World Health Organization (WHO) is the directing and coordinating authority for health within the United Nations system.   • To strengthen the Administration and Finance unit of the WHO Country Office with adequate and qualified human resources.
Description of Duties
  • Participate as an active member of local procurement committee in the WCO
  • Undertake visits to Ministry of Health (MoH) and to ensure the applicability of appropriate records and timely retirement of WHO funds {LCS).
  • Responsible for the safekeeping of cash and cheques;
  • Prepares correspondences, reply financial queries and Justifications, as required;
  • Provide monitoring and evaluation support of WHO funds to the WR
  • Carry out other activities as and when assigned.
  • The National Professional Officer/Finance assists the International Operations Officer with analysis and assessment of budgeting, utilization & liquidation of WHO funds on a regular manner.
  • In consultation with the international OO, the incumbent provides the WCO with analysis and assessment services on financial matters.
  • He/She advises colleagues and management on optimal resource utilization recommending adaptation of organizational processes to meet specified programme requirements.
  • Ensure all financial and technical reports are submitted on WHO supported programs to Federal Ministry of Health (FMoH), Non-Governmental Organizations (NGOs) and other collaborating partners;
  • Set up tracking systems of all the financial activities connected with the WHO Country Office and ensure accuracy and regular daily updates are made.
  • Ensure that the appropriate WHO soft wares are used in maintenance of ledgers and accounting records for classification, recording of financial transactions, preparation of monthly expenditure reports, that charges are properly allocated and allotments are not exceeded;
  • Handle calculations and payments of salaries, allowances, travel claims and other payments to staff members, experts, consultants, vendors and other claimants. Also ensure timely transfer of project funds to the concerned implementing counterparts;
  • Assist in the preparation of donor agreements for mobilization of resources locally from partners and other funding agencies and monitor/track the implementation of Grants/Agreements accordingly;
  • Review budget expenditures against approved allotments; reconcile cashbooks with bank statements, assist program officers by providing information on allotment reports, availability of funds and expenditure procedures:
  • Maintain liaison with officials of local Banks to obtain dally Information on matters regarding to maintenance of office bank accounts and reconciliation of Bank accounts;
Required Qualifications Education:
  • Essential: University degree in Accounting, Management Sciences, Business Administration or Finance.
  • Desirable: A postgraduate degree in business administration or professional training.
Experience:
  • Essential: At least 2 year of proven experience in the area of administration, finance and accounting.
  • Desirable: Experience in WHO.
Skills:
  • Sound knowledge of office management and administration, administrative skills, basic accounting. Specialized knowledge of WHO administrative and financial rules, procedures and practices. Ability to communicate clearly, both verbally and in writing an asset.
