Vacancy For WASH Delegate at the International Federation of Red Cross and Red Crescent Societies, 17th December, 2018

  • In response to the widespread floods the Nigerian Government declared a state of emergency in 4 states (Kogi, Niger, Delta and Anambra), the IFRC deployed a Field Assessment and Coordination FACT team to support the Nigeria Red Cross to conduct assessments in the affected areas.
  • The assessments were done in coordination with UNDAC and the National Emergency Management Agency (NEMA). Based on the assessments the major needs identified are in the areas of WASH, Health, Livelihoods, Shelter Protection and Gender Inclusion as well as psychosocial support.
  • Nigeria Red Cross with support from the IFRC and ICRC have responded to the needs of the most affected providing food, non-food items, first aid, psychosocial support. The NRCS is also managed some of the IDP camps where flood affected populations sought temporary shelter.
  • Through this emergency appeal the IFRC will support NRCS to continue to respond to the needs in Kogi, Anambra, Delta and Niger as well as support further assessments in Bayelsa and Rivers as the flood situation moves from relief to recovery.
  • A comprehensive WASH assessment has been undertaken in four States (Kogi, Niger, Delta and Anambra) and agreed activities defined in the Plan of Action. Support is now required to ensure that an effective WASH programme of activitescan be delivered and the WASH needs of communities met to a standard agreed in the Emergency Plan of Action.

  • The Africa Region Business Group is organized through Clusters and country representations covering the National Societies. Situation/Operational Context Since late August, heavy rains across Nigeria have caused large-scale flooding affecting 12 states and up to two million people.
Job Purpose Reporting to Operations Manager the WASH Delegate will:
  • Lead the development and delivery of the WASH programme in response to the 2018 floods.
  • Guide and support the implementation of the WASH programme against the appeal.
  • Integrate the programme with the wider WASH activities of the National Society.
  • Strengthen NRCS capacities in the development and management of WASH activities.
  • Support other WASH activities as required.
Job Duties and Responsibilities
  • Work with the Operations Manager and Logistics Delegate to procure WASH materials and to engage contractors as required.
  • Monitor and supervise the work of contractors engaged in WASH activities.
  • Assist the NS to develop systems to ensure the rigorous monitoring of the WASH programme.
  • Ensure that the WASH activities within the emergency operation link with the NS’s wider WASH programme.
  • In collaboration with the NS, ensure that WASH activities are well coordinated with other relevant government and non-governmental agencies.
  • Maintain effective coordination with other international agencies and NGOs engaged in WASH activities.
  • In collaboration with the IFRC and PNS, assess and strengthen the capacity of NRCS to plan, implement and monitor WASH programming.
  • Assist NRCS in the development and delivery of WASH-related training for communities, NS volunteers and staff.
  • Ensure that WASH programme plans are consistent with wider operational plans.
  • Support the revision of operational plans and budgets as required.
  • Work with the NRCS to provide timely, quality reporting on the programme, seeking to build NS’s reporting capacity.
  • Support NRCS and the IFRC operations team to deliver an agreed WASH programme with vulnerable communities in up to six States (Delta, Anambra, Kogi, Niger, Rivers and Bayelsa).
  • Provide technical oversight of the WASH programme.
  • Support NRCS to deliver agreed outputs in target communities for WASH activities.
  • Promote the effective use of community engagement and accountability tools and processes in developing WASH activities.
  • Support NRCS in the development of baseline data through which to effectively monitor the WASH programme.
  • In collaboration with the operations team and the NS, support the evaluation of the operation.
  • Contribute to wider organisational learning from the operation.
  • Facilitate the development of partnerships with potential donors, including private sector organisations, for future emergency response operations.
Education
  • Relevant university degree in Civil or Water Engineering (WASH) and Hygiene promotion or similar fields.
  • Professional qualification in WASH/Watsan operations management.
  • WatSan FACT/ERU/RDRT specialized training (preferred).
  • Basic Delegates Training Course, WORC, IMPACT or equivalent knowledge (preferred).
Experience:
  • Experience in reporting and proposal writing.
  • Experience in donor/partner relationship management.
  • Experience working for a humanitarian aid organization in a developing country.
  • Experience of working for Red Cross/Red Crescent.
  • At least five years of experience in developing and managing WASH/ WATSAN programmes including personnel, budget and financial management to ensure compliance.
  • Proven field working experience in complex emergencies of managing international humanitarian operations in WASH and/or public health.
Knowledge, Skills and Languages:
  • Good Knowledge of the region and capacity to practice political and cultural sensitivity
  • Ability to work to tight deadlines and handle multiple tasks.
  • A broad understanding of global humanitarian issues.
  • Self-supporting in computers.
  • Ability to work under stressful conditions, meet deadlines and travel extensively to support field operations or training.
  • Good knowledge of WASH management, as well as mechanisms, tools and guidelines for programming and coordination at different levels.
  • Good analytical thinking skills.
