  • Intimate Partner Violence (IPV) violates a woman’s human rights, threatens her physical and mental health and limits her educational and economic opportunities with repercussions for her family and community.
  • The link between women’s financial independence and gender-based violence has inspired programs aiming to empower women economically as a potential violence prevention strategy.
  • The Economic and Social Empowerment Officer will be based in Konduga with frequent visits within and outside Borno state as the Job demands. He/she is responsible for conducting assessment to identify communities and implement the economic and social empowerment (VSLA) and gender discussion group sessions.
  • This will include VSLA Participants and their male partners on various aspect of household and relationship dynamics, including household financial planning, communication, power dynamics, negotiation skills and decision making.
  • He/she should work in collaboration with IRC ERD sector to enhance coordination and service delivery to beneficiaries. He/she will work with ERD Sector to conduct training of trainers (TOT) in VSLA and gender group dialogue sessions.
  • He/she should do regular field visits and attends group meetings, Monitors and provide support where necessary.
  • He/she should play active role in building up community capacity to effectively run EA$E groups. This position reports directly to the WPE Senior Program Manager.
Specific Responsibilities The responsibilities of the EASE officer include but are not limited to the following: Programs:
  • Work with WPE Community mobilizers and ERD to conduct an assessment to identify communities for the establishment of EASE groups
  • Work alongside women and ERD to establish and train groups in VSLA, Gender discussions and business skills.
  • Conduct a TOT of staff and partners in VSLA, Gender discussions and business skills.
  • In collaboration with ERD and women groups design a group bye-laws and support groups to elect their executives.
  • Organize and facilitate a gender dialogue sessions with VSLA participants and their male partners.
  • Ensure to check records during VSLA meetings for accuracy and provide support where necessary and share data with M&E officer and senior program Manager.
  • Document and share challenges with ERD and WPE Senior program manager and design strategy to address challenges.
  • Provide any Village Savings and Loan Association information and security related to security focal point and WPE Program Manager in a timely manner for action.
  • Provide weekly report
  • Submit detailed monthly and weekly plans to senior program manager in a timely manner plans.

Education
  • Bachelor's degree in Business Administration, Social Work and Social Administration or related field
Skills and Experience:
  • Strong experience working with community groups
  • Great communication skills and ability to clearly and effectively convey complex concepts to populations with limited numeracy and literacy skills
  • Excellent training and mentoring skills
  • Familiarity with savings and credit schemes (VSLA methodology preferred)

Summary of Responsibilities
  • The GBV Community trainer assists the Program Manager/Coordinator with activities of the WPE program specifically in the spectrum of GBV prevention
  • The Prevention staff will performs training functions in the camps and host communities in Borno state. He/she will help design prevention activities that will improve on program quality. Will take the lead in planning and conducting Trainings on GBV and human rights issues and the monitoring and evaluation of training and sensitization activities.
  • The Prevention staff will take the lead in developing IEC materials that will improve on prevention and response of GBV, collates reports and statistics on trainings and sensitizations conducted in the field and submit to program Manager/Coordinator
  • She/he in collaboration with GBV Program Manager/Coordinator, provides technical assistance in relation to prevention activities and prepares standardized training modules.
  • The Prevention staff further helps to establish collaborative relationships with collaborating partners, local Partners, local authorities in particular the SEMA and NEMA, Police, medical personnel, all IRC Sectors , women groups, and youth’s groups, and ensures that trainings are developed to meet their needs and also work with GBV Actors for a coordinated referrals for GBV Survivors.
Key Duties and Responsibilities Training:
  • Take lead in all GBV training activities.
  • In collaboration with IRC Local partners, community mobilizer and case worker plan and conduct prevention activities including but not limited to awareness raising campaigns and community sensitizations.
  • Carryout a GBV training needs assessment for WPE staff, IRC sector staff, Partners, Women’s groups, community groups and other community stakeholders.

Planning, Collaboration and Coordination:

  • In collaboration with WPE community mobilizer, case worker and local partners, Conduct focus groups and keep detailed documentation about information gathered. Consider this information in planning and conducting animation, sensitizations and to design IEC materials.
  • Ensure that all work is done in accordance with established protocols and within ethical guidelines.
  • In collaboration community mobilizer, hold weekly meetings with Women’s group’s to discuss issues like women’s rights, decision-making and gender equality.
  • Promote women’s active participation in the leadership and decision-making of the community.
  • Liaise with IRC local partners, community leaders, government agencies and other appropriate agencies to build support and solicit cooperation and assistance to GBV activities.
  • In collaboration with community mobilizer, identify and mobilize communities and establish Engaging Men Through Accountable Practices (EMAP) for behavioral change and attitudes towards ending violence against women and girls
  • In collaboration with community mobilizer, establish, form and train Village Savings and Loan Association (VSLA) group members and also establish Group Discussion Series (DGS) with VSLA members and their spouses or representatives to discuss on household decision making process.
  • In collaboration with WPE Community mobilizer, Mothers’ groups, community groups, identify training needs and carryout trainings in a consistent and appropriate manner.
  • Communicate with the WPE Manager/Coordinator on progress, constraints, and training needs identified and any other matters pertaining to the operations of the GBV Program.
  • In collaboration with WPE Staff design an effective and appropriate training strategy, plan of action and project time line.
  • Meet with WPE Manager/coordinator on a weekly basis to coordinate work schedules.
  • Assist WPE Program Manager/Coordinator in strategic planning to ensure ongoing Programming.
Reporting:
  • Compile and summarize weekly and monthly statistics and narrative reports and submit to Program Manager in a timely manner.
  • Attend GBV monthly meetings and other IRC meetings as required by GBV Program Manager.
  • Properly file all reports on trainings and meetings conducted.
  • Communicate all obstacles/Problems to WPE Program Manager to discuss for further action to address the obstacles/problems.
Financial:

Monitoring:

Requirements
  • Must be a graduate from a reputable institution.
  • Must have working experience in GBV for at least 2 years.
  • Previous experience as a trainer, Prefer experience with participatory techniques.
  • Must be knowledgeable in using the computer, including word processing programs.
  • Must possess interest and commitment to human rights, gender, gender equality and gender mainstreaming.
  • Ability to lead, train, facilitate and motivate other WPE staff in their respective tasks in a professional, respectful and supportive manner.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
  • Must be fluent in Community Language written and spoken English. Fluency in Kanuri will be an added advantage

This component aims to facilitate a change in attitudes and behaviors that condone and perpetuate Gender-Based Violence: this involves encouraging men and women to reflectively examine gender roles and inequalities in order to support a safer environment for women and girls, and to facilitate gender-inclusive development in the community.
  • S/he will work with communities to develop and implement plans to improve the safety and security for all individuals in the community.
  • S/he will collaborate and coordinate with other partners to facilitate an effective multi-sectoral approach to addressing GBV.
Responsibilities Community Mobilization and Awareness Raising:
  • Design and participate in awareness raising activities aimed at promoting changes in attitudes and behaviors regarding gender, gender equality and GBV.
  • Identify strategies to promote active community participation in prevention and response interventions designed to address GBV.
  • Play a lead role in the formation of community groups for response and prevention activities.
  • Work with the WPE Trainer, Comprehensive Women Center, Case Worker to facilitate Trainings and sensitizations to community groups, local partners and Community Based Organizations on GBV issues.
  • Promote the involvement of men and youth in GBV activities.
  • Utilize participatory methodology and adult education techniques to assist communities in developing community-driven prevention and response plans.
  • Mobilize community to form ‘action groups’ for awareness raising and encourage greater self-reliance among women in the communities.

  • In collaboration with case worker ensure that women are engaged in psychosocial activities at the comprehensive women’s centers.
  • Plan and Implement SASA activities in the community
Planning, Collaboration and Coordination:
  • In collaboration with WPE Case Worker and Trainer, Women action groups and Youth Groups, identify training needs of community members and carryout trainings in a consistent and appropriate manner.
  • Plan and implement safety audit activity
  • Liaise with community leaders, government agencies, IRC sectors, Partners to organize training and capacity building activities.
  • Promote women’s active participation in the leadership and decision-making of the community.
  • In collaboration with Comprehensive Women Center (CWC) Officer, Senior Case Worker and community members conduct safety audits in the camps to identify potential security risks areas and develop strategies to address them.
Reporting and Monitoring:
  • Compile and summarize weekly statistics to M&E Officer for monitoring purpose.
  • Submit weekly narrative reports to WPE Program manager in a timely manner.
  • Communicate all obstacles/Problems to senior Case Worker and WPE Program Manager for further action.
  • Follow-up on psycho-social support activities and ensure that these activities are conducted appropriately and meet the needs of purpose for which they are intended.
  • Follow-up on trainings/sensitizations/meetings conducted to ensure implementation of plans
Financial:
  • In collaboration with other WPE Staff submit monthly activity cash projections for prevention activities in a timely Manner to program manager.

Summary Statement of Duties and Work
  • Under the leadership of the Senior WPE Manager, The WPE Psychosocial Officer will be based one of the three LGAs (Konduga, Gwoza or Monguno)
  • He/She will coordinates with WPE Case Workers in responding to the psychosocial needs of GBV survivors and support community sensitization effort that prevent and respond to all forms of GBV in Borno State
  • The Psychosocial Officer assesses and plans response mechanism that meet the needs of women and children who are affected by GBV.
Key Responsibilities The WPE Psychosocial Officer will be responsible for: Psychosocial Support:
  • Conduct initial psychosocial counselling with GBV survivors to assess survivors needs and treat survivors with respect, care and always maintain confidentiality
  • In collaboration with WPE Case workers, identify psychosocial needs of survivors and share information with senior WPE Manager so as to support survivors meet their needs
  • Work with WPE Case Workers to ensure that survivors’ cases are followed-up and survivors decisions and best interest are prioritized for effective service delivery
  • Work closely with GBVIMS Officer to capture survivors’ information in the database and use report to advocate for material and psychosocial support for survivors
  • In collaboration with WPE Case Workers, develop and revise work plan that includes list of items and budget needed to meet the psychosocial needs of GBV survivors
Mentoring:
  • Develop and conduct trainings and capacity building on Psychosocial service with partners and other sectors within IRC
  • Provide capacity building and technical support to team members to improve skills and capacity in the provision of psychosocial service delivery.
Planning and Coordination:
  • In collaboration with community outreach team, assist and support community mobilization and sensitization highlighting the importance of psychosocial support to survivors of GBV.
  • Plan and coordinate with GBV Case Workers at the various field sites and ensure survivors psychosocial needs are met
  • Coordinate with relevant partners and develop psychosocial strategies that meet different needs of survivors. Advocate with other partners on behalf of GBV survivors
  • Represent the IRC WPE in community meeting as required and maintain positive relationship with Community leaders, Local community structures and groups at various levels.
Other Duties:

Required Qualification and Experience
  • Bachelor's Degree in Counselling, Social Work/Social Sciences/Community Development or other related field preferred
  • Community mobilization and training experience with a reputable organization/civil society organizations
  • Clear understanding, including demonstrated positive attitudes on gender inequality, and issues surrounding violence against women and girls STRONGLY preferred.
  • Demonstrated knowledge and understanding of issues affecting women and girls, including gender based violence
  • Ability to maintain confidentiality and respect for clients at all times is essential.
  • Ability to lead, train, supervises, facilitate and motivate other GBV staff in their respective tasks in a professional, respectful and supportive manner.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.

Responsibilities
  • Provide regular supervision to case workers and make sure that staff correctly document cases using the Intake and Assessment form.
  • Make sure case workers follow the steps involved in case management, document the action plan and work with survivor to implement plan.
  • Follow-up with case workers to ensure developed plans are implemented.
  • Ensure case management steps are followed, referrals and documentation are happening in an appropriately and timely manner.
  • Attend GBV meetings as may be required.
  • Maintain files on all GBV documented cases and follow-ups in all operational areas.

Scope of Work

  • She/he will in collaboration with the WPE Senior Case Worker oversee provision of psychosocial /group support, skills building, information sessions and other recreational activities that promotes social support networks and cohesion with women and girls at the women and girls centres/safe spaces
Specific Responsibilities The responsibilities of the Case Worker include but are not limited to the following: Main Duties GBV Case Management:
  • Provide direct support and care for adult and child survivors of gender-based violence, including counseling and basic case management. Case management services will include:
  • Assessment of needs of clients
  • Developing an action plan with clients
  • Implementing the plan with clients
  • Provide physical accompaniment to GBV survivors if requested to access medical and other services according to their wishes, choices and decisions
  • Conduct direct and regular follow up of GBV survivors through home visits and based on survivors wishes and consent.
  • Case closure (if and when appropriate)
  • Conduct direct follow up of GBV survivors through home visits and regular follow up visits based on survivors’ wishes and consent.
  • Ensure proper documentation of reported GBV incidences through utilization of GBVIMS case intake, action, follow up and other case management forms appropriately.
  • Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services to women and girls.
  • Monitor how the GBV referral pathway is working through making direct follow ups with other organizations that are providing services to survivors.

Psychosocial/Group Support/Safe Spaces:
  • Conduct and help plan and organize psychosocial/ group support activities with women and adolescent girls to meet the emotional needs of survivors, build support networks among women/girls, and promote social integration of survivors and other vulnerable women.
  • Work with women and girls in the community to identify their needs, interests and priorities, and where possible, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women and girls.
  • Support in adolescent girls curriculum implementations
Outreach and Community Mobilization:
  • In collaboration with the WPE Assistant Community Mobilizers, conduct awareness raising activities on GBV and its health consequences, promoting available services to women and girls, and addressing the stigma preventing women and girls from accessing support and services with activities for female only group.
  • Identify and refer extremely vulnerable women and girls to access services and material support in accordance with their level of vulnerability and needs
  • Lead sessions to increase awareness on the consequences of GBV, promote available services to women and girls and address stigma preventing access to services at the women centers.
  • In collaboration with the WPE team, participate in meetings with community leadership structures when necessary to advocate for the needs of women and girls, and encourage their participation in GBV prevention and response activities in the communities
Other Duties and Responsibilities
  • Support mentorship and trainings to IRC and other NGOs outreach workers/volunteers to improve their skills and capacity to support and refer survivors to services and adhere to guiding principles
  • Assess gaps on how the referral pathway is functioning through direct follow ups with service providers and make suggestions for improvement to the supervisor.
  • Maintain positive coordination and relationships with partner and other IRC sector staff.
  • Ensure supplies/resources for counseling spaces, women centers and other program activities are requested on a timely manner and are efficiently utilized.
  • Adherence to the IRC code of conduct (IRC WAY) that ensures transparency, services and accountability to beneficiaries and reports any abuse of beneficiaries by other IRC staff, including sexual exploitation and abuse in accordance with the IRC reporting procedures.
  • Track and keep information and records of psychosocial activities taking place at the centers to strengthen monitoring of program achievements
  • Perform any other duties as required by the supervisor from time to time
  • Adherence to the IRC Security Policy.
Qualifications, Skills and Experience Education:
  • Secondary Education Certificate/certificate in Counseling/Social Work/Psychology or related field preferred. Diploma in similar fields would be an added advantage.

  • The maintenance assistant together with his/her supervisor is responsible for managing the timely and proactive maintenance of office spaces, guesthouses, warehouses, equipment, tools, furniture, sanitation facilities, water points and related infrastructure in the IRC compounds.
  • The position will maintain close working relationships with the maintenance officer, HR Admin department, field coordinators office and relevant others.
  • The position will be based in Maiduguri with some travel to relevant field sites to provide technical support to the field-based supply chain staff.
  • The position holder reports to the maintenance officer.
Responsibilities Specific responsibilities include:
  • Ensures all infrastructures with in office spaces are maintained and functioning at any given time. This is may include working rooms/spaces, doors, windows, hand washing facilities, latrines etc.;
  • Ensure that facilities in guesthouses are at all times maintained and functioning. This may include maintenance of individual living rooms, doors, windows, hand washing facilities, latrines etc.;
  • Manages the maintenance needs of all warehouses in the field office with the support of maintenance officer.
  • Responsible for proactive maintains of equipment, tools, furniture, generators etc. in the office and at the guesthouses;
  • Assist the Maintenance officer in managing all budgets related to maintenance requirements and raises timely PRs ;
  • Prepares proactive maintenance plan and submits to the maintenance officer for approval;
  • Maintains all necessary documentations with regard to maintenance.
  • Support other IRC base locations with their maintenance need
  • Prepare weekly and monthly report on maintenance and discuss with maintenance officer
  • Be familiar with local regulations / laws.
  • Any other duties as may be assigned by the supervisor.
Job Requirements
  • Diploma/Secondary Certificate or Certificate in technical fields plus strong work experience
  • Supply chain / logistics qualifications highly desirable.
  • Knowledge of generic maintenance procedures and practices (IRC or NGO experience advantageous).
  • Three or more years work experience in maintenance.
  • Strong technical skills in electric, water installations, metal, wood works or related works is required.
  • Competent in spoken and written English.
  • Good mathematical skills.
  • Competent use of PC especially spreadsheets, MS-Word.
