Pact works across multiple sectors and actors to combat corruption, promote democracy and improve health. Our funding partners run the gamut from the U.S. Government to private foundations to corporations, and our on-the-ground partners include Nigerian ministries and civil society organizations focused on advocacy, democracy and health. Since 2005, Pact has helped forge partnerships between government and civil society, resulting in the passage of four significant national bills to fight corruption, including 2011’s landmark Freedom of Information Act. In 2012, we worked with 96 local Nigerian partners, equipping them to improve internal processes and broaden their support. We are recruiting to fill the position below:     Job Title: Applied Political Economy Analysis (APEA) Consultant Location: Abuja with travel to the North-Eastern States of Nigeria as required Background

  • Pact is recruiting for a Consultant to conduct an Applied Political Economy Analysis (APEA) in North East Nigeria with a specific focus on states most affected by insecurity in Borno State.
  • For nearly a decade, North East Nigeria has been plagued by insurgency and widespread displacement.According to the United Nations Officer for the Coordination of Humanitarian Affairs, 7.7 million require humanitarian assistance in the three most affected states: Adamawa, Yobe and Borno; and more than 50% are children.  Although the crisis in the region has begun to wane as the Nigerian government has begun to recapture territories once occupied by insurgents, security remains fragile and more than 1.8million people are internally displaced (OCHA 2018).
  • With more than 80% of the state considered high-risk for international humanitarian actors (OCHA 2018), Borno State continues to suffer from substandard health outcomes. Borno State records one of the highest maternal mortality ratio in the country at 430 deaths per 100,000 live births.  Only 39% of women in Borno receive antenatal care from a skilled provider and only 17% deliver in a health facility and 92% receive no post-natal check-up (NDHS 2013). Additionally, only 71% of children have never received immunization and only 2% of the population uses contraceptives.  These poor health indices are compounded in an internally displaced person (IDP) camp setting.
  • Applied Political Economy Analysis (APEA) is a methodology for conducting contextual analysis at the project-level.1 Because Pact focuses on strengthening local capacity to foster local solutions, Pact redesigned PEA to focus on understanding how local systems and their attendant power structures are likely to promote or impede a particular project’s objectives. With this knowledge Pact is better positioned to mitigate existing roadblocks and capitalize on windows of opportunity to ensure the assistance is well utilized by the intended beneficiaries.
Objectives:
  • The consultant will use APEA methodology to analyze the emergency response Ecosystem in North East (NE) Nigeria with a focus on the health sector.
  • Consultant will seek to better understand the impact of the NE Nigeria security and humanitarian crisis on the health system as well as the factors and incentives that affect social accountability within the health sector in Borno State.
  • The APEA will be aimed at informing future project design and implementation in the state and North East Nigeria at large.
Job Summary
  • The consultant will use APEA methodology to analyze the emergency response Ecosystem in North East (NE) Nigeria with a focus on the health sector.
  • Consultant will seek to better understand the impact of the NE Nigeria security and humanitarian crisis on the health system as well as the factors and incentives that affect social accountability within the health sector in Borno State.
  • The APEA will be aimed at informing future project design and implementation in the state and North East Nigeria at large.
Roles and Responsibilities
  • Construction of the Tool/Preparatory Activities using the Four (4) Steps of Comprehensive APEA:
    • Analysis of explicit incentives
    • Analysis of implicit incentives
    • Action and advocacy planning
    • Mainstreaming iterative APEA into project management
  • Develop a methodology and supporting tools for systematically mapping and understand the formal and informal incentive structures that shape relevant health outcomes, including related to accountability.
  • Complete a comprehensive literature or document review to develop a complete picture of the Borno State health system.
  • Conduct stakeholder interviews to fully understand explicit political and economic structures.
  • Interviews with key stakeholders to understand the complex web of implicit interests, values and norms that serve to influence the decisions and actions of key stakeholders.
  • Develop implicit incentive structure analysis of health system. This may include stakeholder interviews, focus group discussions, stakeholder mapping and various other participatory research methods.
  • Conduct a stakeholder dissemination workshop(s) aimed at sharing key learning from the process.
  • Develop list of action items and advocacy plans aimed at bringing about desired change. Importantly, any action and advocacy planning process should develop clear roles and responsibilities.
Deliverables:
  • Comprehensive literature or document review.
  • List of stakeholders interviewed with contact information
  • Report from interview and analysis of stakeholders
  • Cleaned field notes from stakeholder interviews
  • Report from dissemination workshop with list of action items and next steps
  • Final APEA document
  • Final report of consultancy
Minimum Requirements
  • Bachelor's degree with a minimum of 10 years of relevant professional experience (e.g. Social Sciences, International Development, Business, Development Studies) or 7 years of relevant professional experience and a master’s degree.
  • Minimum of 3 years of professional experience in international development, with field experience and health background is a plus
  • Strong social science research skills
  • Strong understanding of IP context in the North-Eastern State of Borno/Nigeria region
  • Strong understanding of political, economic and legislative context of the North-Eastern States/Nigeria
  • Exceptional diplomacy, Good written and oral communication skills in English and or Hausa/Kanuri
  • Availability and willingness to travel to the north- eastern region of Nigeria for primary data collection
  • Excellent ability to communicate, establish and maintain high level relations with government, private sector and development sector players, including donors
Preferred Qualifications:
  • Demonstrated experience conducting political economy research or similar political analysis
  • Demonstrated experience working with IPOs in the North - East region of Nigeria
  • Advanced Knowledge of the Development Sector in Nigeria is an advantage
