Our mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter. We are recruiting to fill the position below:
    Job Title: Shelter Officer Location: Monguno, Borno Beginning of contract: 8th October, 2018. Contract duration: 3 months - Probation period: 1 month Delocalization policy: applicable, according to SI conditions Objectives
  • Under the supervision of the Watsan Team Leader and in functional link with the Shelter advisor Assistant, the shelter Officer will lead and supervise shelter work projects, respecting deadlines and technical requirements.
List of Main Responsabilities Set-up and operational monitoring:
  • Under the supervision of the Watsan Team Leader, take part in logistical and administrative organization and the planning and preparation of job sites
  • Ensure the construction and/or the maintenance of construction work using Solidarités International tools (in particular):
    • Take part in the identification of sites where work is to be carried out
    • Recruit and train the workforce (carpenters, mason, …) and daily workers
    • Control the quality/quantity of the materials arriving in the construction site
    • Be in charge of given the materials to the IDPs
    • Allocate the on-site workforce according to instructions given by the team leader or Shelter advisor assistant
    • Carry out work according to technical guidelines and estimates and follow the recommendation of the Shelter Coordinator or Shelter advisor assistant.
    • Controls the quality of the implementation
    • Respect deadlines established with his/her supervisor or project manager
  • Supervise operational teams, contractors and communities, and ensure the best use of available resources
  • Organize, plan and supervise community participation
  • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
  • Manage the supply of worksite materials by collaborating with the logistics department
  • Report to the project manager and/or program manager assistant on the state of decentralized stock (‘field’ stock) on his/her sites.
  • Take part to the evaluation of the technical competence of contractors
  • Respect Solidarités administrative procedures before, during and after each work project
  • Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population
Reporting/communication /representation:
  • Fill and send daily report to the Watsan Team leader ,
  • Fill and send concrete test report, and quality check report
  • Fill and send monitoring report
  • Keep his/her monitoring tools and files archived in the Solidarités office, accessible to his/her team leader and/or project manager
  • Take part in the drafting of project progress reports under the supervision of his/her team leader
  • Take part in seminars and workshops related to the carrying-out of activities and to project objectives
  • Report to his supervisor regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries
  • Report back all information or problems linked to his/her activity, Solidarités programs or safety issues
  • Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarités
  • Analyze the humanitarian situation by taking into account protection issues/Do No Harm to the population
  • Collaborate with local authorities and administration
  • Take part in restitution meetings and clusters on request Personal abilities

Job Title: Admin Assistant Location: Ngala, Borno Beginning of Contract: 8/10/2018 Contract Duration: 3 months– Probation period: 1 month Delocalization Policy: Applicable, according to SI conditions Mission
  • At his/her assigned base level, the administrative assistant supports the administrator in the processing of accounting operations as well as all tasks relating to Human Resources
List of Main Responsibilities Administrative Management of Personnel:
  • Calculate taxes and duties and create pay records for the relevant organizations
  • Keep an organization chart up to date for the base
  • Assist the administrative in the organization and conduct of meetings with personnel representatives
  • Participate in the application of policies relating to salaries and benefits for Solidarités International
  • Monitor changes in the cost of living
  • Welcome and participate in administrative briefing of new personnel
  • Assist the administrator for the administrative management of recruitment and hiring
  • Participate in the organization of training
  • Ensure archiving and monitoring of individual dossiers and deliver all documents relative to the professional life of Solidarités International employees
  • Ensure the confidentiality of all HR datas
  • Participate in the monitoring of work contracts on the base
  • Collect payment details and integrate them into the Human resources management software (Homère)
  • Issue pay slips and supervise payment of salaries after approval by the administrator
Team Management:
  • Train and support team members under his or her supervision
  • Ensure the minimal replacement of members of the admin services in case of absence (days of, sickness etc.)
Treasury / Accounting / Management:
  • Record budgetary transfers and keep accounting codes
  • Verify, before recording, that records conform to regulations and procedures of Solidarités International
  • Translate accounting documents if necessary
  • Exchange currencies at request of superiors
  • Verify cash balances daily and report any discrepancies to superior
  • Archive accounting records according to Solidarités procedures after a final verification of receipts etc.
  • Guarantee security of the cash and confidentiality of information
  • Supervise the physical maintenance and safety of cash boxes
  • Prepare monthly closing, revision and integrity of accounts for the base
  • Issue vouchers, supervise archiving of records
  • Participate in audits or any checks issued by partners or head office, at the base level
  • Participate in the consolidation of budget follow ups and cash forecasts at the base level
  • Monitor due dates for payments of contracts managed by the administrative coordinator
  • List liquidity needs in concert with the admin coordinator
  • Carry out pay-outs and advances, within established guidelines
  • Keep the registry of cash pay-outs and the cashier’s register
Reporting / Communication:
  • Participate in supervision of regulations in effect
  • Aid Admin Coordinator in relations with administrative authorities.

Job Title: Cash Officer Location: Ngala, Borno Beginning of contract: 8/10/2018 Contract duration: 3 months (with possibility of extension) Probation period: 1 monthGoal/Purpose
  • The Cash officer will be responsible for the management and implementation of the cash and voucher activities which is aimed at improving food access for the vulnerable displaced and host populations at the community level under the supervision of the FSL Team Leader
Main Tasks
  • Support in implementing detailed work plans for cash and voucher activities
  • Ensure that targeting of beneficiaries to receive cash and voucher transfers is carried out transparently and accountably.
  • Facilitate Community Mobilization, meetings and capacity building training for the target beneficiaries at the community
  • Registration of Household for cash and voucher transfer, distribution of food voucher smartcard for beneficiary household and Cash disbursement for household and proper monitoring
  • Work closely with community structures to follow up on implementation of cash and voucher transfers planned activities
  • Work with traditional community to ensure the identification and selection of the most vulnerable populations and provide information to ensure accountability fairness and transparency during implementation activities.
  • Verification of the beneficiaries to ensure the identification and selection of most vulnerable population is verified before cash transfer is made.
  • Collect information to ensure that the surveillance of the unconditional cash transfer situation in the area of implementation of the program is achieving the expected result, when required
  • Support MEAL team in activities monitoring (market assessments, baseline, endline, post distribution monitoring, price monitoring, focused group discussions, vendor monitoring etc)
  • Training of vendor on how to use the devices in making transaction and supervision of vendor’s transaction and recording the problem
  • Support complaint response mechanism by receiving, recording and reporting complaints from beneficiaries, community leaders, community volunteers and other stakeholders
  • Plan and sensitize of beneficiaries on use of smartcards, payment mechanism, their rights and benefits.
  • Coordinate with vendors on timing of cash disbursement and mobilize beneficiaries for cash and voucher collection at vendor disbursement sites.
  • Conduct vendors monitoring to supervise cash and voucher disbursement, record and report device and smartcard challenges to FSL Team Leader.
  • Monitoring of biweekly price monitoring within the assigned LGA in collaboration with MEAL team.
  • Ensure that documentation is properly done for all items distributed (donation certificates, delivery notes, beneficiary lists and supply request order)
  • To provide reports according to the requirements of the FSL assistant (Bi - weekly updates, success stories, case studies etc.)
  • Compiles weekly and monthly reports and ensuring timely submission of such written reports to the FSL assistant for consolidation and sharing
Requirements/Technical Competencies
  • Training: University degree in Economics or a similar domain.
  • Relevant experience on Food items distribution and monitoring will be highly appreciated.
  • Project related skills: good knowledge of the project cycle, project implementation, project follow-up
  • IT skills: Good knowledge of Office software: Excel, Word.
Professional Experience:
  • 1 year of experience in similar position (NGO/Private or Public sector) - Humanitarian experience is a plus

Job Title: Wash Assistant Location: Ngala, Borno Beginning of contract: 8/10/2018 Contract duration: 3 months Probation period: 1 month
Goal / Purpose
  • The WASH Assistant is in charge of supporting the Multisector Project Coordinator and the Activity Managers towards the good implementation, achievement and reporting of the objectives defined in the proposals;
  • S/he guarantees the proper coordination mechanisms are in place inside the operational teams in the different areas of intervention, and in cooperation with the Multisector Project Coordinator.
Main Tasks Project relevance, quality and design:
  • Contribute to establishing operational assessment and evaluations activities;
  • Contribute to define SOLIDARITES INTERNATIONAL’s WASH local strategy and contribute to the annual programming by proposing new activities, especially activities targeting vulnerable people and IDPs in Borno State;
  • Responsible to propose and guarantee quality approach mechanism are in place for the programs to ensure transparency accountability of SI activities;
  • Support the writing of technical annexes and chapters (including the logical framework) for the proposals;
  • Support the implementation of the activities in compliance with the annual operational strategy and SOLIDARITES INTERNATIONAL’s technical requirements;
  • Participate in evaluating the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual development and the population’s needs;
  • Propose to the Multisector Project Coordinator adjustments to the programs, if necessary;
  • Participate in building the teams abilities with respect to techniques or new methodologies.
Implementation and operational monitoring:
  • Support the Activity Managers in planning their operational activities;
  • Meet the deadlines and adhere to predefined quality specifications;
  • Support the Multisector Project Coordinator in ensuring the project management, monitoring and evaluation tools are in each operational department;
  • Propose quality criteria and monitoring indicators for programs;
  • Anticipate any issues linked with carrying out the activities and help to resolve any problems related to the activities;
  • Suggest any adjustments to be made to the activity depending on contextual and indicator developments;
Institutional Knowledge Building - IKB:
  • Use the IKB tools proposed by SOLIDARITES INTERNATIONAL;
  • Participate in the centralization, validation, and distribution of procedures, guidelines and tools linked to the multisector activities;
  • Build up on SOLIDARITES INTERNATIONAL (and stakeholders) intervention methods and techniques;
  • Ensure that project files are complete, regularly updated, and saved on the mission external hard drive;
  • Define the prerequisites for opened positions together with the Multisector Program Manager;
  • Greet and brief the new staff working on the program;
  • In collaboration with the Multisector Project Coordinator, set up technical trainings depending on the operational needs and identified training requirements;
  • Lead working groups and thematic meetings with the support of the Multisector Project Coordinator;
  • Evaluate and assess the performance of colleagues under his/her direct supervision on a regular basis;
  • Ensure adherence to SI security regulations and reinforce them with his/her team.
Reporting/ Communication / representation:
  • Pass upward to the Multisector Project Coordinator and Coordination team any information on the security situation or on any event that could impact SOLIDARITES INTERNATIONAL activities and safety of the teams;
  • Support the drafting of activities reports and amendments (including any annexes relating to specific activities) for the financial donors, local authorities and for internal purposes (weekly and monthly reports) by compiling all the operational data before sending them to the Multisector Program Manager;
  • Ensure that all reports required by the Multisector Project Coordinator are delivered on time and in the correct format;
  • In his/her assignment area, might be appointed to represent SOLIDARITES INTERNATIONAL at meeting or forums concerning the activities;
  • In collaboration with the Multisector Project Coordinator, and administrative department, support the preparation of administrative documents (MoU, handover, etc.) to be jointly signed with government authorities, communities or partner’s;
  • Coordinate with field representatives in accordance with management guidelines;
  • Coordinate with support team (Logistic and Administration) as well as field team involved on the program;
  • Represent the organization when asked and/or delegated to do so.
Requirements/Technical Competencies
  • Training: University degree in Water and Sanitation or Environmental or Water Resources Development or in one of the Civil Engineering disciplines of Water Supply and/or Hydrology, hydrogeology or Sanitation/Hygiene Engineering.
  • Relevant experience on deep borehole drilling and development will be highly appreciated
  • Project related skills: good knowledge of the project cycle, project implementation, project follow-up
  • IT skills: Good knowledge of Office software : Excel, Word, GIS, and drawing software (autocad)
Professional experience:
  • 1 year of experience in similar position (NGO/Private or Public sector)
Languages:
