  • The mission of WHO's Health Emergencies Programme is to build the capacity of Member States for epidemic preparedness, manage health emergency risks and strengthen the countries IHR core capacities to effectively detect and respond to public health events of national and international concern.
Description of Duties Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):The incumbent will carry out the following duties:
  • Support the Ministry of Health/NCDC to develop comprehensive and integrated policies and strategies for International Health Regulations (IHR) and Integrated Disease Surveillance and Response (IDSR).
  • Facilitate the implementation of the International Health Regulations (IHR) including participation in the process of verification and risk assessment on reported public health events.Support the planning and implementation of IHR internal evaluation and Joint External Evaluation including development of national action plan.
  • Coordinate and manage surveillance technical activities, within the context of the outbreak and health emergencies programme at the national and state levels.
  • Strengthen the capacities of surveillance teams for the effective and sustained surveillance of epidemic prone diseases through detection, data management, and rapid response to epidemics and health outbreaks.
  • Provide technical guidance for the management of a unified information system to ensure availability of core data country files and other information on related technical areas such as: case incidence; case management surveillance data; laboratory surveillance data; contact tracing, etc.;
  • Support the Ministry of Health and NCDC in the implementation of electronic IDSR and ensure its interoperability with HMIS.
  • Analyse, systematize, and disseminate scientific and evidence-based technical information and knowledge; support the development of the WHO Situation Reports, other related regular and ad hoc surveillance reportsManage the timely collection, analyses, production and dissemination of data/information.
  • Support documentation and publication of health security and emergencies interventions Support resource mobilizationPerform any other duties as may be assigned by the supervisors
Required Qualifications Education:
  • Essential: Medical Degree (MBBS) from a recognized University
  • Desirable: Master of Public Health from a recognized University
Experience:
  • Essential: At least 5 years working experience in Health emergency preparedness and response.
  • Desirable: Working experience in related areas with WHO, other UN agencies or other recognizedinternational organizations.
Skills:

  • The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
Description of Duties The incumbent will carry out the following duties:
  • Support the timely and high-quality collection, analyses, production and dissemination of data/information. This includes response specific information (what, where, who, how many, how quickly, current status), internal and external situation reports (SitReps), epidemic bulletins, rapid needs assessments, health risk assessments, Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP)
  • Contribute information to the drafting of all relevant planning documents including project proposals, appeals, reports, dashboards, etc.
  • Aggregate and maintain inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, and health response data 4. Perform basic geographic analysis for maps and other reports (such as dashboards, SitReps, etc)
  • Support the Health Cluster IMO in (or undertake, if no HC IMO present) inter-agency initiatives, particularly with OCHA, related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports
  • Design field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys
  • Provide ongoing technical guidance and training, to the team members and partners involved in the planning and data/ information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management
  • Perform any other related duties, as required by the functional supervisor.
Required Qualifications Education
  • Essential: First University Degree in Information or Data Management, Computer Sciences, Statistics, Applied Math, Public Health, or a related field, Complemented By Training In Information Management from an accredited/recognized institute
  • Desirable: Specialization in Information Management Systems, Training In Humanitarian Response Or Emergency Information Management.
Experience:
  • Essential: At least 5 years of experience in Information Management, Monitoring, Needs Assessment, Project Management, Data Management and Information Dissemination in the Public Health Sector or Health Development sector, part of which in emergency management or humanitarian context.
  • Desirable: Working experience in related areas with WHO, other UN agencies or other recognizedinternational organizations
Skills:

Description of Duties Describe what the incumbent has to do to achieve main objectives; include main achievements expected. The incumbent will carry out the following duties:
  • Support the development, implementation and evaluation of the national strategies and workplans pertaining to the prevention and control of high threat diseases of pandemic & epidemic potential or infectious risks and the implementation of evidence-based strategies to manage infectious hazards, interventions in high-risks groups and recommend measures for special attention, ensuring compliance with organization-wide IHM strategies.
  • In close collaboration with the risk assessment, health information management and other teams from the Regional office and HQ, monitor the early prevention, detection, verification, assessment and investigation of any risks of outbreaks and the dissemination of data related to the occurrence of outbreaks.
  • Adapt IHM global policies, concepts, tools and strategies and manage their implementation at the country level, for the prevention and, where feasible, elimination of diseases/epidemic risks. Work with the Ministry of Health, NCDC and Partners, to improve approaches and methods of controlling epidemics in different epidemiological situations.
  • Conduct the periodic reporting of infectious hazards activities, support the information systems and the monitoring facilitating integration with the national health information systems, as required.
  • Contribute to the surveillance and risk analysis of infectious diseases; participate in the rapid response teams responsible for the rapid investigation of alerts, field risk assessments and early detection and response.
  • Ensure that risk communication messages are technically sound and socio-culturally appropriate to induce, engage and empower stakeholders in the prevention, mitigation and control of infectious hazards.
  • Make recommendations and give guidance on relevant courses of actions to be taken in affected as well as non-affected areas to prevent and/or control cause of excess morbidity and mortality.
  • In close collaboration with other technical teams, provide technical assistance on vaccination, enhanced surveillance, infection control (including personal protection), enhanced sanitation and hygiene, increased provision of water and/or nutrients, prepositioning of drugs and medical supplies, vector control etc.
  • Request the activation of technical experts' networks at global or regional level to characterize the pathogen and the disease in case of unknown infection.
  • Perform any other related duties, as required by the functional supervisor.
Required Qualifications Education:
  • Essential: First University degree in Medicine, Public Health or Health related field from an accredited/recognized institute.
  • Desirable: Specialized training in epidemiology or in infectious diseases.Advanced University Degree in public health or health related field from an accredited/recognized institute.
Experience:
  • Essential: At least 5 years working experience in planning, developing and implementing the control and prevention of infectious diseases programme including outbreak prevention and control, infectious hazard management and/or dangerous pathogens.
  • Desirable: Working experience in related areas with WHO, other UN agencies or other recognizedinternational organizations
Skills:
  • Demonstrated knowledge of infectious diseases, particularly in infectious disease epidemiology, prevention or control, clinical management and significant practical application of this knowledge in an international context.
  • Proven ability to coordinate with the government, manage projects, build partnerships with multiple partners in the context of health emergencies.
  • Ability to formulate clear comprehensive strategies and plans.
  • Demonstrated organizational skills with ability to multi-task and produce results under pressure.
