  • Support the implementation of the Counter-Trafficking and Victim Protection activities and deliverables, including timely delivery, quality control, administrative matters, follow-up and financial support.
  • Assist with monitoring the case-management of vulnerable migrants and victims of trafficking and support, including conducting screening interviews and intake as required.
  • Facilitate cooperation with national stakeholders, organize work meetings, thematic workshops and training sessions of partner NGOs, local authorities and public institutions, engaged in the process of identification, referral and support of VoT and vulnerable migrants.
  • Carry out individual consultations with victims of trafficking and provide immediate rehabilitation and recovery support, including coordination of medical care, psychological counselling, emergency assistance, hospitalization, as well as shelter assistance for consulted persons, if needed. Adhere to IOM’s internal guidance, policies and principles in the identification of target groups and assistance provision.
  • Provide technical and administrative support to relevant state and non-state actors, including training institutions, involved with providing rehabilitation and sustainable reintegration assistance.
  • Develop the beneficiary profile and needs assessment formats and ensure that information on returnees is codified and store into a database (MiMOSA) for further processing, analysis and reporting;
  • Support the development of contextualised standardized victim screening, identification, referral and reporting tools, including respective indicators and launch at state level.
  • Guided by the existing SOP, coordinate with partners to provide family tracing and reunification (FTR) and reintegration support to unaccompanied and separated migrant child (USMC).
  • Assist in the development and implementation of awareness raising activities for VoTs on their rights and available protection, as well as with private sector actors supporting rehabilitation and reintegration efforts.
  • Compile inputs and prepare periodic donor reports and updates, including preparation of narrative and financial project reports;
  • Support the monitoring of the reintegration of beneficiaries related activities when necessary.
  • Submit monthly monitoring reports on time.
  • Conduct field visits, as and when necessary.
  • Perform any other duties as may be assigned.
Required Qualifications and Experience
  • Completed University degree from an accredited institution in International Relations, Law, Social Work, Humanitarian Affairs or related Social Sciences;
  • Minimum of three years’ experience (or five years of experience for candidates holding a school diploma) in the field of migration issues including operational and field experience.
  • Experience in the area of counter trafficking, protection of vulnerable migrants, SGBV or similar area.
  • Project management experience required, preferably in counselling, human relations and management;
  • Experience in liaising with governmental authorities, other national / international institutions;
  • Experience in the area of migration, refugees and reintegration of migrants and victims of trafficking;
  • Ability to work under stressful working conditions such as tight timelines and managing large groups of beneficiaries;
  • Strong analytical, organizational and reporting skills;

    Job Title: Project Assistant (MM/AVRR/OPS) SVN No.: SVN2018/87 Location: Lagos Organizational Unit: Migration Management (Assisted Voluntary Return & Reintegration) IOM Classification: G4 Type of Appointment: Special Short Term (SST) Grade Equivalent Contract (Renewable) Estimated Start Date: As soon as possible Context Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region. Working under the overall supervision of the Project Officer (MM/AVRR) Lagos and the direct supervision of the Senior Project Assistant (AVRR), Lagos the successful candidates will contribute to the implementation of the Reintegration and related activities in IOM Nigeria, with special focus on provision of post-arrival assistance for returning migrants and provision of reintegration support in their respective areas of origin. Core Functions / Responsibilities
  • Provide overall support in the day-to-day functioning of AVRR operational support and any other related activities;
  • Organize movements for returnees, migrants, or refugees using the MiMOSA, I-Gator and Amadeus databases and by implementing appropriate operational procedures;
  • Liaise with Immigration Authorities, Embassies, Airlines, partners as well as with IOM Missions to facilitate smooth departure and transit of migrants travelling under IOM auspices;
  • Conduct pre-departure and post-arrival briefings with the returnees/migrants/refugees;
  • Make booking arrangements with the carriers, including preparation and distribution of passenger manifests;

  • Guided by the IOM Operations and AVRR SOP’s and IGN’s, assist in providing arrival assistance to returning migrants in coordination with relevant government counterparts;
  • Provide support such as reintegration counselling, preparation of individual, collective or community based reintegration plans and track the implementation of reintegration assistance provided to returnees directly and/or through referral mechanisms;
  • Facilitate the disbursement of travel allowances and return grants to returning migrants, arrange onward transportation for returning migrants as appropriate;
  • Assist in collecting and digitizing data on returnees and ensure the documentation and filing of all beneficiaries in a database for reference and monitoring including regular update of beneficiaries’ information in a database in accordance with IOM Data Protection Principles and Guidelines;
  • Assist in tracing and contacting returnees, updating profiles, and assessing their vulnerabilities and needs to facilitate smooth socioeconomic reintegration;
  • In line with international standards and IOM guidelines and procedures, assist in conducting family tracing and reunification on a case by case basis upon request in the context of AVRR;
  • Provide general support to the assessment of the qualitative and quantitative impact of reintegration initiatives;

Required Qualifications and Experience
  • Bachelor's Degree or Certificate in Economics, Management, International Relations, Development Studies, Social Work and other related Social Science fields
  • Minimum of two years relevant experience for those with University Degree and above or minimum of four years with high school diploma in the field of Migration management, case management, livelihood support, small enterprise development, rehabilitation and reintegration, including operational and field experience or related field, preferably within the International Humanitarian Field;
  • Demonstrated ability to maintain confidentiality is mandatory;
  • Good knowledge of project development, administration and evaluation concepts and procedures.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.

  • Assist in carrying out assessments of protection needs, identify problems/gaps and propose actions to respond to particular protection in close coordination with the Protection Officer;
  • Support in implementing the plan of activities of the project(s) under direct coordination of the supervisor; support day to day activities and administrative processes; report regularly on the challenges and progress recorded in realisation of activities;

Core Functions / Responsibilities
  • Carry out all administrative matters including manager/assets custodian recording, issuing of security material used for the field;
  • Undertake radio technician responsibilities if/when assigned;
  • Maintain and archive security documentation (travel clearances, UNDSS trip profiles, staff lists etc.) for future access if required.
  • Maintain an orderly filing system for all security files updated level of communication documentation and files.

Required Qualifications and Experience
  • University degree or equivalent in social science, computer science, and law enforcement academy
  • Minimum four years (two years for degree Holder) in related field; preferably relevant professional experience with the security in UN, INGO or NGO. Experience in the rank of NCO and above in the armed/police forces.
  • Good political and social knowledge of North-eastern Nigeria.

  • Support in the planning and timely implementation of SBCC activities in Nigeria to combat TiP/SOM.
  • Assist in coordinating the creation and implementation of Communication for Development (C4D) methodology materials including videos, radio programming, best practice case studies, toolkits, and workshop facilitation guides for all activities and communication platforms.
  • In coordination with programme coordinator, devise communication channels in which stories from migrants and returnees can be used to promote behaviour change in the relevant communities.
  • Plan and implement C4D activities and tools to discourage irregular migration and promote safe alternatives to irregular migration in target audiences:
    • In collaboration with partners, assists in research, development, pre-testing and production of culturally relevant communication materials to facilitate behaviour and social change under the project.
    • Disseminate approved project information materials through the appropriate channels such as social media, local radio stations, IEC materials and such other approved channels
  • Support development of training materials and activities to build capacity for participatory and behaviour change communication aimed at addressing issues on human trafficking and irregular migration.
  • Maintain strong partnerships with youth groups, community groups, government leaders and other partners in the community and civil society to orient them on the overall goals and solicit their involvement in the implementation of the same.
  • Work closely with the Monitoring and Evaluation team to design and implement appropriate monitoring and evaluation activities, such as surveys, interviews, focus group discussions, Knowledge, Attitude and Practice (KAP) surveys, consultations, etc.
  • In coordination with Public Information and Communications Assistant, manage C4D reference materials such as briefing documents, summary literature reviews on Trafficking in Person (TiP) and Smuggling of Migrants (SOM) trends, factsheets, presentations and reports for both internal and external briefing.

Required Qualifications and Experience
  • Bachelor’s degree in Journalism, Behavioural Change, Social Work, Law, Communications, International Affairs, Development Studies or a related field from an accredited academic institution.
  • A minimum of four years of work experience (for candidates holding Bachelor Degrees) in the above specified fields, preferably in the West Africa Region.
  • Experience of working on humanitarian or development issues related to migration and/or human trafficking, preferably within the United Nations Common System and the International Humanitarian Field
  • Experience in effectively designing and implementing social media and online campaigns for developmental issues
  • Experience with designing and implementing Monitoring and Evaluation for project activities
  • Excellent writing and strong analytical skills.

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • Working under the overall supervision of the Programme Manager, Migration Management Nigeria and the direct supervision of the Project Officer (MM/AVRR), Lagos the successful candidate will contribute to the implementation of the project activities, in providing complementary support to the Government of Nigeria’s effort by strengthening sustainable reintegration of Vulnerable returning migrants to Nigeria by through the provision of skills training and in-kind reintegration support.

Core Functions / Responsibilities
  • Provide assistance to the vulnerable returning migrants including VOT’s in close coordination with other Migration Management Units;
  • Support the implementation of the Counter Trafficking and Victim Protection and direct assistance activities and deliverables, including but not limited to victim screening and identification, profiling and vulnerability assessment, providing arrival assistance, rehabilitation and reintegration, travel logistics, timely delivery, administrative matters, follow up and financial support;
  • Monitor the case management of vulnerable migrants and victims of trafficking and support, including conducting screening interviews and intake as required.
  • Develop the beneficiary profile and needs assessment formats and ensure that information on returnees is encoded and stored into a database (MiMOSA) for further processing, analysis and reporting; 5. Provide updated information on partner NGO’s and the services offered/available to vulnerable groups such as rehabilitation shelter, psychosocial support, vocational skills training etc.; 6. Carry out individual counselling for victims of trafficking and provide immediate rehabilitation and recovery support, including medical care, psychological counselling, emergency assistance, hospitalization, as well as shelter assistance if needed; ;
  • Support in building a referral system for vulnerable and returning migrants to relevant governmental and non-governmental entities, international organizations for access to rehabilitation and psychosocial support services;
  • Organize capacity building events for partners, for support incorporation into the national referral mechanism and functioning of the referral mechanism in identification, referral and assistance for vulnerable migrants including victims of human trafficking and unaccompanied migrant children in line with national and international standards
  • Provide support in procurement of specific items required for standardized partner NGO shelter services in line with donor and IOM procurement guidelines;
  • Assist in monitoring and follow up including liaising with partner NGO’s in the provision of psychosocial support and vocational skills training to migrants at the shelter
  • Conduct field visits to the beneficiaries' reintegration sites and assess developments thereof of grants;
  • Adherence to IOM’s internal guidance, policies and principles in the identification of target groups and assistance provision
  • Ensure the documentation and filing of all beneficiaries in a database for reference and monitoring including regular update of beneficiaries’ information in a database;
  • Support in preparation of monthly / annual financial reports for the mission and donor reports;

  • Working under the general supervision of the Program Manager, Migration Management and the direct supervision of the Migration Health Officer (MHO) of the IOM Lagos office for technical matters, the National Migration Health Physician will be responsible for providing clinical, administrative and project management support for the Migration Management Unit (MMU). He/she will:
Core Functions / Responsibilities
  • Assist to coordinate all the migration health activities related to voluntary returns of Nigerian migrants. This includes but not limited to logistic preparation for medical screening, handling and safekeeping of individual medical files, collection of bio data and medical history, physical examination, ensuring identity checks of the applicants and confidentiality of information throughout the screening process.
  • Conduct health assessment for migrant populations according to provided technical instructions for migrants and IOM Migration Health Assessment Guidelines including but not limited to review test results, check accuracy and medical documents, suggest corrective measures and ensure client-oriented services
  • Supervise clinical and non-clinical staff to ensure all MMU’s health activities are performed in an effective and efficient manner.
  • Assist with the quality control/quality assurance by liaising with the service providers (radiology unit, microbiology laboratory) on a regular basis, correct minor digressions from the regular procedure, inform the Migration Health Officer about current or potential problems jeopardizing integrity of the program and suggest improvements and ways to optimize procedures.
  • Make necessary arrangements for addressing significant medical conditions and organizing assistance in accordance with IOM mandate and procedures directly or through partners, with special focus on: providing information to the migrants and affected family members, counselling of positive cases, providing treatment or referral for treatment, making necessary medical arrangement including medical escorts, and following up patients where necessary.
  • Facilitate medically assisted movements (pre- departure medical screening, pre-embarkation checks, escort…) and arrange medical related travel assistance to departing refugees.
