CRS re-established presence in Nigeria in 2000 and currently focuses on vulnerable children, agriculture, health and HIV, extractives and governance, and peace building programming. We are recruiting to fill the vacant position below:     Job Title: Water, Sanitation & Shelter Team Leader Location: Maiduguri, Borno Job Summary

  • The Water, Sanitation & Shelter Team Leader will lead on project implementation together with the Hygiene Promotion Team Leader
  • He/she will line manage a team of Field Engineers and will be responsible for building their capacity as needed.
  • He/she with be responsible for both technical quality and compliance with project management standards as part of the day-to-day operations as part of CRS’ Water, Sanitation & Shelter activities.
Key Responsibilities Program Quality and Management
  • In coordination with the Program Manager and Procurement Officer and as per CRS standard procedures identify and assess contractors, construction suppliers, vendors of WASH and Shelter NFI’s, prepare contracts and documentation for works.
  • Lead all assessments for WASH and Shelter together with the Hygiene Promotion Team Leader.
  • Supports Hygiene Promotion Team Leader as necessary to analyze data from WASH & Shelter Base Line Surveys before launching an intervention.
  • Monitor regularly Field Engineers to ensure that quality of contractors’ work is achieved in specified time.
  • In close coordination with the Hygiene Promotion Team Leader develop designs and BOQ for latrines, bathing areas, drainages and shelters. Ensuring that these are sound from a qualitative, quantitative and culturally appropriate point of view and follows SPHERE standards.
  • Liaise with drilling contractors and contracts together with the WASH/Shelter PM and ensure that any potential drilling activities are approved by RUWSSA and based on hydrogeological and geophysical surveys.
  • Lead on management of contractors and support Field Engineers to push for high-quality implementation.
  • Liaise with CRS Procurement and Logistics to ensure that material procurement is delivered according to program needs to sites
  • With support from HLP Specialist, keep regular contact with Bulamas and Land owners ensuring that all construction activities have been approved and appropriate agreements are in place.
  • Plan all construction activities in close coordination with the Hygiene Promotion Team Leader and manage works to schedule.
  • Ensure Field Engineers engages both hosts and IDP’s in consultation, mobilization and construction activities where these are community based
  • Encourage contractors to employ skilled and unskilled workers
  • Support WASH & Shelter PM to prepare plans, proposals, and budgets for project extensions and new construction projects.
  • Ensure that Field Engineers monitor that community workers and contractors adheres to Health and Safety standards during construction activities
  • Ensures that use of appropriate project management tools to plan, review and track progress on projects implementation as well as on the utilization of project resources
  • Develop and maintain a procurement plan. Develop BOQs and prepare procurement documentation
  • Ensure the development and implementation strong M&E systems using appropriate CRS tools and resources to maximize project impact on beneficiaries
  • Monitor project development and identify deviation from approved project plans and implement corrective measures when necessary to ensure that the partners meet the project objectives.
Capacity Building:
  • Build the capacity of Water, Sanitation & Shelter Field Engineers as needed.
  • Build the capacity of the Hygiene Promotion Team Leaders and Hygiene Promotion Officers on Shelter and building safe technics
Programmatic Reporting:
  • Ensure timely and quality preparation of project narrative reports as per defined by WASH & Shelter PM, present in an organized and orderly manner tracking of activities, indicators, baseline data and evaluation reports.
  • Advise senior management about issues affecting project implementation, or key local issues affecting future grants/projects developments.
Representation, Coordination, and Communication:
  • Represent CRS at WASH Cluster and CCCM/Shelter Cluster as per request of WASH & Shelter PM.
  • Liaise with CRS partners, INGO’s working in the areas of WASH and Shelter, Ministry of Health as per request by WASH & Shelter PM
  • Liaise with key non-government organizations (NGOs) and national, provincial, and local government, SEMA (State Emergency Management Agency), technical committee meetings AS per request by WASH & Shelter PM
  • Organize regular meetings with Field Engineers to follow activities.
  • Together with the Hygiene Promotion Team Leader organize weekly update meetings for Field Engineers and Hygiene Promotion Officers.
Supervisory Responsibilities:
  • Supervise all Water, Sanitation & Shelter Field Engineers
  • Ensure timely and quality adherence to CRS Performance Management System for all staff under his/her supervision.
  • Prepare employee job descriptions, performance plans and performance appraisals for project staff as requested by WASH & Shelter PM
Typical Background, Experience & Requirements Education and Experience:
  • Bachelor's or Master's Degree in Engineering, Hydrogeology or Construction Engineering
  • Minimum 4 years’ experience working with INGOs in the field of WASH and implementation experience of water supply, sanitation, construction or infrastructure projects.
  • Experience with Shelter programs will be taken an added value
  • Strong experience managing teams
  • Proven strong ability to provide technical assistance and expert advice to staff in infrastructure and related fields.
  • Experience in project management, planning, supervision, quality assurance and reporting.
  • Required Language Skills: English Fluency, Hausa and Kanuri is an added value.
    Job Title: Hygiene Promotion Officer Location: Damaturu, Yobe Key Responsibilities Program Quality and Management
  • To carry out and implement all hygiene promotion activities in host communities and IDP informal settlements and manage Community Mobilizers
  • To facilitate appropriate community engagement and participation in the design and delivery of essential Water, Sanitation, Hygiene and Shelter interventions
  • To help the Hygiene Promotion Team Leader in planning and implementing out needs assessments, baseline studies and conduct hygiene promotion sessions and HH visits
  • To plan activities and carryout all field activities in communities that reduces WASH-related health risks by training and supervising Community Mobilizers
  • To create, train and organize together with Community Mobilizers monitoring Latrine Maintenance Team
  • To monitor Latrine Maintenance Teams
  • Under the technical supervision of the Hygiene Promotion Team Leader launch community led cleaning campaigns and identify waste collection and disposal points
  • To set up monitoring systems for Community Mobilizers for daily inspection of community latrines, drainages and solid waste collection points
  • Plan and support public Hygiene Promotion sessions on weekly basis and regular message dissemination through different channels
  • To conduct Hygiene Promotion sessions with children, plan child to child hygiene sessions and organize events with children to raise hygiene and heath awareness
  • Support in the registration of beneficiaries, community mapping and assessments
  • Support in the identification vulnerable beneficiaries including the elderly, disabled and child headed households
  • Plan and support distribution of aqua tabs, hygiene items, NFIs and WASH kits
  • Support in the mobilization and training of the communities on behavior that lead to health and on use of different items distributed during planned distributions
  • To train Community Mobilizers in how to use ORS and support them in planning and training the communities on this
  • To coordinate with the Water, Sanitation and Shelter Field Engineer and ensure that repairs needs on WASH facilities are identified and communicated as necessary
  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as health, nutrition and shelter.
  • To organize data collected from Community Mobilisers and prepare regular activity reports and submit as requested by Hygiene Promotion Team Leader.
  • Work with the team leads to mainstream Gender in line with CRS’s Protection Mainstreaming Framework
  • Support in the development and communication of beneficiary feedback mechanisms
Typical Background, Experience & Requirements Education and Experience:
  • University Degree in any of these areas: Public Health, Sociology, Social Work, Health or Hygiene Promotion, Community Development, Education, or Community Water Supply and Sanitation.
  • At least three years of practical experience in relevant community development, health, WASH, or similar programs with demonstrated experience in a Gender, Protection or Community Mobilizer role, preferably with an international NGO.
  • Knowledge of one or more of the following: public health, health or Hygiene Promotion, community development, education, or community water supply and sanitation.
  • At least two years of practical experience in relevant community development, health, WASH, or similar programs.
  • Good knowledge and experience of working with local partner.
  • Experience and understanding of Hygiene Promotion and community mobilization in relation to water and sanitation activities.
  • Sensitivity to the needs and priorities of different sectors of a community.
  • Familiarity with the culture of the affected population, ability to develop respect from a wide range of people and strong ability to communicate effectively on hygiene matters.
  • Fluency in English, Hausa and Kanuri.
  • Proficient in MS Office applications.
  • Experience in conducting assessment, analytical and planning skills.
  • Good oral and written reporting skills in English.
  • Diplomacy, tact, and negotiating skills.
  • Experienced in training/counterpart development skills.
  • Personnel management skills.
  • Ability to work well in a team in difficult circumstances.
  • Travel Required: Over 80% travel around CRS sites.
