Job For Consultant - Development of Radio Magazine Programme at Christoffel Blinden Mission


Christoffel Blinden Mission (CBM) is an international development organisation, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to C8M, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements. We are recruiting to fill the vacant position below:     Job Title: Consultant - Development of Radio Magazine Programme, TV and Radio Jingles Location: Abuja About the Programme The Seeing is Believing Comprehensive Child Eye Health in Nigeria (SiB) programme in 2017 conducted a Knowledge, Attitude and Practices (KAP) study in its intervention communities across the clusters. The report revealed that there is very low knowledge of risk factors that predispose children to eye health conditions, which can lead to blindness. In addition, myths and misconceptions were found to exist among the generality of the public. Harmful practices and beliefs such as the use of urine as eye drops, applying of black powder and use of herbs was observed among some community members especially in rural areas of Kano and Cross River states. Some have the notion that blindness and other related eye health conditions are either hereditary, due to witchcraft or other spiritual manipulations. This has informed some of the unhealthy practices observed like use of black powder prepared by traditional healers to treat eye conditions. More than 71% and 38% of the people respectively go to the hospital and eye clinic for treatment but oftentimes, the decision to access healthcare at these facilities is delayed, affecting treatment outcomes. Furthermore, a large percentage of community members (48%) access care from non-clinical sources such as chemists, churches, mosques and traditional healers. The utilization of these sources is sometimes due to perceptions about the causes of blindness, or linked to poverty, or the low level of knowledge of eye health related issues and where care is available. Furthermore, the study revealed that eye health is not a priority of the government and therefore it is not accorded the needed attention. Information, education and communications activities under the programme are expected to improve knowledge of child eye health issues, increase positive health seeking behaviour and increase access to and use of eye health services in SiB intervention States and the country at large by the end of December 2019. This target represents a significant improvement over the current situation. Purpose of the Consultancy This consultancy is part of strategic behaviour change communication (SBCC) strategy used under the ongoing SiB programme in Nigeria to influence positive health seeking behaviour on child eye health. The purpose of this assignment is to produce:

  • Enter-educate radio magazine programme 26 episodes of 30 minutes each;
  • 2 radio jingles; and
  • 2 television jingles.
Aim and Objectives The aim of the SiB enter-educate radio magazine programme is to improve knowledge and attitude towards eye health issues, expand demand and increase support for and utilization of CEH services in Nigeria by different stakeholder particularly within the SiB interventions States. The objectives of are:
  • To call government, media and community gatekeepers’ attention to their roles and responsibilities in child-eye care work, including prevention, promotion and treatment.
  • To promote trained health care providers and community structures as credible sources of information and resources for child eye health, and use them for case finding, referrals.
  • To persuade communities to seek child eye health treatment in a timely manner and from trained eye health experts.
  • To provide information about types, causes, prevention and treatments options available for child eye conditions to at least 80% of stakeholders in SiB intervention sites.
  • To dispel rumours, myths, misconception and alley fears about eye health conditions and treatment among 80% of stakeholders within the SiB intervention communities.
  • To improve knowledge of child eye issues targeted at various stakeholders including parents/caregivers, policy makers, opinion leaders and the public.
  • To promote early access to child eye services, including information about where to access services, so that all eligible children 0-14 years affected by eye conditions are able to access treatment quickly, in order to reduce avoidable blindness and visual impairment.
Radio listenership was found to be high among the generality of the public in rural communities surveyed, therefore it is hoped that a well-packaged radio programme will positively influence knowledge, attitude and practices of parents/care givers, policy makers, opinion leaders and the communities on child eye health issues and programmes in Nigeria. Scope of Work The scope of work for the SiB Radio Programme Production assignment is as follows:
  • Sound effects recorded in the field and all necessary resources compiled and logged in readiness for production
  • Produce 26 episodes of 30 minutes radio magazine programme on Child Eye Health
  • Produce 2 - 30 seconds Radio Jingles in English
  • Produce 2 - 30 seconds TV Jingles in English
  • Submit to the SiB programme CDs/Flash drives containing the ready to air drama episodes, radio and TV jingles
  • Use a Radio Design Document (RDD) developed by content experts to guide the scriptwriting.
  • Write Scripts of 26 episodes of an enter-educate 30 minutes radio serial drama (magazine programme, in a dramatized form presented in episodes over a period of 26 weeks), two (2) TV and two (2) radio jingles.
  • Identify appropriate studio and conduct auditioning of artists for radio and television jingles and the radio serial drama/magazine programme.
  • Train selected Artists
The Radio programme target population will include:
  • Rural /Semi Urban/ Urban areas
  • Men and women, caregivers and children and teachers
  • Traditional rulers, religious leaders and influential persons.
Expected Deliverables The programme would require production of 26 episodes of 30 minutes enter-educate radio drama series in form of a magazine programmes and messages in form of jingles intended to be aired in 2 cycles starting from (1st January to 30th June 2019 and the re-broadcast from July to December 2019 to cover for a period of 52 weeks).
  • 26 episodes of a 30 minutes enter-educate radio magazine programme produced in Hausa, Yoruba and Effik/Ibibio and ready to air
  • 2 x 30 seconds radio jingles in English and translated into Hausa, Yoruba and Effik/Ibibio
  • 2 x 30 seconds TV Jingles in English and translated into Hausa, Yoruba and Effik/Ibibio
  • Radio Timelines for Airing of the Radio Magazine Programme
  • Signature tune produced and other needed resources mobilized
  • Promotional jingles and music produced.
  • Adapted version of SiB radio design document in line with the Nigerian context
  • Script-writing schedule
  • Final scripts of a 26 episodes of 30-minutes enter-educate radio magazine programme in English.
  • Translated versions of the scripts in Hausa, Yoruba & Effik/Ibibio
  • A Radio programme production schedule.
  • 26 episodes of 30 minutes enter-educate radio magazine programme produced in English and ready to air.

Proposal Requirements for Production Team:
  • CVs for all involved in the assignment including director/producers, production manager, editors, script writers compositor, vocal artists, translator and sound engineer.
Equipment (Mandatory):
  • The selection team may request to inspect the equipment that would be used for the consultancy. The studio will be assessed in advance to ensure that it meets required standards and specifications for quality production.
Selection Criteria The agency will be selected based on the assessment of technical & financial proposals. The technical proposal will consider:
  • Experience of similar assignment on radio and television in Nigeria.
  • Proven record of developing and producing radio magazine/ drama series for the health sector in Nigeria.
  • Knowledge of diverse cultural contexts within Nigeria and ability to reflect this in content that is culturally appropriate for broad geographical coverage.
  • Dedicated team members having relevant experience with names and CVs.
  • The cost efficiency and effectiveness of the proposal will be assessed.

  • Expression of interest outlining how the agency meets the selection criteria and their understanding of the TOR.

  • Financial proposal should itemize fees, script writing and cost of the scripting, auditioning of artists, production costs/ travelling studio cost, artist fee, honorarium, equipment etc. charges as mentioned above and administrative costs including all Taxes applicable and valid tax exemption certificate in case of any exemption. It should provide detail on:
    • A detailed budget, including details of number of units, cost per Unit, total cost, to cover the following areas:
      • Pre & Post Production costs
      • Any equipment costs
      • And board & lodging costs
      • All administrative costs
      • All taxes (with holding or any other which applies)
      • Any other costs
    • Total cost of proposed budget.
