We are recruiting to fill the vacant position below:       Job Title: Consultant - Analysis of NJR 4 Data Set Location: Borno Background

• The NJR 4 consortium is seeking to contract an external consultant to analyse and write report for the baseline assessment, with the data already jointly collected with the aid of Kobo collect
• The NJR humanitarian aid comprises of FSL, Nutrition and protection operations on a non-discriminatory basis to help host communities, internally displaced people (IDP) and returnees in Borno, Yobe Adamawa states
• This project is the fourth phase of the Nigerian Joint response (NJR) intervention funded by Dutch Relief Alliance (DRA) and implemented through a consortium of INGOs (ICCO, Oxfam Novib, Plan, Save the Children, Tearfund NL) in north-east Nigeria with Save the Children as the lead agency.

• DRA (Dutch Relief Alliiance) members ICCO, Oxfam Novib, Plan, Save the Children and Tearfund NL are proposing to continue this response to further assist the affected population of the North Eastern Nigeria
• The response focuses on the four sectors that partners have most expertise and capacity in, as well as which show the highest needs and gaps, namely food security and livelihoods (FSL), (Child) Protection, Nutrition and Water, Sanitation and Hygiene (WASH)
• Considering needs being highest in Borno State, it is in the Local Government Areas in this state that NJR4 will focus on, being Gwoza, Mafa, Konduga and Askira Uba. Gwoza, Mafa and Konduga are newly accessible areas, with Gwoza and Mafa observing immense needs and Konduga and Askira Uba furthermore being characterized by the large number of influx of IDPs.

• The purpose of this assignment is to analyse and write a report on the baseline study already conducted in the proposed implementation communities of Konduga, Mafa, Askira Uba and Gwoza LGAs upon which strategies of implementation will be based
• The analysis shall provide an information base against which to monitor and assess the consortiums project  activities progress  and  effectiveness  during  implementation  and  after  the  activity  is  completed. The result of the analyses shall be disaggregated by LGAs
• The baseline analysis shall also provide clear information upon which projects progress on generation of outputs, contribution to consortium outcomes and impacts is assessed.

• Use collected data as benchmark for measuring project success or failure;
• Conduct  exploratory  data  analyses  (for  example,  frequencies,  percentage  tabulations,  and  cross  tabulations)  of  key  survey  variables  and  their  correlates  and  produce  a  statistical abstract of the data
• Use collected data as benchmark for measuring project success or failure
• Provide current status of situation prior to the start of the project in konduga Mafa, Askira Uba and Gwoza
• Establish priority areas for the project and serve as benchmark for all future activities.
• Establish lessons learnt and suggest solution to guide the implementation

• Data analysis/Development of first draft of report - 11 Days
• Dissemination/feedback and learning session with the relevant stakeholders - 1 Day
• Incorporation of feedback into the final report - 3 Days:

• Draft baseline report;
• PowerPoint presentation of draft findings with relevant partners and stakeholders in Abuja;
• Final Baseline Assessment Report.

• Strong analytical and writing skills
• Capacity in monitoring and evaluating
• Ability to handle confidential and sensitive issues in a responsible and mature manner.

• Advanced experience in Baseline Assesment,  preferably in the field of Public Health, Nutrition, Food Security  WASH and Livelihood or/and Child Protection
• Fluent in written and spoken English
• Advanced Development Research Qualification or equivalent, MSc preferred
• Ability to conduct meetings with senior persons at government, UN and NGO level
• Ability to work on own initiative and to meet deadlines
• Attention to detail and ability to produce and present  accurate information
• Solid experience in relevant fields of work to the evaluation and in the geographic areas where the exercise takes place is also required

• Knowledge of the Northern Nigerian context is obligatory
• Experience working with INGOs/UN or in Child Rights Programming
• Demonstrated analytical, communication and report-writing skills.
