  • The Operations Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services.
  • The overriding objective for all Mercy Corps procurement activity is the prompt and effective provision of materials and services to Mercy Corps’ beneficiary populations in compliance with donor specifications.
General Position Summary
  • The Senior Procurement Officer is responsible for overseeing the procurement aspects of Mercy Corps’ logistic operation.
  • Working closely with Program, Administration, Finance and Logistics the Senior Procurement Officer is instrumental in supporting program activities through his/her services.
Essential Job Responsibilities
  • The Senior Procurement Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Program Management:
  • Coordinate daily MCN procurement activities.
  • Ensure that the procurement department supports the programs efficiently and compliantly.
  • Understand MC procurement policies and formats. Provide training to staff on these policies.
  • Assist Program and Operational personnel in regular procurement planning meetings.
  • Assist staff as needed on timely completion of purchase requests and other documentation.
  • Interact with contractors, in coordination with the Program & Operation Managers.
  • Ensure that the required documentation of supplies and transactions are completed to MC standards.
  • Prepare of status reports on deliveries for P&L and office Management and recipient of supplies.
  • Coordinate with the Warehouse on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites.
Procurement Management:
  • Regularly produce purchase status and completed purchases reports using the Ongoing PR Master List and PR Master List.
  • Ensure that Mercy Corps’ procurement activities are legal and moral.
  • Enforce proper use of procurement ceilings and approval procedures.
  • Carryout the procurement of goods, works and services for all the PRs above USD $20,000 – as per Mercy Corps standards and formats.
  • Carryout the procurement of national consultants services (all values) – as per Mercy Corps standards and formats.
  • Oversee the establishment of various Master Agreements (MPAs and MSAs) for commonly used items – as per Mercy Corps standards and formats.
  • Assist in the maintenance of thorough procurement files. Ensure that the procurement filing system is in place and in accordance with the Procurement filing procedures as outlined in the FP3.
  • Assist the P&L management and office staff with procurement activities, as required.
  • Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of MC
  • Assist P&L Management with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.
  • Maintain file on market prices for commonly-bought items.
  • Perform any other reasonable duties that deem necessary as assigned by the supervisor

Supervisory Responsibility:
  • Directly supervises the Procurement Assistant and Procurement Intern
General Accountability:
  • Accountable for following Mercy Corps Field Procurement Policies and Procedures (FP3), the MC Code of conduct regarding procurement activities and MC Conflict of Interest policy.
Works Directly With:
  • Operations Team, Finance Team, Co-ordinates with Mercy Corps program and operations staff regarding procurement planning and activities
Knowledge and Experience
  • Degree in a relevant business field is desired. 2-3 years of experience in large scale supply chain management and/ or international business.
  • Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills.
  • High level of computer skills on MS Office programs.
  • A demonstrated ability to multi-task and process information into action as to not delay program activities.
  • A clear understanding of procurement ethics and donor compliance is essential.
  • Certification in procurement/supply chain management.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.

  • The Procurement Manager is conscientious with an excellent sense of judgement. S/he has the ability to work simultaneously on multiple tasks and a willingness and ability to work effectively with a wide variety of people. They have the ability to work as part of a team and coordinate with project personnel.

Mercy Corps has been present in Nigeria since 2012, focusing its interventions on market systems innovations, improved governance, humanitarian response and conflict mitigation.
  • The AgriFin in Nigeria project will follow a three pronged approach:
    • Generating new knowledge products to improve the supply of financial services for farms and agri-based rural enterprises;
    • Increase demand of farmers and managers of agri-based rural enterprises for financial services; and
    • Increase capacity of financial institutions in the development of adapted financial services for farmers and agri-based rural enterprises.
  • The project will work closely with a range of stakeholders, including agriculture extension workers, employees and managers at agri-based enterprises and financial institutions.
Consultant Activities
  • Responsibility for providing technical advice and support to financial institutions in providing adapted financial services to the agricultural sector
  • Planning and coordination of activities mainly in the southern project region
  • Planning and implementation of capacity building measures with actors from the financial and agricultural sector
  • Technical advice on the development of need-oriented financial services
  • Facilitating the cooperation with stakeholders
  • Provision of trainings and coaching to stakeholders of the financial sector and to a lesser extent to farms and agri-based enterprises
  • Main contact person for partner organizations and other stakeholders in the southern project area

Profile
  • University Degree in Finance, Banking or Agricultural Economics
  • At least 7 years of professional experience in agricultural finance
  • Expertise and work experience with regard to financial sector development and agricultural finance
  • Sound understanding of the financial sector in Nigeria with hands-on work experience with financial institutions on agricultural finance
  • Experience in planning, organizing and facilitating training and capacity building measures for financial institutions
  • Experience in working with international development agencies as well as public and private stakeholders at different levels
  • Good understanding of the agricultural sector in Nigeria, preferably work experience in the project related value chains
  • Professional experience in Nigeria and/or countries in West Africa with similar socio-economic conditions
  • Proficient knowledge in English is required (at least C1- level according to the Common European Framework of Reference for Languages)
  • Knowledge of dominant local language of the northern (Hausa) or southern project region (Yoruba)

  • Mercy Corps has been present in Nigeria since December 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. In mid-2014, Mercy Corps has decided to address the rising humanitarian needs among displaced households and vulnerable host communities by in the northeast Nigeria and started its humanitarian program.
  • With funding from variety of donors, including OFDA, FFP, EU and ECHO, the humanitarian program has been focusing on food assistance, non-food items distribution, protection, livelihoods support, WASH and capacity building of humanitarian response actors.
  • All Mercy Corps interventions in Nigeria are implemented in a conflict and gender sensitive manner.
General Position Summary
  • The cleaner will be responsible for providing cleaning services as stated in the scope of work and will be based in Abuja.
  • The candidate will work under the direct supervision of the Logistics Officer to ensure general outlook of the office/guest house is maintained. The duties are outlined as follows.
Accountability:
  • Reports Directly To: Logistics Officer
  • Works Directly With: Finance, Program and Operation teams.
  • Supervisory Responsibility: None
Knowledge and Experience
  • SSCE required.
  • Minimum 1-2 years of experience working experience
  • Ability to interact effectively with international and national personnel.
  • Commitment to renewing and maintaining knowledge of best practices
  • Strong interpersonal, and communication skills
  • Fluency in English is required.
Success Factors
  • The successful candidate will have a can-do attitude. Ideally, S/he will have previous experience in working in large-scale emergency programs in insecure and conflict-affected contexts, including remote management.

  • The ECPN program is aimed at reducing violence in farmer and pastoralist communities across the targeted states of Benue and Nasarawa through an integrated joint natural resources management and conflict management approach. Mercy Corps is implementing the program in partnership with Pastoral Resolve (PARE).
  • ECPN leverages Mercy Corps, USAID, and global best practices for people-to-people initiatives to shape the design of the interventions. These include promoting the sustainability of negotiated agreements by practically addressing economic and environmental drivers of resource-based conflicts; connecting community-level engagement with higher-level initiatives; and including a broad range of stakeholders in the development of dispute resolution agreements
Position Objective/Purpose
  • The purpose of the data collection is to provide baseline which the ECPN project can monitor and assess its progress and effectiveness during implementation and after the activity is completed.
  • The successful individuals will work closely with the ECPN project team to mobilize community respondents, conduct personalized interviews and collect site-specific data within identified local communities in Agatu, in Benue state.
Scope of Work /Responsibilities The field enumerators will:
  • Get familiar with data collection tools and study protocol
  • Attend study orientation and data collection training
  • Conduct ECPN baseline data collection in selected communities in Agatu, Benue state
  • Orient and guide the MC project team on likely sensitivities that could affect the usage of the survey tools within the target communities
  • Work collaboratively with ECPN project and MC M&E team to ensure successful implementation of the baseline study
  • Review filled data collection tools to ensure completion and quality of data
  • Provide guidance and clarifications at data analysis stage regarding collected data as needed
  • Play a key role in the mobilization of community respondents for the survey.
Qualifications and Personal Attributes
  • Qualifications in the fields of the Social Sciences, Economics, Development Studies or Statistics.
  • A sound track record in developing and conducting research
  • Proven skills in the use of mobile device for data collection
  • Experience in conducting quantitative and qualitative research in Northern part of Nigeria
  • Experience working in the selected communities and a good understanding of the local dialects is preferred.
  • Experience in data collection and analysis using participatory methodology.
  • Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.
  • Strong command over English and Hausa, especially ability to write high quality, clear and concise reports.
