We are recruiting to fill the vacant position below:     Job Title: Health and Finance Advocacy Adviser Locations: Lagos and Jigawa Job Type: Full Time Role Purpose

  • The Health and Finance Advocacy Adviser will lead on health policy analysis and support the design and implementation of the programme within the right based programming approach.
  • S/he will be responsible for leading on the development and delivery health advocacy and financing strategy within the context of Universal Health Care.
  • S/he will support the Chief of Party and Deputy Chief of party to promote pro-poor governance agenda in the delivery of primary health care with focus on improving quality and access to Health Services and strengthening the health system.
Key Areas of Accountability Programme Quality:
  • Develop and lead policy and research on health financing, health systems and Universal Health Coverage, especially for influencing national processes and discussions;
  • Support actively in the process of developing the programme short- and long-term governance and advocacy agendas. Particularly as it relates to exploring governance-related barriers to the elimination of exclusion and inequity;
  • Develop and deliver advocacy strategies to influence relevant stakeholders and achieve health policy changes at national and State levels;
  • Assist colleagues to strengthen their knowledge and skills/capacities to incorporate governance frameworks, policy research, analysis and advocacy into their work;
  • Monitor trends in the external environment, identifying opportunities to promote the programme and policy advocacy objectives;
  • Keep abreast of the external political and policy environment and create the right opportunities for engagement and influencing.
Communication and Representation:
  • Act as SC’s representative at state and national levels with local authorities, partners etc. as required, mainly in events relating to health services;
  • Organise events on health issues, including small high-level seminars;
  • Develop and maintain a professional network for governance issues within Nigeria and within SC globally;
  • Organise events for dissemination of important information and messages;
  • Develop position papers, briefings and policy advocacy messaging to clearly communicate our advocacy goals.

  • The post holder leads the development and implementation of the programme MEAL and research framework that will generate evidence, maintain accountability standards and ensure effective monitoring, evaluation and learning of the health theme.
  • S/he will be responsible for ensuring that the quality of monitoring, evaluation and research for the project system is in place to generate evidences on the learning and impacts of the programme
  • S/he develops and promotes widespread application of appropriate technologies and evidence-based program standards and guidance that reflect Save the Children and global best practice.

Qualifications and Experience
  • Minimum of 8 years' experience in the development sector, with preference for candidates with experience working on health and/or nutrition technical area(s);
  • Minimum of 5 years’ experience developing and implementing monitoring and evaluation strategies, with in depth knowledge in the design, operationalization and use of monitoring and evaluation techniques and approaches;
  • Extensive experience in research and monitoring and evaluation methodology and analysis (qualitative, quantitative, participatory) including design of systems and tools, data analysis and report writing;
  • Significant experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring);
  • Experience working in large and complex projects, split into multiple sites;
  • Significant understanding of development of MIS and data and information management;
  • Familiarity with knowledge management systems and approaches that foster a learning culture;
  • Familiarity with participative and inclusive accountability approaches;
  • Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively;
  • Excellent English communication skills, both written and verbal;

    Job Title: Senior Child Health and Immunization Adviser Location: Lagos and Jigawa Role Purpose
  • The Child Health Advisor provides overall leadership and oversight for the programmatic, technical and research aspects of the programme.
  • S/he will oversees the day-to-day implementation of the programme and will be accountable for the quality of interventions and for the capacity building of health workers at state and LGA level.
  • S/he will be also responsible for ensuring the provision of high quality technical assistance by in-country and UK based technical advisers and external consultants (if appropriate).
  • S/he will support the State Programme Manager to ensure that planning, budgeting, implementation, monitoring and evaluation as well as donor reporting functions are executed efficiently and effectively so that the project achieves its purposes and outputs.
  • S/he develops and promotes widespread application of evidence-based program standards and guidance that reflect Save the Children and global best practice.
Key Areas of Accountability Programme Quality:
  • Provides advanced technical expertise and oversight to ensure programs are of high quality and develops new state of the art approaches;
  • Coordinates in-country and UK based technical advisers and external consultants (if appropriate);
  • Supports the COP and State Programme Manager in the development of high quality programming, annual plans and budgeting processes for the programme, as and when necessary;
  • Formulates key program questions that will help to advance the evidence base, and leads design of targeted evaluations;
  • Ensure the programme’s operational and analytical research, coordinate the publication and dissemination of results and ensure that research informs advocacy;
  • Plays significant role in strategic thinking and leadership in advancing child health programs. Lead and direct the adaptation of Reach every ward;
  • Support the implementation of the five operational pillars of the REW approach;
  • Conduct Analysis of the immunization indicators using REW approach;
  • Ensure integration of the treatment of severe malnutrition into the IMCI and ICCM;
  • Ensure the implementation of key family and community practices with special emphasis on IYCF, WASH (soft part of the programme), care seeking behaviour, and immunization;
  • Establish necessary community infrastructure to support the implementation of the child health activities;
  • Support the government in the MNCH weeks and other important child health events;
  • Strengthening relevant health systems for effective delivery of the pneumonia related interventions;
  • Actively contribute to the process of learning, evaluation, capturing and disseminating lessons from the programme for continuous improvement of programme performance and overall outcome;
  • Work closely with the programme team to ensure that other technical sectors are coordinated, integrated and support each other to optimise the project purposes and objectives;
  • Prepare quality quarterly and annual reports and timely submission of deliverables.
Capacity Building:
  • Identify learning and training opportunities for Save the Children health staff and partners and work as a mentor and role model for less experienced staff;
  • Build capacity of health workers and other sector staff to implement quality programs.
Representation & Advocacy & Organisational Learning:
  • Represent the programme on all technical working groups, partners and stakeholders’ forums;
  • Create partnerships with Ministries of Health and other relevant organizations, WHO, and UNICEF to maximize program impact and harmonize agendas;
  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within the Health Sector, ensuring the specific needs of children are being addressed;
  • In collaboration with the Advocacy Advisor, assist in advocacy activities that target decision-makers at all levels;

Qualifications
  • Master’s Degree in Public Health required; a health professional with clinical training skills (pre-service and/or service clinical training) preferred;
  • Minimum of 10 years’ experience implementing and delivering technical assistance to maternal, newborn and child health programs in developing country settings;
  • Demonstrated expertise in program development and management child survival and strong experience in PHC and ICCM program design and implementation required; must have experience facilitating clinical training;
  • Ability to lead and produce project proposals, implementation plans, monitoring frameworks, and write succinct reports on program success; excellent writing and oral communication skills;
  • Ability to travel 35-40% of time.
    Job Title: Social and Behavioural Change Communication and Nutrition Coordinator Locations: Lagos and Jigawa Role Purpose
  • The SBCC and Nutrition Coordinator will work under the direct supervision of COP/DCOP in the successful implementation of the Project at the State level
  • Overall, the SBCC and Nutrition Coordinator is responsible for the planning and implementation of nutrition related interventions and to liaise with the relevant Government counterparts at the State level.
Key Areas of Accountability
  • Supported by the SNA, develop the SBCC strategy that feed into the projects’ objectives.
  • Responsible for planning of SBCC and nutrition interventions, this will be done in the form of annual, monthly and/or weekly work plans as requested.
  • Ensure the day-to-day implementation of the SBCC/nutrition work plan activities in the State.
  • Responsible for preparation, planning and facilitation of SBBC and nutrition related trainings and other activities such as World Breastfeeding week as agreed in the annual work-plan.
  • Responsible for the accomplishment of the project’s deliverables on SBCC and nutrition.
  • Develop timely, quality State level reports on activities, project results, case studies and lessons learned for SBCC and nutrition interventions within the project.
  • Support the preparation, coordination, and execution for special technical events, and donor’s visits.
  • Participate in meetings, seminars, debriefings and other technical meetings.
  • Participate in the design and implementation of assessments and evaluation studies, trainings, and workshops.
  • Support the work of consultants in the States as needs arise with technical and programmatic guidance from the COP and SNA.
  • Liaise with the SNA to provide support on technical initiatives, including performing literature searches, investigating key issues, and contributing to technical activities as required.
  • Establish and maintain effective working relationship with the other projects in the State, namely those implementing nutrition interventions. This synergy should include, regular consultation on matters such as but not limited to work-planning, review meetings and joint supportive supervision visits.
  • Maintain good relationship with Government and non-Government partners working on Nutrition in the State.
  • Represent SCI and/or the project in State level meetings such as SCFN, working groups, etc.
  • With support from the COP and/or other senior programme staff, assist on nutrition related advocacy activities that target decision-makers in the State.
  • Contribute to communications and media work as required.
  • Comply with the requirements of Save the Children’s child protection policies, comply strictly with security procedures and other staff policies.

  • B.Sc/BA/B.Eng Degree in Public Health Nutrition, or a related subject, or equivalent field experience;
  • At least 3 years’ experience on implementing SBCC and Nutrition projects within agreed timescales and budget limitations;
  • Previous experience working with iNGOs;
  • Experience of and commitment to working through systems of community participation and accountability in a Nutrition context;
  • Knowledge of monitoring and evaluation;
  • Experience of training and capacity building on nutrition;
  • Experience on working in collaboration with Government counterpart;
  • Some experience of representation and ability to represent SC effectively in external forums;
  • Ability to write clear and well-argued assessment and project reports;
  • Excellent communication skills;
  • A high level of written and spoken English and fluency in local language;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
