensure high quality Independent monitoring and timely use of data for appropriate action.
  • Monitor and document implementation of PEI accountability framework
  • Support review of each SIA using recommended data and tools (LQAs, EIM, Tally Sheet Analysis.... etc.) and prepare feedback to all key stake-holders.
AFP Surveillance Planning, implementation and monitoring:
  • Prepare AFP Surveillance work-plans for all LGAs in the cluster
  • Support active surveillance visits targeting major hospitals and priority sites.
  • Implement supportive supervision and capacity building for DSNOs, clinicians/health workers and community surveillance focal points (TBAs, traditional healers....).
  • Conduct monthly review of (a) implementation of AFP surveillance work-plans (b) AFP surveillance performance in all LGAs in the cluster.
  • Plan and implement of high quality investigation of any confirmed polio case
  • Support surveillance of other VPDs and priority diseases within the national IDSR Strategy
Routine Immunization planning and monitoring:
  • Ensure timely updating of Reaching Every Ward (REW) micro-plans of all LGAs in the cluster.
  • Conduct weekly monitoring of Routine Immunization sessions (fixed and outreach)
  • Conduct supportive supervision and training of Health workers in Routine Immunization.
  • Support activities aimed at improving Routine Immunization Data Quality, including DQS.
