  • Working under the overall supervision of the Chief of Mission and the direct supervision of the
  • Programme Coordinator (CCCM/Shelter Sector), the successful candidate will be responsible for the development and implementation of Information Management solutions including data management, analysis, visualization, reporting and information sharing through the sector coordination Unit.
Core Functions / Responsibilities
  • Supervise the Information Management Unit (IMU) to ensure provision of the Information Management (IM) support including data management, analysis, visualization and proper implementation of IM polices and alignment to ITC standards including quality control of data gathering and dissemination.
  • Support OCHA in cross-sector information management and analysis when necessary.
  • In close coordination with the Sector Coordinators and the information management team, develop information products for partners, donors and sectorial publications and ensure the dissemination and adaptation of information management tools that meet sector needs. Including sector-specific maps and graphics on a regular basis that aid forward planning as well as impact analysis.
  • Conduct preliminary analysis of data to facilitate and strengthen CCCM, Shelter and NFI areas of focus particularly to highlight information and assessment gaps and use the data for evidence based response and coordination.
  • Follow up with sector partners for the provision of timely, consistent and compatible data and information on shelter NFI and CCCM assessments, needs and assistance provided for operational analysis and decision-making.
  • Ensure timely dissemination of information to sector partners.
  • Design and implement technical aspects of IM solutions for the workflow and documentation management of the administrative and operational processes of the sector.
  • Review and recommend approval of appropriate technical specifications of all IM implementation and related support services to meet IM standard and end user’s needs.
  • Train and support field works related to survey and assessment; database assistants in the use, maintenance and support of database system.
  • Promote use of and training on the use of reporting tools among shelter assistance providers, sector partners and other stakeholders.
  • Assist in the development and enhancement of the integrated methodology for data collection and information packaging as required and needed.
  • Develop simple, user-friendly shelter/NFI and CCCM assistance reporting formats in consultation with the local authorities, providers of shelter assistance and other key stakeholders; these reporting formats should include provision for gender and age disaggregation of data and reporting on more vulnerable groups.
  • Promote the use of inter-operable technologies among sector partners.
  • Provide information outputs in the local language wherever feasible.
  • Ensure adequate monitoring mechanisms are in place to review impact of the Sector and progress against implementation plans and humanitarian response plan.
  • Support and enforce data confidentiality guidelines adopted by the Sector to protect sensitive data.
  • Perform such other duties as may be assigned.
Required Qualifications and Experience Education:
  • Master’s degree in Information Management Systems, Geo-informatics, Data Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
Experience:
  • Experience in Information Management for humanitarian or development activities;
  • Experience in designing and implementation of Information Management methodology and systems; selection of appropriate technology standards for IM;
  • Experience in quantitative and qualitative data analysis, visualization, mapping, document designing;
  • Experience in data base development/management, website development/content management are an advantage;
  • Extensive knowledge of humanitarian and development programming, information requirements are an advantage;
  • Experience and knowledge of Cluster coordination mechanisms and humanitarian coordination structure.

  • Under the overall supervision of the Chief of Mission and direct supervision of the Programme Manager for the Demobilization, Disassociation, Reintegration and Reconciliation (DDRR) initiative, the successful candidate will oversee, and report on, the development and implementation of Monitoring and Evaluation (M&E) activities, ensure the production of reports, data and analysis based on the M&E activities, and provide technical support to reporting requirements within the programme.
Core Functions / Responsibilities
  • Obtain a full understanding of Demobilization, Disassociation, Reintegration and Reconciliation programme (DDRR) as well as the work of the Office of Transition Initiatives (OTI), and become familiar with the Office of Transition Initiatives (OTI) Activity Database and other OTI proprietary tools, including OTI Anywhere.
  • Ensure standardized M&E and reporting tools are developed, particularly mechanisms required to carry out the three levels of “rolling analysis” - country, programme and project, and fully utilized in all the geographic areas of implementation.
  • Develop communication protocols and information-sharing tools, in coordination with programme management, field teams and programme partners, to facilitate improved information sharing between all programme participants and stakeholders. This is to include establishing a system for regular communication on grant implementation with relevant programme units.
  • In coordination with the DDRR Programme Manager, monitor ongoing activities of the programme, facilitate the exchange of monitoring information with external partners as necessary to maintain appropriate visibility with grant activities.
  • Oversee the collection of data and analysis (qualitative and quantitative) for drafting of reports and feedback.
  • Represent DDRR programming in M&E venues and related coordination meetings with humanitarian, security and development partner agencies.
  • Contribute various technical inputs for the development and implementation of programmatic systems that facilitate greater programme responsiveness and accountability to beneficiaries, and provide critical feedback to programme management.
  • Develop and organize regular trainings for programme staff, implementing partners and governmental agencies in order to:
    • Promote adherence to agreed standards of implementation;
    • Create greater awareness of reporting requirements;
    • Encourage widespread use of appropriate data collection methods; and
    • Gather feedback regarding the effectiveness of these methods.
  • Undertake regular travel to field locations and contribute to building the capacity of the programme’s M&E activities, including through the recruitment and training of experienced national staff in order to meet expanding programme needs; conduct and/or enable field visits using appropriate M&E tools to monitor the activities of sub-offices or project implementing partners.
  • Manage the M&E team effectively to ensure comprehensive and detailed reporting on grant-level project activities throughout all stages of implementation; undertake constructive evaluation and analysis of activities upon completion in order to directly feed back into new activity design.
  • Report on program status, impact and response to specific issues to a variety of audiences and through various formats.  Review reports from external monitoring actors and incorporate important information into senior management team briefings.  Organize frequent briefings for programme Senior Management to present lessons learned and inform revisions to regional strategies.
  • Draft evaluation reports at the project activity level regularly, disseminate these to relevant stakeholders and highlight any/all necessary follow-up actions. Develop broader reports at the programme and activity cluster level as required and in coordination with senior management.
  • Review M&E plans regularly and ensure their pertinence to programme goals and objectives and document monitoring and evaluation trends and activities on a geographic or thematic level.
  • Liaise with the donor regularly to share programme experiences and engage in cross-fertilization of ideas across implementing partners.
  • Prepare transversal analysis and snap-shot documents as needed.
  • Analyze and report on programming within the program strategy and donor’s requirements, respecting formats, deadlines and specific protocols.
  • Provide recommendations to the Program Manager, based on rolling analysis of and reporting on programming, options aimed at achieving maximum strategic program responsiveness and accountability to beneficiaries.
  • Coordinate within the IOM programme team to compile requisite monitoring documentation for each project activity in preparation for activity closure.
  • Supervise the preparation and review of all final grant and other evaluation reports drafted by the M&E team assistants. Serve as focal point for the submission of the final grant evaluation reports, allowing the closure of project and grant activities.

Required Qualifications and Experience Education:
  • Master's Degree in Development, Political, International Relations, Governance or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University Degree in the above fields with four years of relevant professional experience.
Experience:
  • Experience in community/development service provision or programming, M&E design or implementation, or both;
  • Experience in M&E in insecure environments;
  • Knowledge of USAID/OTI programming, specifically in terms of pace and methodology preferred;
  • At least two years of experience working in a complex crisis environment;
  • Knowledge and understanding of M&E design and tools;
  • Ability to adapt M&E tools to work effectively with local authorities, stakeholders and beneficiaries;
  • Strong reporting skills;
  • Familiarity with OTI reporting needs and the OTI Activity Database preferred;
  • Experience in DDRR Programmes is an asset.
Languages:
  • Fluency in English is required. Working knowledge of French and any local language is an advantage.

  • Working under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Manager (STRR - DDRR), and coordinating with the Programme Advisor at IOM HQ and the IOM Washington corner, specifically the IOM Global Coordinator for OTI Programmes, the successful candidate will participate as a member of the Senior Management Team for the OTI-funded Demobilization, Disassociation, Reintegration and Reconciliation (DDRR) initiative in Nigeria and be responsible for the day-to-day operations of the DDRR programme.
  • The Programme Officer will coordinate the various priorities and activities that emerge from the overall work of the DDRR programme in order to establish systems, commitments and support to the handling and reintegration of programme beneficiaries relating to Boko Haram / ISIS WA and the impacts of ongoing conflict.
Core Functions / Responsibilities
  • Provide wide-ranging technical support and supervision of distinct activities emerging from the development of the DDRR programme, and in particular the identification and framing of priorities and lines of support to the Government and partners relating principally to Pillars 1 and 2 of the IOM DDRR programme framework.
  • Provide overall framing and supervision of the financial, technical and administrative aspects of discrete activities to be supported within the overall framework of the DDRR programme, including the development of documentation for agreed activities, in line with IOM’s policies and procedures as well as donor requirements.
  • Provide supervision and oversight to the establishment of technical implementation teams for the development and implementation of high-impact activities which meet the objectives of the programme, including recruitment, administrative and logistics support to project staff and consultants in the field.
  • Maintain strong and close partnership with the OTI Field Corner, specifically the OTI Country Representative (CR) and Deputy Country Representative (DCR); support and provide advice on the identification of partners, stakeholders and key actors, technical consultants, and other programme implementers.
  • Working in coordination with the Programme Manager, establish and maintain strong partnerships with partners such as local and federal government authorities, local contractors, UN Agencies, international NGOs, donors, and other key stakeholders as relevant. Establish and maintain project coordination structures with all stakeholders.
  • Coordinate with the senior management team, including OTI, on concepts identified by program staff, and propose ‘Yellow Light’ activities as result of the dynamic and ongoing priorities established by governmental authorities and other partners in the programme, for review and approval.
  • Manage and coordinate with operations staff as appropriate for activity implementation to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the specifications of the approved activity.
  • Provide advice and guidance to the logistics, financial and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.
  • Manage and coordinate, as required, with the DDRR engineering team to ensure the technical quality of proposed, ongoing and concluding grant activities.

  • Prepare progress and other reports on activity implementation, ensure proper information exchange on all operational aspects of projects, and provide relevant inputs on project implementation.
  • Prepare and ensure the collection and submission of weekly bullets on the local political and security context, as well as the operational achievements and challenges to the Monitoring and Evaluation / Reporting Officer for inclusion in the periodic reports.
  • Share weekly progress and other reports, updates (programmatic, political, security) via both phone and email communications with the IOM DC corner, to ensure strong information exchange within the OTI 4-corners communications model.
  • Coordinate with the Monitoring and Evaluation / Reporting Officer and project assistants to develop, monitor, evaluate (M&E) and recommend performance measures for related DDRR activities, including contractors and grantees.
  • Coordinate closely with the Monitoring and Evaluation / Reporting Officer, the Public Information Officer and relevant counterparts, support the development of public information material and serve as an information focal point for the generation of stories, photos, and relevant materials to contribute to the development of strategic communications materials with other concerned stakeholders. Required Qualifications and Experience Education:
  • Master's Degree in International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

Experience:
  • Specific work experience with the United States Agency for International Development (USAID) programs an advantage, preferably with the Office of Transition Initiatives (OTI); Experience supporting assessments, program design, intra-governmental coordination, project management and oversight is highly desirable;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Effective resource management skills;
