  • The Vice Presidency for Regional Development, Integration and Business Delivery is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
  • This will ensure that the Bank operates successfully across its Regional Member Countries and oversee the full implementation of all aspects of the Bank’s Regional Directorates.
The Hiring Department
  • The regional development integration and business delivery hub for southern Africa oversees 14 regional member countries and five country offices.
  • The country manager who is accountable to the director general for the Southern Africa region leads the Malawi country office.
  • The Social development Officer reports directly to the Regional Sector Manager - Agriculture, Industry & Human Development of the regional development Integration and Business Delivery Directorate for Southern Africa with administrative reporting to the country manager.
The Position
  • The Social Development Specialist will provide substantive technical and operational knowledge and support to the country manager Malawi Country Office to implement effective human capital development programmes/projects for poverty and inequality reduction.
Duties and Responsibilities Under the supervision of the Country Manager for Malawi with technical oversight from the Regional Sector Manager, Agriculture, Industry and Human Development (RDGS2), the social development Officer shall:
  • Lead and contribute in developing new projects and programs as well as manage existing projects in the area of human capital development, encompassing human capital and employment/livelihoods; social protection and youth employment;
  • Contribute to the enhancement of the Bank’s sectoral policies and strategies in key Social Development domains such as Human Capital and Skills Development Social Protection and Youth Employment;
  • Prepare studies and analysis within the framework of approved economic and sectoral programmes to identify suitable projects, policies , priorities and institutional issues especially in relation to Human capital, Social protection, youth employment and gender equality;
  • Engage in policy dialogue and provide advisory services to the government of Malawi on identified social protection issues;
  • Contribute to the Country Strategy Papers by providing socio-economic analysis to recommendations to strengthen Bank responses to human capital development and other key social issues in the region or country.
  • Develop partnerships with the private sector, multilateral and bilateral Agencies on issues relevant to the Directorate’s mandate.
  • Perform any other related duties required by the Regional Sector Manager or the Country Manager.
Selection Criteria Including desirable skills, knowledge and experience:
  • Hold at least a Master's degree or its equivalent in Business Development, Social Economics, Economics, Sociology, Law, Labour Economics, or any related field.
  • Have a minimum of six (6) years of professional experience in human capital development sectors including skills development, social protection, and or youth employment programs.
  • Demonstrated experience in engaging with senior government officials, private sector, development partners and other stakeholders;
  • Demonstrable knowledge of Social Protection, Youth employment and other key social development issues as they relate to High Five 5: ‘Improving the living conditions of people in Africa’
  • Advisory and policy advocacy expertise;
  • Demonstrate a sound working knowledge of the operation of the organization as a business and the role of their business unit.
  • Possess good knowledge and experience in socio-economic development policy, labour market issues, workforce productivity and gender equality, preferably in the design, development and implementation of projects/ programs;
  • Experience in working directly with African Governments, private sector, CSOs, bilateral agencies, multilaterals and other stakeholders;
  • Demonstrate competence in operational and participatory development methodologies including perspectives on gender, youth and disadvantaged groups;
  • Strong quantitative and problem-solving skills and skill working with data sets;
  • Proven experience developing mechanisms and tools to accurately determine population vulnerabilities and utilizing the results to contribute to the creation of impact driven technical institutional support or programs/projects;
  • Write convincing and well-structured business documents and reports and ensures that all written communication is accurate well written and consistent
  • Excellent spoken and written in English; a working knowledge of French will be advantageous.

    Job Title: Division Manager, Quality Assurance Division - SNOQ2 Reference: ADB/18/168 Location: Côte d’Ivoire Grade: PL2 Position N°: 50092391 The Complex
  • The Senior Vice-Presidency is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results.
  • The Senior Vice-Presidency will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions.
  • The Senior Vice-Presidency will lead senior management discussions, decision-making processes and the implementation of key Board and Management decisions.
The Hiring Department
  • Located within the Senior Vice-Presidency Complex, the Operations Committee and Quality Assurance Department works to continuously enhance the quality and timely delivery of Bank operations.
  • The Department coordinates and supports the Bank’s global efforts towards sharpening the country focus, strategic selectivity and quality of the Bank’s operations.
  • The Quality Assurance Division is the operational support unit of the African Development Bank that focuses on enhancing and mainstreaming the quality and results focus of the Bank’s strategies and operations. More specifically, the Division (i) sets quality standards for the Bank’s interventions; (ii) develops and strengthens tools and processes throughout the operational cycles; and (iii) enhances staff capacities and facilitating operational knowledge.
The Position
  • Under the overall supervision of the Director, the Division Manager will set the strategic and operational directions for corporate quality assurance and quality control functions.
  • It will require leadership and coordination skills for the successful implementation of the Bank’s quality assurance and results agenda.
  • She/he will also lead efforts to capture and disseminate operational knowledge across Bank departments and more broadly among MDBs and the international development community.
Duties and Responsibilities Under the overall supervision of the Director, the Division Manager will perform the following: Strategic Planning and Management functions:
  • Plan, organize and coordinate the activities of the division in support of the Bank’s strategic mandate.
  • Regularly report to Senior Management on the status of the Bank’s Quality Assurance Agenda.
  • Supervise the development of the strategy, work programme, budget and key performance indicators of the Division.
  • Supervise, support and coach staff performing Quality Assurance related functions.
  • Generate commitment, motivation, teambuilding in the division and interdepartmental working groups.
  • Develop staff work programs, oversee their execution in a timely manner and manage individual performance.
Quality Management functions:
  • Lead cross-cutting initiatives and manage interdepartmental working groups to develop and mainstream operational quality standards and performance assessment methods throughout the operational lifecycle.
  • Oversee the development, review and update of quality-at-entry (QaE) standards for public sector operations, private sector operations and country strategies.
  • Oversee the development and sound application of operational rating methods based on evidence and focused on results.
  • Provide guidance for the development of quality assurance and results tools applicable to individual interventions, country strategies and operational portfolios (Logical frameworks and results matrices, checklists, templates for supervision and completion reporting, etc.)
  • Liaise with Directors Generals in the regions and operational departments to set up appropriate mechanisms to asses and enhance the quality and results focus of operational reports, country strategies and portfolio reviews.
  • Act as custodian of the Bank’s quality standards and results tools, and oversee the establishment procedures and mechanisms for controlling good compliance and effective use (readiness reviews, quality assurance dashboard, etc.)
  • Provide guidance on the integration of quality standards and results reporting tools in the formulation of operational guidelines, policies and business processes.
  • Collaborate with concerned department heads and advise senior management on matters related to operational policies, strategies, guidelines and business processes.
Operational Knowledge functions:
  • Oversee the processes for mainstreaming Bank quality standards and results tools through staff training, on-line learning, on-the-job coaching, regular Quality Assurance clinics, helpdesk, etc.
  • Lead the production and promote the sharing and dissemination of selected knowledge products – self-evaluation thematic studies, staff guidance, good practice notes, lessons learnt etc. – to enhance the quality and effectiveness of Bank operations and country strategies.
  • Collaborate with counterparts in MDBs and other agencies to facilitate and advocate the development of best operational practices within the Bank and externally.
  • Represent the Bank in external forums, inter-agency working groups, and high-level events on quality assurance, results and evaluation.
  • Publish regularly on quality assurance and results in a changing development landscape.
Selection Criteria Including desirable skills, knowledge and experience:
  • At least a Master's degree in Economics, Development Studies, Management or a related discipline.
  • A minimum of 8 years of relevant professional experience in various departments, with at least 3years in a supervisory capacity in the area of quality assurance and results management.
  • In-depth understanding of quality assurance, results based approaches and self-evaluation mechanisms in Multilateral Development Banks.
  • Experience in managing change processes in large and complex organizations
  • Strong capacity to innovate, to anticipate issues, to address problems and propose creative and appropriate solutions.
  • Solid organizational and coordination skills required to manage resources and work programmes.
  • Demonstrate strong knowledge and practice of operational policies, procedures, and review processes of Multilateral Development Banks or other development agencies.

The Hiring Department/Division
  • Within the Regional Development, Integration and Business Delivery (RDVP) Complex, the Bank has five (5) Regional Hubs, one in each region of Africa: North, South, East, West, and Central.
  • Each Regional Hub is headed by a Director General (DG) and is provided with the relevant sector functions and administrative capabilities for rapid delivery of services to client countries.
  • Regional Hubs provide country offices in their regions with strategic direction and are responsible for operations, business development, project management and the overall effective implementation of the Bank's High 5s, namely: "Light up and Power Africa," "Feed Africa," "Industrialize Africa," "Integrate Africa" and "Improve the Quality of Life for the People of Africa."
The Position
  • Under the overall supervision of the Manager, Agriculture and Human Development Division (RDGW.2), the Irrigation Engineer will ensure the technical quality of the Bank's activities in support of investment operations in the agricultural water management sector.
  • The incumbent will provide sector-specific expertise in the planning, development, structuring and financing of national and regional agricultural projects, including in irrigation and agricultural water management.
  • She/he will contribute to the implementation of flagship programs as required.
Duties and Responsibilities The incumbent will:
  • Participate actively in the strategic analysis of countries covered, identification, design, preparation, appraisal and implementation of agricultural sector projects and programs, in line with Bank Group policies and strategies;
  • Plan, execute and supervise agricultural engineering, irrigation and agricultural water management activities throughout the project cycle;
  • Assist member countries in project identification and preparation;
  • Manage (including general administration) Bank Group portfolio in countries covered, in consultation with stakeholders.
  • Manage day-to-day project and program operations entrusted to her/him; this will include monitoring project implementation, and maintaining contact with Governments and other project implementation agencies for all project-related issues;
  • Supervise the procurement of goods and services during project implementation to ensure interpretation and strict compliance with Bank Group rules and procedures; verify that tender documents and contracts conform with standard Bank formats, and participate with other staff in the bid review and evaluation committees for bids submitted by entrepreneurs, etc.;
  • Ensure the establishment of effective supervision mechanisms for projects and program entrusted to him/her;
  • Participate in mainstreaming poverty reduction and crosscutting environmental, gender and governance issues into Bank-financed projects, consistent with its vision;
  • Perform the role of mission member in charge of irrigation and agricultural water management at all stages of the project cycle, and coordinate the contributions of other experts in identification, preparation and appraisal reports, as well as in project planning and preparation.
  • Maintain liaison with other bilateral and multilateral institutions involved in agricultural and/or rural development projects;
  • Contribute to knowledge management systems in key areas of rural poverty and prepare terms of reference for Bank-financed consultants;
  • Contributing to work in the water sector (see Bank policies on integrated water management, agriculture and rural development).
Selection Criteria Including desirable skills, knowledge and experience:
  • At least a Masters’ Degree/Specialized Graduate Studies Diploma (DESS)/ Diploma of Advanced Studies (DEA) or equivalent degree in Irrigation, Agricultural Engineering, Water Resources Management, Water and Rural Engineering or other related fields, with a sound knowledge of development issues;
  • At least five (5) years of relevant professional experience, including in designing rural development projects and preparing, evaluating and managing loans and grants;
  • Demonstrated ability to interact with public service and donor agency staff on aid coordination issues as well as with the private sector;
  • A sense of customer service to understand, and where appropriate, anticipate client needs to ensure that they receive the best possible service from the Bank;
  • Proven ability to build and lead a team of professionals, and use the talents and expertise of team members productively;
  • A command of standard Microsoft Office Suite software (Word, Excel, Access, PowerPoint); knowledge of SAP is desirable;
  • Fluency in English and/or French, with a good working knowledge of the other language.
