Our mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter.   • In close collaboration with the Country Director (CD), the DCD’s prime objectives are to provide leadership and management of the strategic programming, overseeing the strengthening of SI’s programme development, quality and accountability. The DCD ensures the internal coherence between program activities and is responsible for ensuring that programs are driven by needs, based on evidence, adaptable to contextual changes and conflict sensitive, monitored closely and resourced appropriately.
  • The DCD is part of SI Senior Management Team and has direct line-management of the Technical Coordinators (WaSH, Shelter and MEAL).
  • Under the supervision of the Country Director and with the support of headquarters teams, the Deputy Country Director for Programs is responsible for:
    • Strategic Direction: Collaborate with the CD to develop a program strategy and related processes consistent with the association’s policies and population’s needs.
    • Project Implementation: the DCD has to follow up programs team and monitor the activities to make sure they are implementing it on time. He is continuously in direct contact with the projects managers and the field teams.
    • Quality Follow-up: the DCD is in charge of ensuring and improving the quality of all activities with the support of the MEAL team and the technical department (Shelter / WASH / FSL).
    • Partnerships and representation: the mission is working with many partners such as ALIMA, PUI, ACTED, REACH, INTERSOS and TDH. The coordination of these actors must be closely monitored and improved. A regular participation in coordination meetings must also be ensured.
    • Reporting and proposal writing: the DCD, with the support of the Grants manager, is in charge of drafting reports to donors. S/he is the one responsible for the strategic direction of proposals.
    • Structuration: The mission is young and has grown very rapidly. As a result, the mission needs to be structured and strengthened to ensure a serene future. Considering the strategic position of the DCD, he/she has to ensure that all departments are communicating well and evolving together in the same direction.
The Main Challenges:
  • Security: the volatile security context can reduce the access to the areas of implementation, which can sometimes causes delays. Furthermore, the regular clashes between the different stakeholders of the conflict are causing important movements of population. Thus, the programs, and more globally the mission, should show a strong adaptation and reactivity capacity.
  • Contractors: SI’s activities are requiring strong technical skills and heavy machinery (borehole drillings). Thus, SI has to rely on contractors to conduct those works, and the DCD with the programs teams should closely monitored the contractors.
  • Lack of coordination: the several organizations active on the field are not coordinating enough, which has an impact on the implementation of the activities.
  • Management: the DCD has the direct management of four staffs: a grants manager, a WASH Coordinator, a Shelter advisor and a MEAL Coordinator. As functional manager of the program team at base level, the DCD should have regular exchanges with the Program managers, without overlapping the Field Coordinators.
  • Communication channels: In Maiduguri, both of the operational base and the coordination team are located. It will be important to ensure that communication schemes are in place and that there is no confusion between base and coordination (decision-making, roles and responsibilities).
Your Profile
  • Master's degree or equivalent in related sectors
  • Previous experiences in emergency contexts and high volatile environments
  • Previous experiences in strategy and programming
  • Ability to delegate, and at the same time, to follow up several projects in several areas.
  • Ability to set up and orientate coordination mechanism in an operational way
  • Strong leadership and ability to inspire and bring together various profiles
  • Previous experiences in managing a consortium and strong partnerships with other NGOs.
  • Strong interpersonal and communication skills;
  • Ability to prior tasks and manage a large scope of work
  • Proven writing and spoken English are required;
Living Conditions:
  • The living conditions of the base are comfortable (A.C, comfortable beds, TV, ping pong table, good cooking etc) with possibility of finding a wide range of goods for cooking. Despite restriction (curfew & limitation of movement), the level of activities is good (Sport: Soccer, volleyball…and interactions with other INGO).
  • The multicultural environment allows for enriching exchanges and extensive discussions, as the atmosphere is very uplifting. The problematic aspect is that security procedures are quite restrictive (which is normal given the context) but it means that movement are limited and that knowledge of the city and the culture will be also very limited.
SI will offer You
  • According to experience, starting from 2860 euros gross per month (2600 base salary + 10% annual leave allowance paid monthly) + valorization of your experiences
  • A monthly Per Diem of 600 USD
  • SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Vacation:
  • During the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
Social and Medical Cover:
  • Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • The Country Director is the official representative of SI in Nigeria. S/He is in charge of the smooth running of the mission. S/He proposes mission strategy, according to the geopolitical and humanitarian context, and ensures its implementation once it has been validated.
  • S/He monitors projects, ensuring that they are progressing in accordance with the Solidarités International charter and complying with internal and contractual procedures.
  • S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.
  • S/He coordinates the teams in place and ensures their security on the mission.
  • S/He is the direct liaison for Solidarités International HQ.
Main Tasks Coordination and strategic orientation:
  • Monitor and analyze the humanitarian, political, cultural, social and economic context
  • Propose and develop an operational strategy consistent with the association’s policies and population’s needs
  • Define a plan of action for putting this strategy in place
  • Propose new operational directions as contexts change
Relevance and operational quality / operations monitoring:
  • Guarantee the coordination, development, monitoring and evaluation of programs implemented on the mission
  • Ensure the relevance, quality and consistency of programs
  • Ensure that programs are implemented in accordance with annual operational strategy, Solidarités International technical requirements and financial donor criteria
Resource Management:
  • Propose and organize the Human, financial and logistic layout of the mission
  • Ensure the financial resources and means necessary for the completion of projects are mobilized
  • Guarantee that resources are used effectively
Human Resource Management:
  • Build and maintain team dynamics that enable Solidarités International objectives to be carried out  effectively in the country
  • Promote Solidarités International ethics and values
  • Ensure that Solidarités International Human Resource policies and procedures are applied (recruitment, performance reviews, etc.)
  • Ensure work-life balance for Solidarités International staff and maintain suitable working and living environments
  • Manage the coordination team as well as staff s/he supervises directly
Security:
  • Be responsible for the security of all teams and property on the mission, under the supervision of the HQ Desk Officer
  • Monitor and analyze the security situation and ensure that teams clearly understand it
  • Ensure every new arrival on the mission receives a geopolitical and security briefing
  • Ensure that documents and procedures relating to security are regularly updated
  • Ensure that everyone complies with security rules and procedures on the mission
  • Ensure that a permanent security watch is put in place
  • Deal immediately with any security incidents that may occur on the mission and alert HQ without delay
Relationships with financial donors / fund-raising:
  • Monitor and analyze financial donor strategies
  • Actively assist in fund-raising and ensure the mission’s financial stability
  • Strengthen relationships between Solidarités International and financial donor representatives
Internal and External Communication:
  • Ensure that deadlines are adhered to and that documents produced by the mission are of good quality
  • Ensure compliance with formats and procedures in internal reporting
  • Organize coordination meetings on a regular basis
  • Ensure that key operational information is circulated correctly, on the mission and between the mission and HQ
Representation:
  • Act as the Solidarités International official representative in the country for aid workers, local political and administrative authorities, the civil society and the media
  • Attend humanitarian forums and relevant coordination meetings
Your Profile
  • At least 3 years of experiences as Country Coordinator in volatile contexts
  • Demonstrated experiences in conflict contexts and insecure environments, with consequent experiences in supporting emergency response programming, access negotiation and security analysis and management
  • Previous experience in the region would be a strong asset
  • Extensive program development and fund raising experience, including working with major institutional donors
  • Problem-solving skills and ability to make decisions
  • Outstanding communication skills, including excellent diplomacy skills with the ability to influence and negotiate
  • Strong management skills
  • Strong interest in the context and strong commitment to humanitarian work and principles.

  • The multisectorial / FSL coordinator will work on the multi-sectorial WASH and FSL project funded by EuropeAid over 3 years in consortium with ALIMA. He/she will cover three different locations: Monguno, Ngala and Askira/Uba. He/she will be the line manager of the Regional Program Manager.
  • He/she will be dedicated to ensure all external coordination with authorities and partners. He/she will need to consolidate the strategy of the project and modality of intervention. He/she will ensure the project strategy is linked with other SI project and coordinate with MEAL/WASH Coordinator. He/she will also be the technical referent for FSL questions. He/she will be doing assessments and proposals if needed.
General objective
  • The multisectorial / FSL Coordinator is in charge of ensuring that the objectives defined in the proposal are being met.
  • He/she guarantees the quality of the implemented program and suggests adjustments or developments to insure its relevance if applicable.
  • He/she is in charge of representing SI in the Coordination Mechanism linked to the project, and coordinating with the other partners to ensure the relevancy of the project.
  • He/she is in charge of proper reporting and communication.
  • He/she is in charge of strategy, coordination, assessment and development.
  • He/she is the FSL referent on the mission.
The main challenges:
  • Participation in the strategic orientation of SI in the country and support the identification of uncovered needs and provision of risk analyses.
  • Support the harmonization of dedicated programmatic tools and guidelines across the team and the bases.
  • To ensure strong external coordination with our consortium partner (ALIMA) and facilitate the coordination with the authorities (3R Commissioner and Technical Line ministries) and with Europaid technical team in Maiduguri.
  • To ensure strong external coordination with other E.U implementing collaborates in particular when working within same LGA or same type of activities.
  • To enhance collaboration with MEAL & WASH department and support strategic orientation for a smooth transitioning between emergency and post-crises context.
  • Support and define the reorientation of the project when necessary using the flexibility clause
Priorities for the 2/3 first months:
  • Support the consolidation, definition or redefinition of operational strategy and modality of intervention through the form of comprehensive guideline and/or activity sheets
  • Consolidate the approach and strategy for the targeting of new area of implementation and review the appropriateness of beneficiaries’ coverage per area and per activities.
  • Follow-up SI coordination with line ministries and facilitate with ALIMA the coordination with the 3R
  • Support the launch of a mid-review workshop with E.U operational team
  • Redefine with ALIMA a forecasted Modification Request for the reorientation of some activities/location
  • In close collaboration with the MEAL department, support the development of operational monitoring tools to enable a comprehensive analysis of the result of the pilot phase for YEAR 1 and enable drawing recommendation and lesson learn for YEAR 2 & 3.
Your Profile
  • Masters’ degree or equivalent in related sectors of FSL
  • At least 2 years’ field experience as an FSL Coordinator
  • Ability to develop a strong understanding of the context and to make the project adaptive to the context evolution
  • Experience in tensed context in terms of security;
  • Experience in semi-remote management
  • Good and proven writing and spoken English are required;
  • Knowledge about cash based programs;
  • Organizational and analytical skills;
  • Strong HR participative management skills required with field experience in delivering training and capacity building;
  • Strong knowledge and experience of project cycle management,
  • Good knowledge and experience on evaluation and monitoring tools and good analytical skills
  • Affinity with multi-sectorial and integrated approach
  • Previous experience on early recovery and multi-sectorial project is an asset

Living conditions
  • The multisectorial / FSL Coordinator is based in Maiduguri. He/she is living in Maiduguri base, in a single bedroom and sharing bathroom and kitchen. The number of expatriates living in the base is quite high and various in terms of nationality: this is a treasure but also requires adaptability and open-minded.
  • The multisectorial / FSL Coordinator is based in Maiduguri and he/she travels frequently to the project sites. He/she has to respect the security measures in place, like curfew time and visibility restrictions/rules, plus SI mission restrictions. The environment is highly volatile, so the coordinator has to adapt him/herself to sudden changes.
Si will offer you
  • According to experience, starting from 2640 euros gross per month (2400 base salary + 10% annual leave allowance paid monthly)
  • +100€/year of humanitarian experience at the same position
  • +50€/year of experience  at a humanitarian position which has helped to reach the current level and a monthly Per Diem of 600 US.
  • SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Vacation:
